Marine protected areas (MPAs) have been increasingly proposed, evaluated and implemented as management tools for achieving both fisheries and conservation objectives in aquatic ecosystems. However, there is a challenge associated with the application of MPAs in marine resource management with respect to the consequences to traditional systems of monitoring and managing fisheries resources. The place‐based paradigm of MPAs can complicate the population‐based paradigm of most fisheries stock assessments. In this review, we identify the potential complications that could result from both existing and future MPAs to the science and management systems currently in place for meeting conventional fisheries management objectives. The intent is not to evaluate the effects of implementing MPAs on fisheries yields, or even to consider the extent to which MPAs may achieve conservation oriented objectives, but rather to evaluate the consequences of MPA implementation on the ability to monitor and assess fishery resources consistent with existing methods and legislative mandates. Although examples are drawn primarily from groundfish fisheries on the West Coast of the USA, the lessons are broadly applicable to management systems worldwide, particularly those in which there exists the institutional infrastructure for managing resources based on quantitative assessments of resource status and productivity.  相似文献

  • 1. Although marine protected areas (MPAs) are often established to protect threatened top‐order predators, there is a paucity of data that can be used to evaluate their efficacy in achieving this purpose.
  • 2. We assessed the effectiveness of a network of MPAs around Macquarie Island in the Southern Ocean by examining the foraging areas of breeding black‐browed Thalassarche melanophrys and grey‐headed albatrosses T. chrysostoma.
  • 3. During late incubation and brood periods over 90% of time spent foraging by black‐browed albatrosses was contained within MPAs, principally the Economic Exclusion Zone (EEZ) around Macquarie Island. In contrast, grey‐headed albatrosses spent only 34% of their time foraging in MPAs.
  • 4. Black‐browed and grey‐headed albatrosses spent 30% and 15% of their respective foraging times in the Marine Park around Macquarie Island.
  • 5. Both black‐browed and grey‐headed albatrosses foraged in Antarctic waters under the jurisdiction of the Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR), accounting for 5% and 12% of the total foraging times respectively.
  • 6. The spatial extent of MPAs around Macquarie Island appear to adequately cover much of the foraging distribution of breeding black‐browed albatrosses from Macquarie Island.
  • 7. Breeding grey‐headed albatrosses spend significantly more time in waters outside the spatial extent of the surrounding MPAs and are at higher risk from fisheries activities and other threats.
  • 8. Further information on the foraging movements both of albatrosses outside the breeding season and of juvenile albatrosses is required to more fully assess the efficacy of MPAs in protecting foraging habitats of these species.

The establishment of marine protected areas (MPAs), particularly of no‐take areas, is often viewed as a conflict between conservation and fishing. Partially protected areas (PPAs) that restrict some extractive uses are often regarded as a balance between biodiversity conservation and socio‐economic viability. Few attempts have been made to generalize the ecological effects of PPAs. We synthesized the results of empirical studies that compared PPAs to (i) no‐take reserves (NTRs) and (ii) to open access (Open) areas, to assess the potential benefits of different levels of protection for fish populations. Response to protection was examined in relation to MPA parameters and the exploitation status of fish. Our syntheses suggest that while PPAs significantly enhance density and biomass of fish relative to Open areas, NTRs yielded significantly higher biomass of fish within their boundaries relative to PPAs. The positive response to protection was primarily driven by target species. There was a large degree of variability in the magnitude of response to protection, although the size of the PPA explained some of this variability. The protection regime within the PPA provided useful insights into the effectiveness of partial MPAs. We conclude that MPAs with partial protection confer advantages, such as enhanced density and biomass of fish, compared to areas with no restrictions, although the strongest responses occurred for areas with total exclusion. Thus, MPAs with a combination of protection levels are a valuable spatial management tool particularly in areas where exclusion of all activities is not a socio‐economically and politically viable option.  相似文献

