EBook Interlibrary Loan in American Public Libraries

In recent years, eBook collections have been increasing at a slow but steady rate in both public and academic libraries. With the increasing eBook collections in libraries and the advancements made in information discovering services, users can now discover materials existing outside of their local library more easily. EBooks also offer the potential for quick interlibrary loan delivery. Ironically, eBook interlibrary loan has not become prevalent in libraries. Many studies have been done to explore eBook licensing and interlibrary loan in academic libraries and to offer practical solutions for eBook interlibrary lending. Few studies have been done in public libraries. This study explores the current practice of eBook interlibrary loan activities in American public libraries. Survey questionnaires were distributed to 118 randomly selected public libraries. Questions focused on current eBook interlibrary loan best practices, issues, and obstacles in American public libraries. Findings from this study indicate eBook ILL is not a priority for the surveyed public libraries, and the adoption rate of eBook ILL in public libraries is much lower than that in academic libraries.

电子书是基于现代出版技术的新型出版物,已成为公共图书馆借阅服务的重要组成部分。但出版商为保障自身利益对图书馆电子书借阅服务做出种种限制。为了弥合出版商和公共图书馆在电子书借阅方面的立场差距,双方都在寻找一个双赢的机制,本文通过考察国际图联、美国图书馆协会、英国政府的相关文献,总结了英美两国公共图书馆电子书借阅的共同点:公共图书馆向读者免费借阅电子书的权利应该得到保障;公共图书馆电子书的借阅模式包含三个组件,即一书一借,提供远程服务,限定借阅次数。图1。参考文献14。     

网络环境下中美图书馆信息服务的比较研究

针对中美两国图书馆所处的网络环境,对两国图书馆在开展流通服务、馆际互借和文献传递服务、参考服务方面的做法和现状进行比较研究,并对今后我国图书馆发展信息服务提出若干建议。

[目的/意义]通过对30所美国高校图书馆的校友服务展开调查和深入分析,总结美国高校图书馆校友服务对我国的启示。[方法/过程]运用网络调查法、电子邮件调查法以及归纳法,从校友专栏设置、文献借阅服务、电子资源服务、参考咨询服务、空间服务以及其他服务6个方面对所选30所高校图书馆的校友服务展开深入分析。[结果/结论]我国高校图书馆可以从中获得以下启示:深入贯彻校友服务理念、完善校友服务制度、开辟校友服务专栏、扩展校友服务广度与深度和校友会合作开展服务。     

由西方高校图书馆无限借阅制引发的思考

无限借阅制是西方高校图书馆的主流借阅模式,具有一系列周密的制度保障并支持其运作,包括文献采购制、借期细分制、违约惩罚制、馆际互借制等。我国高校图书馆应注意馆藏建设的学术性及保留恰当数量的馆藏复本,实行有条件的无限借阅,引入文献借期细分制及召回制度,改进罚款制度。     

The effect of DOCLINE on interlibrary loan volume and patterns among health sciences libraries in Michigan: preliminary analysis

Six years of statistics on interlibrary lending and borrowing among basic unit health sciences libraries in Michigan are examined to determine the effect of the availability of an automated interlibrary loan system, DOCLINE, on interlibrary lending volume and patterns within Michigan. A trend analysis projection of expected volume is made and the predicted value compared with the actual value following the adoption of the DOCLINE system. Interlibrary loan (ILL) volume is tested to see if yearly volume increases are statistically significant. The number of libraries changing from net lender to net borrower or the reverse after the adoption of DOCLINE is tracked. Results fail to support the expectation that DOCLINE would produce major change in ILL volume or pattern.     

Bypassing E-Reserves with Durable Links to Subscribed Content

Increasingly, libraries of all types and sizes are adding electronic book (ebook) titles to their collections. A survey was used to explore the implications of ebook licensing and interlibrary loan use. Among academic libraries in the United States, a widespread preference for handling print books was found along with a need for more information about ebook interlibrary loan rights at one's own institution and a means to identify format type available from potential lending libraries.

It analyzes four-years' worth of UNR usage and ILL statistics, gathered between July 1999 and June 2003. It also provides observations and explanations from a perspective beyond statistics, at the level of library services and the campus demographic and research environments.     

A Library for Libraries: Is the Joint Library Facility becoming an Interlibrary Loan Hub for Libraries?

