In Uganda, contested relations between the central government and sub-national regions have, since independence, shaped state formation and national identity in fundamental ways. Today, the country is characterised by regionally uneven state presence, and distinct sub-national identities and ongoing contestation over territorial demarcations, loci of authority and political identities. This article explores the politics of territory, identity and authority in three Ugandan regions in this context, in order to analyse the implications for exclusion and conflict at the sub-national level. This involves struggles over the territorial and administrative demarcations of and within regions; the loci and scope of authority with regards to these units; struggles over access to land; and the (non-)recognition of various cultural–political identities in these regions.  相似文献

This article analyses the ‘politics of scale’ of how identity is linked to territory in the quest for self-determination by actors on the Christian side of the ethno-religious conflict in Kaduna State, Nigeria. Ethnic and political relations are framed with reference to scale, such as ‘the local’ and ‘the regional’, in ways that support claims for territorial control on an ethnic and religious basis. The experience of lack of access to the state is seen to be grounded in community identities. Furthermore, the state relates to citizens through religious and neo-customary authorities as a way to localise authority. This is connected to an idea that neo-customary institutions represent ‘the local’. It is argued in this article that these institutions are just as entangled in various constructions of scale as the state.  相似文献

During the past decade Colombia has been experiencing the paradox of, on the one hand, enjoying one of the most advanced constitutional frameworks for the empowerment of citizenship rights in general and ethnic rights in particular, and on the other, suffering from the drawn-out effects of endemic violence and armed conflict. In this paper, the manifestation of this paradox in a specific context, that of the black peasants' land rights movement in the Chocó region, is explored. Under the aegis of the 1991 Constitution, organisations of black peasants have been making headway in filing for and receiving substantial collective land titles on the basis of a discourse of black ethnic rights. At the same time, and not coincidentally, various armed actors such as the FARC guerrillas and paramilitary forces have made violent inroads into this region. The violence has led to internal displacement, social uprooting, and the disruption of the organisational efforts of the black peasantry. This has put the process of ethnic construction and mobilisation under severe strain. However, black peasants' organisation have been trying to use the land entitlements as a tool to mount a counterstrategy against the violence inflicted by the armed groups.  相似文献

In much of Africa, the simultaneous contestation over sub-national demarcations, political identities and the locus of authority has activated a territorial politics. In such contexts of uncertainty, state rulers and other social forces advance competing notions of the relevant and legitimate boundaries of territories and identities. Regional economic integration has become the dominant development pathway promoted, endorsed, and followed by many developing country governments in South East Asia and globally. Focusing on hydropower development, this article shows how forces of globalization manifested in the Myanmar government’s strategies to promote economic growth are shaping the Salween River basin’s development trajectory. Contesting the general belief that economic development would help the country’s transition to full democracy and achieve peace, it illustrates how hydropower development plans in the basin are closely interlinked with human rights issues. Well known for its long histories of violent conflict involving the Myanmar military and ethnic armed groups in various states, hydropower development in the Salween River is not only linked to the ongoing peace process in Myanmar but could also have direct implications on the actual significance of the process. Despite the signing of nationwide ceasefire agreements in 2012, hydropower dam projects could contribute to and trigger reoccurrences of violent armed conflict. Recognizing this conflict-prone and politically fragile condition as the main characteristics of Salween water governance is essential if we are to strive for sustainable and just development.  相似文献

Finland avoided participation in the Great War, but in 1918 fell into a short civil war that culminated in a cycle of vicious terror. The focus of this article is to explain the high incidence of terror during that civil war in comparison with other civil wars that took place in the Baltic region. The violent polarization of Finnish society was triggered as reform expectations skyrocketed at the moment when the country’s institutions were in chaos and its economy in a free fall. Mutual distrust, armed mobilizations, and a sense that time was running out in the arms race were key factors that drove both warring parties to the violent conflict. The author concludes with a discussion of the reintegration of the dissolved state. He frames the conflict within various psychological theories and group behavior in the context of economic possibilities and expectations. The article is based on his own empirical research and on the studies of other scholars on the history of the Finnish Civil War.  相似文献

The national military cadet movement in Australia marked its centenary in 2006. In total, however, taking into account their colonial forebears, cadets have existed in this country for more than 140 years. The scale of the organisation over time, in the context of a relatively small regular army and situated (for the most part) within secondary schools, serves to emphasise its importance as a nexus of military, educational and social history. Throughout time the movement has been characterised by two key features. The first is that all cadet schemes, from 1866, have operated on the basis of consistent military, educational and social support. The second is a conspicuous lack of published material concerning the history of the movement. The purpose of this article is therefore twofold. It aims to explain the longevity of this three‐sided commitment; why the army, state schooling systems, and the community at large have underwritten the movement for so long. What did they expect in return? In doing so the article traces a cyclic balance between the expectations of these three groups — to this end it is a survey of changing aspirations. As a secondary objective, it hopes to help fill the near historiographical vacuum surrounding the movement.  相似文献