Climate‐driven warming has both social and ecological effects on marine fisheries. While recent changes due to anthropogenic global warming have been documented, similar basin‐wide changes have occurred in the past due to natural temperature fluctuations. Here, we document the effects of rapidly changing water temperatures along the United States’ east coast using observations from fisheries newspapers during a warming phase (1945–1951) and subsequent cooling phase (1952–1960) of the Atlantic Multidecadal Oscillation, which we compared to similar recent observations of warming waters (1998–2017). Historical warming and cooling events affected the abundance of species targeted by fishing, the prevalence of novel and invasive species, and physical access to targeted species. Fishing communities viewed historical cooling waters twice as negatively as they did warming waters (72% vs. 35% of observations). Colder waters were associated with a decrease in fishing opportunity due to storminess, while warming waters were associated with the potential for new fisheries. In contrast, recent warming waters were viewed as strongly negative by fishing communities (72% of observations), associated with disease, reductions in abundances of target species, and shifts in distributions across jurisdictional lines. This increasing perception that warming negatively affects local fisheries may be due to an overall reduction of opportunity in fisheries over the past half century, an awareness of the relative severity of warming today, larger changes in American culture, or a combination of these factors. Negative perceptions of recent warming waters’ effects on fisheries suggest that fishing communities are currently finding the prospect of climate adaptation difficult.  相似文献

Eastern boundary upwelling ecosystems are highly productive and sustain the world’s largest fisheries, usually dominated by sardine and anchovy species. Stock size is highly variable from year to year due to the impact of the unstable physical environment on fish early stages. Biophysical models of early life‐stage dispersal of marine organisms have been built by coupling (i) hydrodynamic models and (ii) life history models (i.e. egg and larva stages), and are therefore useful tools to investigate physical–biological interactions. Here, we review biophysical models of anchovy and sardine ichthyoplankton dispersals developed in the Benguela, Humboldt and Canary Current upwelling ecosystems. We also include a similar study conducted in the California Current upwelling on zooplankton. We then integrate this information into a comparative analysis of sardine and anchovy reproductive strategies in the different systems. We found that the main spawning periods match the season of (i) maximal simulated ichthyoplankton retention over the continental shelf in the northern Benguela, southern Humboldt and Canary (for sardine); (ii) maximal food concentration in the southern Benguela, California and Canary (for anchovy); and (iii) maximal shelf retention of ichthyoplankton and food concentration in the northern Humboldt (for both anchovy and sardine). This specificity of the northern Humboldt ecosystem could explain why it sustains the largest small pelagic fish stock. Finally, the possible effects of climate change on these patterns are discussed.  相似文献

Abstract  The declaration of marine protected areas (MPAs) in Australia generates much confusion and controversy between government conservation and fisheries agencies, the fishing industry and NGOs. There are fundamental differences between the principles and practices underpinning the implementation of MPAs and fisheries management. This paper analyses the interactions between these two approaches to natural resource management and highlights the difficulties in integrating them effectively. The major challenges for governments are: poor cooperation between fisheries and conservation agencies; in principle inconsistencies between allocation of fishing rights by fisheries agencies and loss of these rights through MPA declaration; re-allocation of resources between user groups through spatial zoning; lack of fisheries expertise in conservation planning, and inappropriate single-species/single-issue approach to fisheries management. As fisheries agencies are now considering developing their own MPAs as tools for fisheries management, the need to address inconsistencies between conservation and fisheries approaches to the spatial management of natural resources increases further. Better collaboration between government agencies and better coordination of their activities would help more effective and less conflicting management of marine resources.  相似文献

Evaluating historical changes in the exploitation of marine organisms is a key challenge in fisheries ecology and marine conservation. In the Eastern Pacific, marine turtles were exploited for millennia before systematic monitoring began <50 years ago. Using ethnographic and historical data, we generated a detailed reconstruction of the East Pacific green sea turtle (Chelonia mydas) fishery in Mexico's Baja California peninsula from 1700 to 1990. Sea turtles from the region's important feeding areas were a staple food source from the earliest phases of human occupation, dating back at least 12,000 years. In contrast with regions such as the Caribbean, small human populations and limited market access resulted in apparently sustainable turtle harvests until the second half of the 20th century. We found that the estimated annual catches between 1960 and 1980 exceeded the estimated annual catches of the previous 250 years by an order of magnitude, leading to the collapse of the fishery and the depletion of the green turtle population. A total ban on sea turtle captures in 1990, comprehensive nesting beach protection, and significant conservation efforts resulted in increases in breeding females on nesting beaches and catch rates in scientific monitoring on main feeding grounds since the early 2000s. This provides a positive outlook for this once‐depleted population segment. Although further research is needed to evaluate current conservation status, we have identified a date, between 1950 and 1960, which can serve as a reliable temporal reference for future evaluations of historical baseline abundance in this region.  相似文献

