Devolution,Planning Guidance and the Role of the Planning System in Wales

The paper outlines the implications of the National Assembly for Wales for the planning system and planning policy for Wales. The advent of the Assembly has brought a new emphasis on strategic planning, inclusive partnership working and outcomes. The Assembly's Corporate Plan- Betterwales- has three major themes: sustainable development, tackling social disadvantage and equal opportunities, and contains a commitment to producing a National Spatial Planning Framework. Initial stages are in progress, the framework will draw on spatial aspects of the new Planning Policy Wales, the Assembly's vision, strategies and its Sustainable Development Scheme, research and spatial planning experience, in the UK and Europe, and the work of the Assembly's agencies, and Welsh local planning authorities.     

Transformation of Urban Planning:Thoughts on Incremental Planning,Stock-Based Planning,and Reduction Planning

According to the current context of China's new urbanization and urban and rural transformation,this paper defines incremental planning,stock-based planning,and reduction planning.It further discusses the socio-economic foundation of incremental planning,the transformation of incremental planning to stock-based planning,and the emergence of reduction planning,as well as the characteristics of these three types of urban planning.Based on that,it finds that incremental planning is determined by China's unique urban growth pattern,and that the change of the urban growth mode leads to a transformation of urban planning.In addition,reduction planning can effectively cope with urban decline.After over 30 years of rapid economic development,more and more cities in China are approaching the bottleneck of growth.Therefore,the transformation of urban planning is unavoidable and will definitely become an important topic in planning circles.     

“经规”、“土规”、“城规”规划整合的理论与方法

中国的发展和国际经验都说明了规划整合是今后城市规划发展的方向.本文对中国规划整合的理念和方法进行分析,首次指出城乡交界处是规划整合的重点地区,"经规"、"土规"、"城规"的整合方法和技术的核心是土地供给分析、土地需求分析、土地空间分配分析.多规整合或融合涉及面广,因而需要借助模型和高级计量工具来科学地规划和决策城市空间发展.     

Urban Planning and Defense Planning,Past and Future

Since the events of September n, 2001, homeland security planning has become an increasingly important component of urban operations. This not the first time urban planners and defense planners have worked together towards a common goal. During the 1960s, professionals from the two communities collaborated to transfer a variety of innovations in information gathering and analysis from military to urban contexts. This article explores the tensions that complicated these parties' efforts to adapt military solutions to problems in the urban environment and suggests lessons to be applied to future collaborations.     

德国空间秩序规划与城市规划、专项规划的空间要素管理与协调

德国经过长期的立法与规划管理实践,形成了联邦、州和地区的空间秩序规划与城市规划、专项规划相互协调的空间管理机制。三者除了在空间要素上各有侧重点,其依法管理的约束对象也存在差别。综合的、跨地方的、指导性的空间秩序规划通过具有强制约束力的目标约束公共机构,基于地方自治的城市规划依法对具体的建设实施进行管理,针对特定用途或综合用途协调的专项规划在特定项目上具有优先权。本文基于对德国空间研究与州域规划学会和杜塞尔多夫行政区地区发展32号办公室的采访,对比了三类规划的空间要素,对法定的"双向反馈原则"和有关冲突协调的法律规定进行解读,总结了德国规划实现有效空间管理的协调机制,为我国国土空间规划体系的依法构建提供借鉴。

荷兰的绿色规划:空间规划与环境规划的整合

荷兰是世界上首先制定和实施绿色政策的国家之一,也是首先将空间规划与环境规划协调整合的国家之一.“整合”是当今荷兰规划政策的关键词,也是其过去有效控制城市增长及保护生态环境的核心手段.整合的字面意思为将不同的事物联系结合,使之成为一个系统.荷兰的规划整合既考虑不同规划(环境规划和空间规划)内容与目标的协调、融合、彼此兼顾,也考虑不同利益群体(政府、市场、市民社会)的平衡、协商、妥协.荷兰规划整合的经验表明,绿色规划需要平衡经济、社会、环境三方面关系,而非只强调严苛的环境保护门槛,限制其他两方面的发展.否则,绿色规划便会失去公众基础和经济支撑,也就失去了可持续性.同时,绿色规划需要兼顾目标和过程,用行动计划保证实施的效率.本文概述荷兰规划整合的驱动因素和多部门协作的行政框架,总结整合从概念到实践的发展阶段;举例说明不同的规划整合政策工具在实践中的应用;然后分析规划整合的隐形保障;最后对比中国的绿色规划现状,总结荷兰经验的借鉴意义.     

Planning,Policy and the Public Interest: Planning Regimes and Planners' Ethics and Practices

A substantive Public Interest criterion promotes planning area residents' welfare, absent countervailing public policy considerations. This criterion is applied to appraise planning practices in two planning regimes in the West Bank of Palestine: the British Mandate and the Israeli occupation. Detailed analysis of these planning systems' institutions, land policies, statutory plans and development control shows that planners in both regimes acted in the Public Interest as they saw it. But under the British Mandate there was no conflict between the two considerations, while the Israeli occupation policy promoting Israeli interests overrides the welfare of the Palestinian population. This conclusion invites reflection on the interaction between planning regimes and the ethics of planners' practices.