This article analyzes some factors underlying the spread ofinsurgent violence in Africa. It focuses on the impact externalfactors have on power struggles on the continent. The firstof these is the unsteady support for democracy from Westerndonors, which has impeded more far-reaching domestic changesin much of Africa. Second are wider changes in the internationalsetting that dramatically enhanced the international standingof armed movements in the post-1989 period. The article arguesthat the interplay of both factors has induced would-be leadersto conquer state power by violent rather than non-violent means.This becomes particularly evident in regard to Western effortsto solve violent conflict through power-sharing agreements.The hypothesis is put forward that the institutionalizationof this practice for the sake of ‘peace’, i.e. providingrebels with a share of state power, has important demonstrationeffects across the continent. It creates an incentive structurewould-be leaders can seize upon by embarking on the insurgentpath as well. As a result, and irrespective of their effectivenessin any given case, power-sharing agreements may contribute tothe reproduction of insurgent violence.  相似文献

Despite the pressure exerted by rival protagonists, the Spanish government chose not to be involved in the Great War. This decision converted Spain into a neutral state, formally outside of the conflict yet deeply involved in several ways. Espionage and smuggling conducted by the belligerents in Spanish territory called the sovereignty of the state into question. In an effort to reduce these violations, the Spanish government adopted measures limiting freedom and parliamentary powers that were constitutionally guaranteed. As a result of the research carried out in the historical archives of the Cortes of Madrid, this article will examine the parliamentary response to executive infringements on individual liberty and parliamentary rights, focusing on two main aspects. First, the manner in which the Spanish deputies attempted to preserve the authority and institutional primacy of the Parliament against executive power during the war will be examined. Second, special attention will be paid to the debates on legislation introducing ‘extraordinary powers’ of public authority in 1918. The results of this analysis allow for a further and more in-depth exploration of the conventional depiction of the Spanish Parliament as passive and irrelevant at the end of the Restoration era (1875–1923).  相似文献

This article examines how Somalis have attempted to overcome deep clan divisions through appealing to an Islamic-nationalist identity. This religious nationalism has served to bring Somalia historically and currently into conflict with neighbouring states. These conflict dynamics have been given added impetus as a result of irredentist claims by Somali state and non-state actors on the territory of neighbouring states. In recent years Al Shabaab has also attempted to mobilise Somalis through an Islamist nationalism. However, while such attempts are bound to fail largely on account of the type of Islam espoused by Al Shabaab, misdirected counter-terrorism initiatives are serving to bolster Al Shabaab's narrative and appeal.  相似文献

This article examines interethnic border conflicts that accompanied the Soviet division of the North Caucasus into ethno-territorial autonomous districts after the Civil War. It traces the tumultuous, and often violent, events that led to the transfer of the ethnically Ossetian village of Lesken from the Kabardino-Balkar Autonomous Oblast to the North-Ossetian Autonomous Oblast. The essay shows how the Soviet-sponsored ethnicization of territory exacerbated interethnic tensions in a multiethnic region that defied neat delimitation into coherent ethno-national administrative units. It highlights the ‘dual-assimilation’ that accompanied the introduction of the national principle and the delimitation of national borders. Ethno-national mobilization of populations in defence of their ‘national’ territory from neighbouring ethnic groups, though achieved for reasons of daily survival, represented an initial lesson in the importance of national identity in the modernizing Soviet state, as villagers learned to speak national and Bolshevik. In concluding, this paper seeks to understand the larger significance of Soviet border making in the North Caucasus by exploring issues of continuity and change, both in terms of imperial governance and the lived experience of ethnicity.  相似文献

The global attention focused on sexual violence in the DRC has not only contributed to an image of the Congolese army as a vestige of pre-modern barbarism, populated by rapists, and bearing no resemblance to the world of modern armies; it has also shaped gender and defence reform initiatives. These initiatives have become synonymous with combating sexual violence, reflecting an assumption that the gendered dynamics of the army are already known. Crucial questions such as the ‘feminization’ of the armed forces are consequently neglected. Based on in-depth interviews with soldiers in the Congolese armed forces, this article analyses the discursive strategies male soldiers employ in relation to the feminization of the army. In the light of the need to reform the military and military masculinities, the article discusses how globalized discourses and practices render the Congolese military a highly globalized sphere. It also highlights the particular and local ways in which military identities are produced through gender, and concludes that a simple inclusion of women in the armed forces in order to render men less violent might not have the pacifying effect intended.  相似文献

Abstract

This essay examines a resurgent interest in “regionness” as a response to globalization, and it looks at how governments and citizens have participated in the discourse on forging a new Asia-Pacific community that has developed over the past fifteen years. Part one distinguishes between “regionalization” and “regionalism” as competing visions for the construction of a future Asia-Pacific community. Regionalization, the dominant paradigm during the postcolonial period, centers on interstate forums dominated by officially recognized political and economic elites who seek interstate cooperation in order to protect state interests, state power, and national identity from foreign as well as domestic challenges. Regionalism, as an alternative paradigm, envisions the creation of transnational networks inclusive of nonofficial actors, whose identification with a particular state and set of national interests does not preclude the creation of a regional identity (or identities) and support for regional interests. Part two considers the challenges that regionalism poses for the nation-state and its leadership. It does so by highlighting the pressure for reform that globalization has brought to bear upon one particular institution that theorists of nationalism have long identified as central to the perpetuation of national identity, national unity, and state authority: schooling. Part three assesses the current prospects for such reforms by briefly examining recent educational developments in Japan, Australia, Malaysia, and Singapore.  相似文献

