The concepts of vulnerability and resilience help explain why natural hazards of similar type and magnitude can have disparate impacts on varying communities. Numerous frameworks have been developed to measure these concepts, but a clear and consistent method of comparing them is lacking. Here, we develop a data-driven approach for reconciling a popular class of frameworks known as vulnerability and resilience indices. In particular, we conduct an exploratory factor analysis on a comprehensive set of variables from established indices measuring community vulnerability and resilience at the U.S. county level. The resulting factor model suggests that 50 of the 130 analyzed variables effectively load onto five dimensions: wealth, poverty, agencies per capita, elderly populations, and non–English-speaking populations. Additionally, the factor structure establishes an objective and intuitive schema for relating the constituent elements of vulnerability and resilience indices, in turn affording researchers a flexible yet robust baseline for validating and expanding upon current approaches.  相似文献

We investigate the relationship between exposure to Hurricanes Katrina and/or Rita and mental health resilience by vulnerability status, with particular focus on the mental health outcomes of single mothers versus the general public. We advance a measurable notion of mental health resilience to disaster events. We also calculate the economic costs of poor mental health days added by natural disaster exposure. Negative binomial analyses show that hurricane exposure increases the expected count of poor mental health days for all persons by 18.7% (95% confidence interval [CI], 7.44–31.14%), and by 71.88% (95% CI, 39.48–211.82%) for single females with children. Monthly time‐series show that single mothers have lower event resilience, experiencing higher added mental stress. Results also show that the count of poor mental health days is sensitive to hurricane intensity, increasing by a factor of 1.06 (95% CI, 1.02–1.10) for every billion (U.S.$) dollars of damage added for all exposed persons, and by a factor of 1.08 (95% CI, 1.03–1.14) for single mothers. We estimate that single mothers, as a group, suffered over $130 million in productivity loss from added postdisaster stress and disability. Results illustrate the measurability of mental health resilience as a two‐dimensional concept of resistance capacity and recovery time. Overall, we show that natural disasters regressively tax disadvantaged population strata.  相似文献

Disasters occur almost daily in the world. Because emergencies frequently have no precedent, are highly uncertain, and can be very destructive, improving a country's resilience is an efficient way to reduce risk. In this article, we collected more than 20,000 historical data points from disasters from 207 countries to enable us to calculate the severity of disasters and the danger they pose to countries. In addition, 6 primary indices (disaster, personal attribute, infrastructure, economics, education, and occupation) including 38 secondary influencing factors are considered in analyzing the resilience of countries. Using these data, we obtained the danger, expected number of deaths, and resilience of all 207 countries. We found that a country covering a large area is more likely to have a low resilience score. Through sensitivity analysis of all secondary indices, we found that population density, frequency of disasters, and GDP are the three most critical factors affecting resilience. Based on broad‐spectrum resilience analysis of the different continents, Oceania and South America have the highest resilience, while Asia has the lowest. Over the past 50 years, the resilience of many countries has been improved sharply, especially in developing countries. Based on our results, we analyze the comprehensive resilience and provide some optimal suggestions to efficiently improve resilience.  相似文献

The identification of societal vulnerable counties and regions and the factors contributing to social vulnerability are crucial for effective disaster risk management. Significant advances have been made in the study of social vulnerability over the past two decades, but we still know little regarding China's societal vulnerability profiles, especially at the county level. This study investigates the county‐level spatial and temporal patterns in social vulnerability in China from 1980 to 2010. Based on China's four most recent population censuses of 2,361 counties and their corresponding socioeconomic data, a social vulnerability index for each county was created using factor analysis. Exploratory spatial data analysis, including global and local autocorrelations, was applied to reveal the spatial patterns of county‐level social vulnerability. The results demonstrate that the dynamic characteristics of China's county‐level social vulnerability are notably distinct, and the dominant contributors to societal vulnerability for all of the years studied were rural character, development (urbanization), and economic status. The spatial clustering patterns of social vulnerability to natural disasters in China exhibited a gathering–scattering–gathering pattern over time. Further investigations indicate that many counties in the eastern coastal area of China are experiencing a detectable increase in social vulnerability, whereas the societal vulnerability of many counties in the western and northern areas of China has significantly decreased over the past three decades. These findings will provide policymakers with a sound scientific basis for disaster prevention and mitigation decisions.  相似文献

