The National Institute for Occupational Safety and Health (NIOSH) has funded the establishment of a Center for Excellence in Construction Safety at West Virginia University. The overall objectives of the Center include: (1) The promotion of hazard control components in engineering curricula; (2) the promotion of hazard awareness and safety‐related knowledge and skills specific to the construction industry; and (3) the promotion of the consideration of safety issues during project design for the purpose of reducing injury during construction. Specific tasks to be accomplished by the Center include: (1) The development of course materials and instruction on construction safety for civil engineering students at the undergraduate and graduate levels; (2) the promotion of such course materials for adoption by other civil engineering academic institutions; (3) the design and conduct of projects related to the improvement of current construction practices that would develop design parameters to reduce trauma during the construction phase; and (4) the establishment of techniques for the collection and dissemination of construction safety information, educational materials, developed guidelines, and design criteria to engineers, architects, contractors, and trade unions.  相似文献

Providing adequate workers’ compensation insurance (WCI) is mandatory by legislation in most countries for employers to hire workers. It is enforced to safeguard the interests of occupational injury victims while eliminating their employers’ financial burden of compensation. WCI’s significance in construction is immeasurable because the construction industry appears to be recording higher injury and fatality rates globally. On the other hand, insurance companies must be meticulous in deciding premiums for WCIs for construction projects. Traditionally, insurers have been adopting the experience modification rating technique for premium-rating of WCI. However, this technique has been proven ineffective for construction applications due to the unique characteristics of construction projects. Hence, a new premium-rating model for construction was developed and tested in the Singapore general insurance industry. The proposed model streamlines structured analyses of project hazards, contractors’ safety management systems, market conditions, and insurers’ internal factors to decide optimal premiums. Moreover, it infuses the partnering notion in WCI for construction. The implementation of the proposed model in the insurance industry would facilitate accident control in the construction industry and thereby loss minimization for insurers.  相似文献

An organization must strive to maintain its most valuable resource, knowledge, in order to be more productive and competitive. One of the steps to manage the knowledge is to capture contents of the knowledge. In construction site safety, success in capturing the tacit knowledge of safety officers is of paramount importance; however without a good mechanism, this process might be difficult due to time and hazard perception constraints. This paper discusses research in a design-for-safety-process tool, which aims at: (1) capturing safety knowledge from safety engineers about construction safety hazards and the safety measures required; (2) assisting a safety engineer to identify safety hazards in construction projects and determine the safety measures required; and (3) training students and inexperienced safety engineers in identifying safety hazards and the measures required. Originating from the West, project management was introduced into China after the country’s economic reforms in the 1980’s and has since spread quickly throughout the whole country, particularly in the construction industry. However, despite the wide adoption of project management practices by construction organizations and the growing recognition of the importance of project management as an enabler of organizational success, empirical studies on project management in the context of the Chinese construction industry have been inadequate. This paper presents the results of an empirical study of six Chinese construction organizations in order to come to a more comprehensive and sophisticated understanding of project management practices in the Chinese construction industry. The findings revealed: (1) a good appreciation of the role of projects and project management and satisfaction with current project management practices; (2) 11 key aspects of project management implementation; (3) 12 resultant value and benefits; and (4) five aspects of the main challenges facing the organizations. Meanwhile, variations in project management practices and the resultant organizational value were identified, first between the three owner- and the three contractor-case study organizations, then between the two construction contractor organizations and the one design contractor organization.  相似文献

Briefing is the process by which client requirements are identified, clarified, and articulated in the early design stage of construction projects. It is crucial to the successful delivery of construction projects. Considerable research has been conducted in briefing during the past two decades. However, researchers consider many current briefing practices to be inadequate, and little research has been done in sufficient depth to explore briefing variables in the construction industry. This paper introduces a comprehensive framework of the variables that have an impact on construction project briefing. A questionnaire survey was conducted to validate these variables among project managers and architects in Hong Kong, the United Kingdom, and the United States. The results indicate that although no significant differences existed between the samples in the United Kingdom and the United States on the variables for construction project briefing, the views of the samples in Hong Kong deviated from the two Western countries. The Western professionals have more positive answers to most statements in the questionnaire. The findings have significant implications for industry practitioners in producing their guidelines for the briefing process and for writers in drafting how-to briefing guide for construction projects.  相似文献

Integrated project delivery (IPD) seeks to improve project outcomes through a collaborative approach of aligning the incentives and goals of the project team through shared risk and reward, early involvement of all parties, and a multiparty agreement. Although there has been a huge interest in IPD in principle, the current adoption status by the construction industry is unknown. Several professional organizations are supporting the advancement of IPD, and several projects have demonstrated its benefits; however, the amount of projects using IPD remains relatively small. This research is based on the results of a web-based survey that was designed to target a wide range of construction professionals in an effort to shed light on current status of IPD use and its future widespread adoption by the construction industry. The paper attempts to provide hard data concerning the knowledge and experience levels of construction professionals regarding IPD as well as their opinions concerning its benefits and problems as a project delivery method.  相似文献