Abstract

Violence in Thailand's deep South centers on Muslim unrest, which has been simmering since World War II. What was once a low-level secessionist insurgency has now developed into a full-scale conflict and violent campaign that has claimed hundreds of lives in the three southern border provinces. This amounts to the most serious political violence in recent Thai history. The main argument of this article is that the separatist struggle, which was initially based on a Malay national liberation struggle, has taken on undertones of a radical Islamist ideology, and the discourse of the separatist struggle has significantly shifted to that of radical Islamist politics by calling for a jihad against the Thai state, its local agents, and their Muslim allies. This shift is exemplified by a document entitled Berjihad di Patani, which appears to have helped inspire the violent incidents of 28 April 2004. To a large extent, what is happening in southern Thailand follows similar developments elsewhere, both at the regional level and in other parts of the Muslim world. Factors affecting the changing discourse and practice of the separatist politics are both external and internal: the failures of secularist development projects in the past decades, the influence of Islamic radicalism abroad, and the Islamic resurgence and fragmentation of religious establishment at home.  相似文献

ABSTRACT

This paper argues that conventional notions of Thailand’s military must be re-examined because they misrepresent the military’s role in politics. Instead of examining its material interests, one must also scrutinise the power and legitimacy of Thailand’s armed forces in terms of its connection to monarchy over time. The relationship between monarchy and military represents a “parallel state”, whereas the ideology, rituals and processes within this relationship result in what can be termed a “monarchised military.” The purpose of this nexus is to sustain a palace-centred order from which the military obtains legitimacy. From 1991 until 2014, the monarchised military mostly operated behind a defective democracy, although it occasionally carried out coups to re-assert the palace’s authority. Its more recent political intrusions have enhanced the military’s power on Thailand’s political stage. Civilian prime ministers have unsuccessfully sought to reign in the military, but to no avail owing to the armed forces’ close association with monarchy.  相似文献

Recent processes of political decentralisation and the parallel movements asserting indigenous identity and autochthony have led to a resurgence of academic interest in ‘traditional’ and local forms of leadership and authority. Based on ethnographic research on the hirimu age-set system and related forms of traditional authority in the Zanzibari village of Jongowe, this article explores how these systems rooted in local history and identity are mitigated by contemporary national and international political circumstances. By examining how ‘traditional’ systems both create and circumscribe space for gendered expressions of power and how they work with the emerging forms of non-governmental organisation characteristic of contemporary development, the article considers how these dynamic local systems of governance maintain their legitimacy through both association with the past and engagement with contemporary politics. It argues for an understanding of ‘traditional authority’ that expands beyond hereditary leadership positions, and suggests that such forms of power, though embedded in historical collective identity, are expressions of contemporary forms of governance.  相似文献

Policy debates on conflict research, which are mostly directly used to develop practices of soft intervention (including conflict resolution, peacebuilding and statebuilding), emanate from common epistemic and ontological frameworks. Most have been produced and perpetuated by key institutions in the global North through their encounter with historical direct and structural violence, both North and South. Power has followed Enlightenment knowledge, along with its various biases and exclusions. Its progressive normative, political, economic and social assumptions about a ‘good society’ and an ‘international community’ have been fed through social science into the building of international institutions, IFIs and the donor system. Using a method called ethnographic biography (in which biography is broadly defined to include the bibliography produced by the subject, as well as interviews and discussions), this article illustrates how peace thinking is mutually constructed as both positive and hybrid, confirming earlier critical work. However, the research methods deployed to engage with the contextual production of knowledge by local scholar-practitioners are sorely underdeveloped. This is illustrated through an analysis of the work of ‘local’ conflict scholars on their own peacebuilding and statebuilding processes in Cyprus, Kosovo and Timor Leste.  相似文献

This article attempts to contribute to an understanding of thechallenges involved in trying to bring military and securityagencies under constitutional rule in new democracies by analysingthe case of the Limann regime and the failed democratic transitionin Ghana in 1979–81. In the aftermath of democratizationin 1979 the civilian government made aggressive (and not alwaysdiplomatic) efforts to bring the armed forces under its control.In this instance both the civil government and the militarycommand were threatened by the possibility of a coup from belowand were anxious to prevent it. The analysis tries to answerthe question of why the government and the military commandfailed to make common cause, examining first the conflict betweencivilian officials and the military high command over jurisdictionaland other issues, and then between the security agencies themselvesthat provided the opening for the overthrow once again of democracy.The coup itself was the result of the double crisis of civiland military authority. The institutional arrangements throughwhich civil command has been exercised are examined; it is arguedthat civil control of the military in independent Ghana hashistorically been a myth, and that the existence of a civilianregime does not necessarily suggest civil control of the military.  相似文献