Research on evacuation from natural disasters has been published across the peer‐reviewed literature among several disparate disciplinary outlets and has suggested a wide variety of predictors of evacuation behavior. We conducted a systematic review to summarize and evaluate the current literature on demographic, storm‐related, and psychosocial correlates of natural disaster evacuation behavior. Eighty‐three eligible papers utilizing 83 independent samples were identified. Risk perception was a consistent positive predictor of evacuation, as were several demographic indicators, prior evacuation behavior, and having an evacuation plan. The influence of prior experiences, self‐efficacy, personality, and links between expected and actual behavior were examined less frequently. Prospective, longitudinal designs are relatively uncommon. Although difficult to conduct in postdisaster settings, more prospective, methodologically rigorous studies would bolster inferences. Results synthesize the current body of literature on evacuation behavior and can help inform the design of more effective predisaster evacuation warnings and procedures.  相似文献

There is an extensive body of research on the determinants of disaster preparedness at the individual and household levels. The same cannot be said for the organizational level. Hence, the purpose of this study is to shed light on the predictors of organizational preparedness for natural disasters. Since leaders of organizations have an incentive to overstate their level of preparedness and because surveys of organizational leaders suffer from selection bias and low response rates, we take the novel approach of interviewing employees about the organizations that employ them. Using an online survey, we collected information from a national sample of 2,008 U.S. employees and estimated the predictors of preparedness at the organizational level. We find, among other results, that organization size (facility level) is a consistent predictor of preparedness at the organizational level. We conclude with policy recommendations and outline an agenda for future research on organizational preparedness for natural disasters.  相似文献

This study bridges a gap between public library and emergency management policy versus practice by examining the role of public libraries in the community resource network for disaster recovery. Specifically, this study identifies the opportunities and challenges for public libraries to fulfill their role as a FEMA‐designated essential community organization and enhance community resilience. The results indicate there are several opportunities for libraries to enhance community resilience by offering technology resources and assistance; providing office, meeting, and community living room space; serving as the last redundant communication channel and a repository for community information and disaster narratives; and adapting or expanding services already offered to meet the changing needs of the community. However, libraries also face challenges in enhancing community resilience, including the temptation to overcommit library capacity and staff capability beyond the library mission and a lack of long‐term disaster plans and collaboration with emergency managers and government officials. Implications for library and emergency management practice and crisis research are discussed.  相似文献

This article analyzes the role of dynamic economic resilience in relation to recovery from disasters in general and illustrates its potential to reduce disaster losses in a case study of the Wenchuan earthquake of 2008. We first offer operational definitions of the concept linked to policies to promote increased levels and speed of investment in repair and reconstruction to implement this resilience. We then develop a dynamic computable general equilibrium (CGE) model that incorporates major features of investment and traces the time‐path of the economy as it recovers with and without dynamic economic resilience. The results indicate that resilience strategies could have significantly reduced GDP losses from the Wenchuan earthquake by 47.4% during 2008–2011 by accelerating the pace of recovery and could have further reduced losses slightly by shortening the recovery by one year. The results can be generalized to conclude that shortening the recovery period is not nearly as effective as increasing reconstruction investment levels and steepening the time‐path of recovery. This is an important distinction that should be made in the typically vague and singular reference to increasing the speed of recovery in many definitions of dynamic resilience.  相似文献

Recently, considerable attention has been paid to a systems‐based approach to risk, vulnerability, and resilience analysis. It is argued that risk, vulnerability, and resilience are inherently and fundamentally functions of the states of the system and its environment. Vulnerability is defined as the manifestation of the inherent states of the system that can be subjected to a natural hazard or be exploited to adversely affect that system, whereas resilience is defined as the ability of the system to withstand a major disruption within acceptable degradation parameters and to recover within an acceptable time, and composite costs, and risks. Risk, on the other hand, is probability based, defined by the probability and severity of adverse effects (i.e., the consequences). In this article, we look more closely into this approach. It is observed that the key concepts are inconsistent in the sense that the uncertainty (probability) dimension is included for the risk definition but not for vulnerability and resilience. In the article, we question the rationale for this inconsistency. The suggested approach is compared with an alternative framework that provides a logically defined structure for risk, vulnerability, and resilience, where all three concepts are incorporating the uncertainty (probability) dimension.  相似文献