Recent articles in high‐profile journals advocating the widespread establishment of economic rights‐based approaches for managing fisheries has re‐kindled the debate over the efficacy of incentive‐based vs. regulatory‐based management approaches. Inspection of these works, written from the particular perspectives of economics, fisheries biology, or marine ecology, reveals that advocates of rights‐based regimes such as Individual Transferrable Quotas are sometimes recommending these policy instruments for quite different reasons. Hence, the advantageous attributes of rights‐based approaches from the perspective of one discipline may be quite different when seen from the perspective of another discipline. This is of concern as it exposes a tendency for particular disciplines to consider only the advantages of rights‐based approaches, such as establishing a harvest cap, but to implicitly discount the disadvantages such as less attention being paid to critical ecological and ecosystem issues.  相似文献

Global change is occurring now, often with consequences far beyond those anticipated. Although there is a wide range of assessment approaches available to address‐specific aspects of global change, there is currently no framework to identify what governance responses have worked and where, what has facilitated change and what preventative options are possible. To respond to this need, we present an integrated assessment framework that builds on knowledge learned from past experience of responses to global change in marine systems, to enable decision‐makers, researchers, managers and local stakeholders to: (i) make decisions efficiently; (ii) triage and improve their responses; and (iii) evaluate where to most effectively allocate resources to reduce vulnerability and enhance resilience of coastal people. This integrated assessment framework, IMBER‐ADApT is intended to enable and enhance decision‐making through the development, a typology of case‐studies providing lessons on how the natural, social and governance systems respond to the challenges of global change. The typology is developed from a database of case‐studies detailing the systems affected by change, responses to change and, critically, an appraisal of these responses, generating knowledge‐based solutions that can be applied to other comparable situations. Fisheries, which suffer from multiple pressures, are the current focus of the proposed framework, but it could be applied to a wide range of global change issues. IMBER‐ADApT has the potential to contribute to timely, cost‐effective policy and governing decision‐making and response. It offers cross‐scale learning to help ameliorate, and eventually prevent, loss of livelihoods, food sources and habitat.  相似文献

In situations of declining or depleted fish stocks, exploiters seem to have fallen prey to the Tragedy of the Commons, which occurs when the maximisation of short‐term self‐interest produces outcomes leaving all participants worse off than feasible alternatives would. Standard economic theory predicts that in social dilemmas, such as fishing from a common resource, individuals are not willing to cooperate and sacrifice catches in the short term, and that, consequently, the resource is overharvested. However, over the last decades, a multitude of research has shown that humans often achieve outcomes that are ‘better than rational’ by building conditions where reciprocity, reputation, and trust help to overcome the temptations of short‐term self‐interest. The evolution of the natural human tendency to cooperate under certain conditions can be explained, and its neuro‐physiological and genetic bases are being unravelled. Nevertheless, fisheries management still often deploys top‐down regulation and economic incentives in its aim to regulate fisher behaviour, and under‐utilizes the potential for spontaneous responsible fisher behaviour through setting conditions that enhance natural cooperative tendencies. Here I introduce this body of knowledge on how to overcome the Tragedy of the Commons to the audience of fisheries scientists, hoping to open up novel ways of thinking in this field. I do this through a series of thought experiments, based on actual published experiments, exploring under what conditions responsible and cooperative fisher behaviour can be expected. Keys include reputation‐building and indirect reciprocity, face‐to‐face communication, knowledge on the state of the resource, and self‐decision on rules and sanctions.  相似文献

