We examine the relationship between marriage and welfare recidivism for women leaving a first welfare spell, using the 1979–2000 panels of the National Longitudinal Survey of Youth (NLSY). Previous studies have found that women who marry around the time of welfare exit have lower rates of welfare return than women who stay single. However, more marriages occur before or after welfare exit than occur at the time of welfare exit. We find that marriages that precede or follow welfare exit by more than 12 months are not associated with significantly lower rates of welfare return. We also confirm previous findings that marriages formed within a year of welfare exit are associated with reduced rates of welfare return. However, these reduced rates mostly indicate later welfare returns rather than fewer welfare returns. Overall, our findings indicate a much weaker association between marriage and welfare independence than has been previously reported for this time period.  相似文献

The cultural foundations of welfare state policies and their contribution to the development of welfare states are gaining increasing attention in comparative welfare state research. The article introduces reflections on how the impact of cultural factors on the development of welfare state policies can be analysed. “Culture” is conceptualised here as potentially contradictory and subject of negotiations and change. The article includes a proposal to distinguish three different levels with regard to the relationship of welfare culture and welfare state policies. These include the values and models on which welfare state policies are based, the values and models towards the welfare state that are dominant in the population, and the discourses of social actors in relation to such values and models. Using this approach, two different types of processes in ways in which cultural change can contribute to change in welfare state policies can be distinguished.  相似文献

This study uses data from the 1990, 1992, 1993 and 1996 panels of the Survey of Income and Program Participation to examine how welfare policies and local economic conditions contribute to women's transitions into and out of female headship and into and out of welfare participation. It also examines whether welfare participation is directly associated with longer spells of headship. The study employs a simultaneous hazards approach that accounts for unobserved heterogeneity in all of its transition models and for the endogeneity of welfare participation in its headship model. The estimation results indicate that welfare participation significantly reduces the chances of leaving female headship. The estimates also reveal that more generous welfare benefits do not directly contribute to headship but rather contribute indirectly to headship by increasing the chances that a mother will enter welfare and consequently remain a single mother for longer. More generous Earned Income Tax Credit benefits are associated with more stable arrangements for both headship and welfare participation. Other measures of welfare policies, including indicators for the adoption of welfare waivers and the implementation of Temporary Assistance for Needy Families programs, are generally not significantly associated with headship or welfare receipt. Better economic opportunities are estimated to increase headship but reduce welfare participation among unmarried mothers.  相似文献

This research examines the relationship between disabilities in families and exits from welfare. Controlling for variations in characteristics known to be associated with welfare exits, this study investigates and documents that specific configurations of disabilities in families are also strongly associated with reduced rates of welfare exits. The impact of a child with a disability on welfare exits is similar to the mother's own disability, with an impact equivalent in magnitude to minority status. The presence of a child with a disability limits the chances that a mother with disability will leave welfare. Our findings add to the literature on welfare dependency and have implications for welfare reforms that emphasize work, self-sufficiency, and reducing poverty.  相似文献

There is an ongoing debate between focalization and universalization on welfare policies as the best way to develop the welfare state in Latin America and the Caribbean. However, there is a need to develop a measure that exhibits the multidimensional nature of the welfare state, instead of focusing on the social spending dimension. Segura-Ubiergo (The political economy of the welfare state in Latin America: globalization, democracy and development. Cambridge University Press, New York, 2007) constructed a welfare effort index (WEI) to facilitate understand the relative degrees of welfare state development among Latin American countries. The WEI focuses mainly on social spending and ignores the other dimensions of welfare. Based on a comparative analysis of 17 Latin American countries and following the methodology of Segura-Ubiergo, a new index that aims at enriching the WEI was constructed. The new index is multidimensional in that it has eight indicators relating to three dimensions of welfare: social spending, coverage of welfare programs and outcome of welfare institutions. Principal component analysis was used for reducing the indicators into three indexes that represent three proposed dimensions of welfare. The combination of these three indexes gives the multidimensional welfare index. The results of the index account for more than 75 % of the data variance.  相似文献

"留守女童"是我国工业化与城市化进程中的利益受损者,为该人群建立相对完善的福利供应体系具有较为重要的意义。目前学术界在"留守女童"福利供应体系方面的研究基本处于空白,因此本研究从多元福利的角度出发对此问题进行深入分析。研究发现,尽管"留守女童"与"留守男童"相比在福利衰减幅度上相对较小,但是其福利供应的总体水平却依然是最为有限的。同时,"留守女童"的福利供应受到父亲外出因素的深刻影响,并出现了福利主体的结构性变化。基于此,建议积极完善多元福利供应体系,努力构建"以家庭为基础、国家为主导、民间福利积极参与"的福利供应模式。  相似文献

