阜新市是全国唯一的资源衰竭型城市转型的试点城市,就业问题成为城市改革和转型的一个“瓶颈”。解决就业问题需要在经济发展和结构调整中进行,需要依靠市场的配置作用和政府的宏观调控。加强对劳动力的有效配置、加强财政和教育投入、实行人才战略,是解决阜新市经济转型中的就业问题的根本出路。  相似文献