The concept of resilience and its relevance to disaster risk management has increasingly gained attention in recent years. It is common for risk and resilience studies to model system recovery by analyzing a single or aggregated measure of performance, such as economic output or system functionality. However, the history of past disasters and recent risk literature suggest that a single-dimension view of relevant systems is not only insufficient, but can compromise the ability to manage risk for these systems. In this article, we explore how multiple dimensions influence the ability for complex systems to function and effectively recover after a disaster. In particular, we compile evidence from the many competing resilience perspectives to identify the most critical resilience dimensions across several academic disciplines, applications, and disaster events. The findings demonstrate the need for a conceptual framework that decomposes resilience into six primary dimensions: workforce/population, economy, infrastructure, geography, hierarchy, and time (WEIGHT). These dimensions are not typically addressed holistically in the literature; often they are either modeled independently or in piecemeal combinations. The current research is the first to provide a comprehensive discussion of each resilience dimension and discuss how these dimensions can be integrated into a cohesive framework, suggesting that no single dimension is sufficient for a holistic analysis of a disaster risk management. Through this article, we also aim to spark discussions among researchers and policymakers to develop a multicriteria decision framework for evaluating the efficacy of resilience strategies. Furthermore, the WEIGHT dimensions may also be used to motivate the generation of new approaches for data analytics of resilience-related knowledge bases.  相似文献

Estimates of the cost of potential disasters, including indirect economic consequences, are an important input in the design of risk management strategies. The adaptive regional input‐output (ARIO) inventory model is a tool to assess indirect disaster losses and to analyze their drivers. It is based on an input‐output structure, but it also (i) explicitly represents production bottlenecks and input scarcity and (ii) introduces inventories as an additional flexibility in the production system. This modeling strategy distinguishes between (i) essential supplies that cannot be stocked (e.g., electricity, water) and whose scarcity can paralyze all economic activity; (ii) essential supplies that can be stocked at least temporarily (e.g., steel, chemicals), whose scarcity creates problems only over the medium term; and (iii) supplies that are not essential in the production process, whose scarcity is problematic only over the long run and are therefore easy to replace with imports. The model is applied to the landfall of Hurricane Katrina in Louisiana and identifies two periods in the disaster aftermath: (1) the first year, during which production bottlenecks are responsible for large output losses; (2) the rest of the reconstruction period, during which bottlenecks are inexistent and output losses lower. This analysis also suggests important research questions and policy options to mitigate disaster‐related output losses.  相似文献

How can organisations and territories contribute to maintain a high level of innovation while at the same time adapting to a turbulent environment? We give an answer to this question by mobilizing the concept of resilience. In order to do this, we develop a conception of resilience based on two dimensions. First, an organisational dimension which refers to the capacity of an organisation to manage a disturbance to its environment and to develop a new pathway and, a territorial dimension which refers to the collective capacity of the actors to contribute to facilitate the development of territorial responses to external disturbances. We illustrate this double dimension of resilience by focusing on the role of pivot firm as major actor in a territory.  相似文献

Recent cyber attacks provide evidence of increased threats to our critical systems and infrastructure. A common reaction to a new threat is to harden the system by adding new rules and regulations. As federal and state governments request new procedures to follow, each of their organizations implements their own cyber defense strategies. This unintentionally increases time and effort that employees spend on training and policy implementation and decreases the time and latitude to perform critical job functions, thus raising overall levels of stress. People's performance under stress, coupled with an overabundance of information, results in even more vulnerabilities for adversaries to exploit. In this article, we embed a simple regulatory model that accounts for cybersecurity human factors and an organization's regulatory environment in a model of a corporate cyber network under attack. The resulting model demonstrates the effect of under‐ and overregulation on an organization's resilience with respect to insider threats. Currently, there is a tendency to use ad‐hoc approaches to account for human factors rather than to incorporate them into cyber resilience modeling. It is clear that using a systematic approach utilizing behavioral science, which already exists in cyber resilience assessment, would provide a more holistic view for decisionmakers.  相似文献

Discrimination, Vulnerability, and Justice in the Face of Risk   总被引:1,自引:0,他引:1  
Recent research finds that perceived risk is closely associated with race and gender. In surveys of the American public a subset of white males stand out for their uniformly low perceptions of environmental health risks, while most nonwhite and nonmale respondents reveal higher perceived risk. Such findings have been attributed to the advantageous position of white males in American social life. This article explores the linked possibility that this demographic pattern is driven not simply by the social advantages or disadvantages embodied in race or gender, but by the subjective experience of vulnerability and by sociopolitical evaluations pertaining to environmental injustice. Indices of environmental injustice and social vulnerability were developed as part of a U.S. National Risk Survey (n= 1,192) in order to examine their effect on perceived risk. It was found that those who regarded themselves as vulnerable and supported belief statements consistent with the environmental justice thesis offered higher risk ratings across a range of hazards. Multivariate analysis indicates that our measures of vulnerability and environmental injustice predict perceived risk but do not account for all of the effects of race and gender. The article closes with a discussion of the implications of these findings for further work on vulnerability and risk, risk communication, and risk management practices generally.  相似文献