The social welfare system in Korea has become a public issue recently. Before the 1997 financial crisis, policy makers as well as the general public were mainly interested in pursuing economic growth and largely downplaying welfare needs. In the wake of the crisis, however, the demand for welfare increased significantly, and this in turn has brought changes in the welfare structure, along with an expansion in welfare expenditures. This paper highlights the features of the Korean welfare system in terms of social insurance, pubic assistance, and social service. It examines the basic limitations and key issues surrounding the system. It compares the size of social welfare expenditures in Korea to other Organization for Economic Cooperation and Development (hereinafter the OECD) countries. In sum, welfare coverage, expenditures, and benefit levels are among the barriers to surmount especially in these times of high aspirations toward national unification and globalization.

Measuring welfare state generosity in developing and transitional welfare states is often challenged not only by lack of comparative quantitative data, but also by issues of conceptual stretching. This paper demonstrates and discusses the use of one of the key measures of welfare entitlement generosity developed in the comparative welfare state research in the context of post-communist countries of Central and Eastern Europe (CEE). With the new time series data provided by the Comparative Welfare Entitlements Dataset CWED2, comparative approaches including the CEE countries have become feasible. This paper first discusses quantitative measures of welfare entitlement generosity in the tradition of the social rights of citizenship approach and how they can be applied for cross-country comparisons. It then demonstrates empirically how the emerging CEE welfare states’ generosity compares to mature “old” OECD welfare states. Finally, the paper shows the potential and the pitfalls of quantitative measures of welfare state generosity by discussing, to what extent do indicators of social security scheme generosity measure the same in established and emerging welfare states, which functional equivalents may be relevant in the context of emerging welfare states and how far can we stretch our theoretical concepts.  相似文献

When evaluating the various aspects of the welfare state, people assess some aspects more positively than others. Following a multidimensional approach, this study systematically argues for a framework composed of seven dimensions of the welfare state, which are subject to the opinions of the public. Using confirmatory factor analyses, this conceptual framework of multidimensional welfare attitudes was tested on cross-national data from 22 countries participating in the 2008 European Social Survey. According to our empirical analysis, attitudes towards the welfare state are multidimensional; in general, people are very positive about the welfare state’s goals and range, while simultaneously being critical of its efficiency, effectiveness and policy outcomes. We found that these dimensions relate to each other differently in different countries. Eastern/Southern Europeans combine a positive attitude towards the goals and role of government with a more critical attitude towards the welfare state’s efficiency and policy outcomes. In contrast, Western/Northern Europeans’ attitudes towards the various welfare state dimensions are based partly on a fundamentally positive or negative stance towards the welfare state.  相似文献

This paper provides estimates of the effect of child support on exiting and reentering welfare for a sample of divorced women in Wisconsin. Modest amounts of child support do not have large effects on exiting welfare in this sample. The percentage of women who return to welfare is higher than has been reported previously. 我国社会福利正经历着从"小福利"向"大福利"的转型,而认清区域间社会福利的差异对于整体转型具有重要意义。利用SPSS软件中的均值分析、回归分析和聚类分析技术,从福利供应的角度对我国儿童教育福利、残疾人康复福利、老年人供养福利进行区域差异的量化研究。研究发现,我国三类人群的社会福利基本上呈现出自东向西逐步恶化的趋势,经济发展水平对社会福利呈现出了决定性作用,且三类社会福利的区域差异程度有内部分化。在认清我国区域间社会福利差异的前提下,应强化对中西部地区的支持,保证福利供应在区域之间的平衡,为实现"大福利"的转型奠定基础。  相似文献

This qualitative study explores the welfare recipients’ experiences of and attitudes toward the welfare benefit system in Hong Kong. A sample of 19 welfare recipients from six main recipient groups was interviewed, some twice. This study finds that the recipients have strong aspirations to exit the welfare benefit system. The welfare application process is painful; they are strongly stigmatized; they do not have sufficient resources to meet many of their expected needs; and, after all, they have strong ethos for self-reliance. However, they remain in the benefit system. This study looks into this paradox and the challenges facing the welfare benefit system in Hong Kong in terms of providing ontological security on the one hand and promoting self-reliance on the other.  相似文献