Despite the growing popularity of ecosystem‐based management (EBM) in national legislation and in research and institutional literature, there is often an implementation gap ‘on the ground’, impeding widespread adoption in fisheries. This gap reflects in part the differing understandings of EBM held by fishermen and by management institutions. To explore and seek to close this gap, the underlying principles of EBM considered priorities by fishermen were systematically compared with the priorities identified in the published literature. The fishermen's priorities were determined by asking Atlantic Canadian fishermen to identify the EBM principles they consider most important. Four priority principles were identified: Sustainability, Stakeholder Involvement, Develop Long‐Term Objectives and Use of All Forms of Knowledge. The latter two were not frequently noted as priorities in the literature, while some literature priorities were less commonly chosen by fishermen, indicating a significant difference in perspectives on EBM. The rationale for fishermen's choice of priorities was explored by analysing the fishery management issues they raised – many directly connected to the above four priorities. In addition, another principle, Commit to Principles of Equity, often arose as an implicit priority among fishermen. We suggest that success in implementation of EBM may depend on reconciling differing priorities among its underlying principles, and combining knowledge and expertise from fishermen with research and institutional sources. The comparative methodology used here, which could be replicated elsewhere, should lead to better recognition of local challenges in EBM implementation and encourage support for EBM, to further its contribution to sustainable fisheries.  相似文献

Scientists feel discomfort when they are asked to create certainty, where none exists, for use as an alibi in policy‐making. Recently, the scientific literature has drawn attention to some pitfalls of simulation‐based fisheries management‐strategy evaluation (MSE). For example, while estimates concerning central tendencies of distributions of simulation outcomes are usually fairly robust because they are conditioned on ample data, estimates concerning the tails of distributions (such as the probability of falling below a critical biomass) are usually conditional on few data and thus often rely on assumptions that have no strong knowledge base. The clients of scientific advice, such as the European Commission, are embracing the mechanization of the evaluation of proposed Harvest Control Rules against the precautionary principle and management objectives. Where the fisheries management institutions aim for simple answers from the scientists, giving ‘green/red light’ to a proposed management strategy, the scientists are forced into a split position between satisfying the demands of their advisory role and living up to the standards of scientific rigour. We argue against the mechanization of scientific advice that aims to incorporate all relevant processes into one big model algorithm that, after construction, can be run without circumspection. We rather encourage that fisheries advice should be a dynamic process of expert judgement, incorporating separate parallel concurrent, lines of scientific evidence, from quantitative and qualitative modelling exercises and factual knowledge of the biology and the fishery dynamics. This process can be formalized to a certain degree and can easily accommodate stakeholder viewpoints.  相似文献

Assumptions about the future productivity of a stock are necessary to calculate sustainable catches in fisheries management. Fisheries scientists often assume the number of young fish entering a population (recruitment) is related to the biomass of spawning adults and that recruitment dynamics do not change over time. Thus, managers often use a target biomass based on spawning biomass as the basis for calculating sustainable catches. However, we show recruitment and spawning biomass are not positively related over the observed range of stock sizes for 61% of 224 stocks in the RAM Legacy Stock Assessment Database. Furthermore, 85% of stocks for which spawning biomass may not drive recruitment dynamics over the observed ranges exhibit shifts in average recruitment, which is often used in proxies for target biomasses. Our results suggest that the environment more strongly influences recruitment than spawning biomass over the observed stock sizes for many stocks. Management often endeavours to maintain stock sizes within the observed ranges, so methods for setting management targets that include changes within an ecosystem may better define the status of some stocks, particularly as climate changes.  相似文献