ABSTRACT

What happens when libraries begin to use ILL to request items that they already own in their home collection? The goal of this multiyear study involving 9565 ILL requests to the Joint Library Facility in Bryan, Texas, is to examine whether or not the shared storage facility was becoming an ILL hub for some libraries. This paper reports the results of the study and how individual requesting and lending interlibrary loan policies and procedures might be altered to address these developing issues.

A VIEW OF THE FUTURE OF LIBRARY NETWORKING

Future developments in library networks will include growth of computer-based networks in number and variety of libraries, in use of v'arious subsystems, and in size of databases used. Services provided by on-line systems will expand to include improved subject access, on-line catalogs, serials lists and inventory control, acquisitions functions, interlibrary lending, circulation, and reference services. Additional services will include home delivery of information, text transmission, home-computing support, library management systems, and interface between bibliographicutilities. Increasing interaction is breaking open the artifical compartments in which libraries and librarians have seen themselves. The demands placed on library personnel in network development will need continued exercise of skill, knowledge, and integrity as the collective common sense works for the common good.     

美、英、澳图书馆立法现状及其借鉴意义

相对于美国、英国、澳大利亚等发达国家图书馆立法进程与内容,我国图书馆立法较为滞后,与基层公共图书馆工作密切相关的法律内容欠缺,对于图书馆立法基础、免费开放、资源共享、弱势群体服务、读者隐私权保护等的规定不细致。因此,我国图书馆立法需要借鉴国外图书馆立法的理念与经验,强调图书馆属于全民,细化立法内容,关注弱势群体,以法律形式保障馆际资源共享,注重读者隐私权保护。     

Using Interlibrary Loan Statistics to Promote Reciprocity

ABSTRACT

Several library directors in the Association of Southeastern Research Libraries (ASERL) hypothesized that charging for interlibrary loan transactions was a false economy. They suggested that if ASERL libraries implemented ILL reciprocity, savings would be realized. From September 1, 1992 through June 30, 1993, thirty-six ASERL libraries participated in a pilot project. OCLC/ILL transaction data for borrowing and lending activity among the libraries was reviewed for two periods, one prior to and the other during the pilot project period. This paper reports on data analysis and a follow-up survey of participants. The results supported the hypothesis that ASERL library directors would accept terms of ILL reciprocity that were based on standard protocols and analysis of quantitative data.     

中美图书馆电子书服务模式比较研究

[目的/意义] 随着电子书数量的增加与普及,图书馆电子书服务需求日益增加,将电子书的收集、整理、借阅、管理等服务纳入到图书馆的服务体系中来,成为各类型图书馆重要的服务内容。[方法/过程] 采用网络调研与比较分析的方法,对中美主要图书馆的电子书及电子书阅读器的借阅政策及服务模式进行比较,从中美图书馆电子书的流通、推广和电子书服务平台3个方面进行电子书服务的对比分析。[结果/结论] 借鉴美国图书馆电子书服务经验,提出我国图书馆电子书服务的发展战略,为我国图书馆开展电子书服务提供参考。

Metropolitan Detroit's network. An analysis of interlibrary loan in Metropolitan Detroit

Interlibrary loan activity of Metropolitan Detroit's biomedical network is under continual scrutiny. Published results include a review of interlibrary loan literature, six months analyses of document flow and retrieval, and of clientele, and cost of lending and borrowing operations to both resource and hospital libraries.     

Chapter 7: Governing Policies for Interlibrary Loan

Abstract

The incorporation of medical library services in an academic library will bring about substantial changes, and should include the review of the impact of this transition on each individual department. The use of electronic systems to request and deliver Interlibrary Loan documents has evolved gradually in the past twenty years, and affects medical libraries in unique ways. The electronic submission, publication and access to biomedical journal articles are still changing constantly, and contribute to new challenges in interlibrary borrowing and lending. This article focuses on new developments. It includes instructions on how a library can prepare to incorporate a new dimension of service in the midst of these changes.     

美国公共图书馆发展现状及启示

美国公共图书馆星罗棋布、遍及城乡,以行政区域的居民财产税为主要经费支撑。因此,美国公众普遍具有利用图书馆的意识,图书馆普遍具有强烈的服务意识。美国公共图书馆的服务重心随着社会需求适时转变,而且图书馆服务以满足读者需要为改进标尺,体现出规范化、标准化、人性化、个性化等特征。我国公共图书馆应借鉴美国公共图书馆发展的经验,深化图书馆服务,加强馆员队伍建设,实现公共图书馆设置的普遍化。