This paper uses longitudinal Swedish data and investigates the accumulation and persistence of welfare problems over time. The data set was compiled in a first wave in 1979, a second wave in 1986–1987, a third wave in 1994–1995, and a fourth wave in 2002–2003 (N = 7,967). First, the results demonstrate that all welfare problems have a tendency to become persistent. For example, the probability of suffering from the lack of a close friend in the fourth wave was 57.1 % if the individual suffered from this welfare problem in the third wave. Second, economic problems constituted the welfare problem with the most associations with other welfare problems. Third, the accumulation of welfare problems significantly differed between different categories of individuals. For example, the accumulation of welfare problems was higher in men compared with women, immigrants compared with native Swedes, single individuals compared with individuals in couples, and poorly educated individuals compared with highly educated individuals. Finally, longitudinal analyses indicated individuals in certain categories have experienced cumulative disadvantages in welfare even during periods when individuals in other categories have experienced a positive trend in welfare. One such example is single parents during the period between 1979 and 1986–1987.  相似文献

There is no single calculable welfare effect of an additional person. Rather, there are many different judgments, which may be negative or positive. The welfare effect depends upon the particular economic situation the child will be born into, which point in his life-cycle one refers to, whether he is expected to have a positive effect upon his particular sort of economy and society during and after his lifetime, and most of all, on the kind of welfare criterion used. 我国家庭政策的发展经历了与欧美国家完全不同的路径。由于社会福利和保障制度背景和发展水平不同,我国家庭政策的发展方向与发达国家存在本质上的差异,与发达国家"去家庭化"的方向相反,我国家庭政策发展的主要方向应该是"家庭化",即基于家庭责任前提构建福利保障体系,通过强化家庭功能实现为公民提供福利和保障的目标。我国的家庭政策具有双重任务:一方面要补充社会福利发展水平低造成的保障程度不足,提升家庭自身福利供给和保障能力;另一方面要针对家庭变化产生的问题,调整社会福利配给和组织方式,扩大以家庭为生计单位的福利保障。我国的发展型家庭政策要以提升家庭发展能力为重点,包括就业支持政策和供养家庭支持政策两大类。  相似文献

Immigration policy is at the forefront of US policy discussions, and the use of welfare benefits by immigrants has been hotly debated. In 1996, Congress enacted welfare reform legislation, which imposed strict restrictions on welfare eligibility for noncitizens. However, a number of states restored access to welfare benefits to immigrants that had been cut out in the federal welfare reform law. Using data from the Current Population Survey, we examine whether immigrant women adjusted their childbearing in response to changes in the generosity of welfare benefits at the state-level. We find that noncitizen women reduced their fertility in response to cutbacks imposed by the legislation. Our findings, which prove robust to a number of identification and robustness checks, underscore how immigrants respond to state-level policies and provide insight into the potential impacts of comprehensive immigration reform, particularly the components related to the path to citizenship and access to public benefits.  相似文献

Ongoing concern over welfare dependency has stimulated the US Government to enact welfare reform legislation that features work requirements. Under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, millions of able-bodied welfare recipients will now be expected to find work within two years. We analyze data from the March 1994 Current Population Survey to address the neglected question of whether a sufficient number of jobs will be available for those looking for work. Using two methods to estimate job availability, and a variety of assumptions about which welfare recipients will be required to work, we estimate that as few as 18 and as many as 54 welfare recipients and other unemployed individuals would be competing for each available job. Separate analyses by residence provided equivocal evidence on whether metropolitan or nonmetropolitan welfare recipients will have the more difficult time finding gainful employment.  相似文献

We present the results from a policy experiment in which single mothers on welfare were stimulated to enter the labor market and increase their work experience. The aim of the policy was not per se for single mothers to leave welfare completely but to encourage them to find a job if only a part-time job. Two policy instruments were introduced: an earnings disregard and job creation. The experiment was performed at the municipality level in the Netherlands, a country with relatively high benefits and low incentives for single mothers to leave welfare for work. In our analysis, we make a distinction between native and immigrant welfare recipients. For immigrant single mothers, we find a positive employment effect of an earnings disregard. Job creation in addition to the earnings disregard increased working hours for some groups of single mothers. Although the outflow from welfare was not affected, welfare expenditures were reduced.  相似文献