A new methodology based in the use of fishers’ knowledge and cost‐effective tools to obtain information about marine recreational fisheries (MRF) is presented. The squid and cuttlefish fishery of the Ría of Vigo (NW Spain) was selected because it is managed in a data‐poor environment. In‐depth interviews (57) were conducted with fishers, collecting ecological and socio‐economic information. A cartography of fishing grounds based on their knowledge was obtained, while the intensity of effort and catches was mapped by the monitoring of two vessels with low‐cost GPS data loggers. The 102 shore anglers and 248 recreational boats catch 8 t/year of European squid Loligo vulgaris and 11 t/year of common cuttlefish Sepia officinalis (11% of total catches on these species in the area). Shore anglers fish from 11 ports, while boat fishers use 14 fishing grounds (covering 30 km2). Most of the catches (86%) are landed by boats, and their CPUE is higher in the outer part of the Ría of Vigo. The use of fishers’ knowledge and cost‐effective monitoring is encouraged to obtain information for the management of MRF. Given the economic contribution of MRF (260,000 €/year in direct expenses), this activity should be considered in the regulations.  相似文献

Well‐managed fisheries support healthy ocean ecosystems, coastal livelihoods and food security for millions of people. However, many communities lack the resources to implement effective fisheries management. No‐take marine reserves are a ubiquitous management intervention that provide conservation benefits and under certain circumstances can provide long‐term fishery benefits as a result of larval and adult emigration from reserve boundaries. But, support for marine reserves by fishery participants is often limited due to short‐term economic impacts resulting from foregone yields. In this study, we examine the timing and magnitude of economic impacts of marine reserves by utilizing a novel metric that discounts future economic benefits of enhanced productivity resulting from reserve protection. We ask under what circumstances long‐term benefits outweigh short‐term impacts of marine reserve implementation. We simulate fisheries for six species commonly caught in coastal environments and show that while conservation benefits accrue rapidly, more than a decade is often required to provide net fisheries benefits, even under circumstances favourable for reserves. We explore a suite of strategies for mitigating these short‐term economic losses, including flexible reserve designs, loans and enhanced ex‐vessel revenues. Results indicate that market‐based incentives show promise to offset short‐term economic losses. Our findings highlight the importance of understanding and communicating likely outcomes from marine reserve implementation and the need to engage supply chain actors to incentivize marine conservation that minimizes impacts to fishermen.  相似文献

In this study we tested the hypothesis that Centropomus parallelus Poey moves between areas where fishing tourism is important, but the management rules for recreational fisheries are different. Fieldwork was conducted from May 2014 to June 2017 in an estuary located in the border between the states of São Paulo and Paraná, South‐Southeastern Brazil. Through a mark and recapture experiment, 2.000 individuals were tagged, of which 42 were recaptured. Among these, six fish were recaptured in Paraná, after being tagged in São Paulo, and a fish was recaptured in São Paulo, after being tagged in Paraná. These results support the hypothesis tested and indicate an uneven use of C. parallelus by anglers in both states. Thus, the use of the species and the recreational fisheries regulations need to be reviewed in the study area, taking into account the ability of C. parallelus to move across political boundaries and the importance of a fish‐oriented fisheries management regime.  相似文献

Balancing trade‐offs amongst social–ecological objectives is a central aim of natural resource management. However, objectives and resources often have spatial dimensions, which are usually ignored in trade‐off analyses. We examine how simultaneously integrating social–ecological benefits and their spatial complexities can improve trade‐off analysis. We use Pacific herring (Clupea pallasii, Clupeidae)—an ecologically important forage fish with social, cultural and economic value to communities and commercial fisheries—as a case study. By combining spatial management strategy evaluation with social benefits analysis, we illustrate when policies aimed at aggregate stocks versus spatially segregated substocks of fish fail to balance trade‐offs amongst social–ecological objectives. Spatial measures (e.g. area‐based closures) may achieve some objectives but produce alternative trade‐offs that are sensitive to assumptions about fish population dynamics and social complexities. Our analyses identify policies that are inefficient (e.g. yielding economic costs without producing social or ecological gains), highlight management strategies that generate trade‐offs and indicate when costs are distributed unequally for different user groups. We also point to strategies with outcomes that are robust to spatial uncertainties and reveal research priorities by identifying which performance metrics exhibit sensitivity to spatial ecological assumptions. Collectively, our analyses demonstrate how incorporating social objectives and spatial dynamics into management strategy evaluation can reveal trade‐offs and the implications of management decisions.  相似文献