The meaning of the word resilience varies according to the social context. To enhance a dynamic understanding of resilience, the paper analyses its elusive character from a sensemaking perspective. Resilience is understood as a content of sensemaking processes in the context of a crisis. Four processes are explored in some detail using findings from a case study about dealing with an extreme flood event in a small town in Germany. These four processes are commitment to resilience, expecting resilience, arguing about resilience and resilience and manipulation. Recent studies in system resilience have proposed metrics to understand the ability of systems to recover from a disruptive event, often offering a qualitative treatment of resilience. This work provides a quantitative treatment of resilience and focuses specifically on measuring resilience in infrastructure networks. Inherent cost metrics are introduced: loss of service cost and total network restoration cost. Further, “costs” of network resilience are often shared across multiple infrastructures and industries that rely upon those networks, particularly when such networks become inoperable in the face of disruptive events. As such, this work integrates the quantitative resilience approach with a model describing the regional, multi‐industry impacts of a disruptive event to measure the interdependent impacts of network resilience. The approaches discussed in this article are deployed in a case study of an inland waterway transportation network, the Mississippi River Navigation System.  相似文献

International airports are complex sociotechnical systems that have an intrinsic potential to develop safety and security disruptions. In the absence of appropriate defenses, and when the potential for disruption is neglected, organizational crises can occur and jeopardize aviation services. This investigation examines the ways in which modern international airports can be “authors of their own misfortune” by adopting practices, attitudes, and behaviors that could increase their overall level of vulnerability. A sociotechnical perspective, the macroergonomic approach, is applied in this research to detect the potential organizational determinants of vulnerability in airport operations. Qualitative data nurture the case study on international airports produced by the present research. Findings from this study highlight that systemic weaknesses frequently reside in areas at the intersection of physical, organizational, and social spaces. Specific pathways of vulnerability can be drawn across these areas, involving the following systemic layers: individual, task, tools and technology, environment, and organization. This investigation expands the existing literature on the dynamics that characterize crisis incubation in multiorganization, multistakeholder systems such as international airports and provides practical recommendations for airport managers to improve their capabilities to early detect symptoms of organizational vulnerability.  相似文献

New features of natural disasters have been observed over the last several years. The factors that influence the disasters’ formation mechanisms, regularity of occurrence and main characteristics have been revealed to be more complicated and diverse in nature than previously thought. As the uncertainty involved increases, the variables need to be examined further. This article discusses the importance and the shortage of multivariate analysis of natural disasters and presents a method to estimate the joint probability of the return periods and perform a risk analysis. Severe dust storms from 1990 to 2008 in Inner Mongolia were used as a case study to test this new methodology, as they are normal and recurring climatic phenomena on Earth. Based on the 79 investigated events and according to the dust storm definition with bivariate, the joint probability distribution of severe dust storms was established using the observed data of maximum wind speed and duration. The joint return periods of severe dust storms were calculated, and the relevant risk was analyzed according to the joint probability. The copula function is able to simulate severe dust storm disasters accurately. The joint return periods generated are closer to those observed in reality than the univariate return periods and thus have more value in severe dust storm disaster mitigation, strategy making, program design, and improvement of risk management. This research may prove useful in risk‐based decision making. The exploration of multivariate analysis methods can also lay the foundation for further applications in natural disaster risk analysis.  相似文献

In this article, we present the results of a study investigating the influence of vulnerability to climate change as a function of physical vulnerability, sensitivity, and adaptive capacity on climate change risk perception. In 2008/2009, we surveyed Nevada ranchers and farmers to assess their climate change‐related beliefs, and risk perceptions, political orientations, and socioeconomic characteristics. Ranchers’ and farmers’ sensitivity to climate change was measured through estimating the proportion of their household income originating from highly scarce water‐dependent agriculture to the total income. Adaptive capacity was measured as a combination of the Social Status Index and the Poverty Index. Utilizing water availability and use, and population distribution GIS databases; we assessed water resource vulnerability in Nevada by zip code as an indicator of physical vulnerability to climate change. We performed correlation tests and multiple regression analyses to examine the impact of vulnerability and its three distinct components on risk perception. We find that vulnerability is not a significant determinant of risk perception. Physical vulnerability alone also does not impact risk perception. Both sensitivity and adaptive capacity increase risk perception. While age is not a significant determinant of it, gender plays an important role in shaping risk perception. Yet, general beliefs such as political orientations and climate change‐specific beliefs such as believing in the anthropogenic causes of climate change and connecting the locally observed impacts (in this case drought) to climate change are the most prominent determinants of risk perception.  相似文献