Safety issues have gained vital importance throughout the construction industry. Many construction companies around the world are implementing safety, health, and environmental management systems to reduce injuries, eliminate illness, and to provide a safe work environment in their construction sites. This paper describes an exploratory study of site safety management in construction sites’ environments. It explains a successful, modern safety, health and environmental management system for a leading construction company based in Hong Kong. A typical site-specific safety plan was utilized to provide safety guidance throughout the construction project. A safety management survey was conducted to determine the status of safety in the construction sites. All employees of the company and its subcontractors participated in the survey from 20 construction projects. In total, 1,022 valid records were obtained from the construction sites. The analysis provided useful information on eight aspects of construction safety, including safety policy and standards, safety organization, safety training, inspecting hazardous conditions, personal protection program, plant and equipment, safety promotion, and management behavior. The findings of the survey provide practical knowledge to construction project managers and construction safety practitioners in order to make their sites safer. Despite dramatic improvements in recent decades, the construction industry continues to be one of the industries with the poorest safety records. Recent improvements are due, in part, to the concerted efforts of owners, contractors, subcontractors, and designers. While past safety studies have investigated the roles of contractors, subcontractors, and designers, the owner’s impact on construction safety has not been previously investigated. This paper will present the results of a study on the owner’s role in construction safety. Data were obtained by conducting interviews on large construction projects. The relationship between project safety performance and the owner’s influence was examined, with particular focus on project characteristics, the selection of safe contractors, contractual safety requirements, and the owner’s participation in safety management during project execution. By identifying practices of owners that are associated with good project safety performances, guidance is provided on how owners directly impact safety performance.  相似文献

Design-build (DB) and design-bid-build (DBB) are two principal project delivery systems used in many countries. This paper reports on models constructed to predict performance of DB and DBB projects on 11 areas, using project-specific data collected from 87 building projects. The study included collecting, checking, and validating industry data, and the statistical development of multivariate linear regression models for predicting project performance. Robust models are developed to predict construction and delivery speeds of DB and DBB projects. Gross floor area of the project is the most significant factor affecting speed. Besides this, for DBB projects, contractors’ design ability, and adequacy of plant and equipment would ensure speedy completion of the projects. For DB projects, if the contract period is allowed to vary during tender evaluation, this would slow down the project. Robust models to predict turnover and system quality of DB projects are also constructed. A DB contractor’s track record is an important variable. They must have completed past projects to acceptable quality and have ability in financial, health and safety management.  相似文献

Designing for construction safety entails consideration of the safety of construction workers in the design of a project. Research studies have identified the design aspect of projects as being a significant contributing factor to construction site accidents. Designing to eliminate or avoid hazards prior to exposure on the jobsite is also listed as the top priority in the hierarchy of controls common to the safety and health professions. Widespread implementation of the concept in the United States by engineering and architecture firms, however, is lacking due to perceived industry and project barriers. Given its absence from standard design practice, a question arises as to the viability of designing for safety as an intervention in the construction industry. This paper presents a pilot study that was conducted to investigate the practice of addressing construction worker safety when designing a project and to determine the feasibility and practicality of such an intervention. Through interviews of architects and engineers, the study found that a large percentage of design professionals are interested and willing to implement the concept in practice. Among the perceived impacts of implementation, project cost and schedule were mentioned most often along with limitations being placed on design creativity. The results of the pilot study indicate that designing for safety is a viable intervention in construction. The factors that impact the consideration of safety in the design of a project do not entirely prohibit its implementation or make its implementation extremely impractical and therefore not feasible. Additionally, the outcomes of implementation provide sufficient motivation to implement the concept in practice. The paper describes the key changes needed for implementation of the concept in practice which include: a change in designer mindset toward safety; establishment of a motivational force to promote designing for safety; increase designer knowledge of the concept; incorporate construction safety knowledge in the design phase; utilize designers knowledgeable about design-for-safety modifications; make design for safety tools and guidelines available for use and reference; and mitigate designer liability exposure.  相似文献

Life-cycle management (LCM) has been employed in the management of construction projects for many years in order to reduce whole life cost, time, risk and improve the service to owners. However, owing to lack of an effective information sharing platform, the current LCM of construction projects is not effectively used in the construction industry. Based upon the analysis of the information flow of LCM, a virtual prototyping (VP)-based communication and collaboration information platform is proposed. Following this, the platform is customized using DASSAULT software. The whole process of implementing the VP-based LCM of projects is analyzed via the application to a real-life construction project. The advantages of implementing a VP-based LCM are also discussed and, from a simple case study, it is demonstrated that the VP-based communication and collaboration information platform is an effective tool to support the LCM of construction projects.  相似文献

Global construction projects that involve collaboration between participants from multiple countries can often lead to conflicts and delays due to different cultural perceptions of acceptable levels of safety among the different project participants. The current literature has not explored the origins, extent and costs of these delays, as well as ways to remedy them on global projects. Detailed case studies of four comparable global infrastructure projects indicate that legal rules, cultural values and the prevailing economic situation in their countries of origin, influenced project participants’ perception of safety. Differing mindsets on these projects clashed, leading to project delays and costs. Project participants unsuccessfully attempted to use a strategy of education to improve safety levels, and then resorted to more successful coercive strategies such as the imposition of fines. This research contributes to: practice, by identifying challenges that international contractors face when attempting to transfer safety techniques to developing countries on short-term global projects; and to theory by shedding light on cultural challenges faced on global projects.  相似文献

The complexity of construction industry requires the identification of work tasks and the coordination of interactions among them. As a result, construction planning is considered to be one of the most critical steps toward success and is the main focus of past research. Consequently, little research has been performed regarding the preconstruction planning, which is the planning completed by the contractor in the period between project award and project execution. This paper focuses on sheet metal preconstruction planning, primarily that of mechanical and heating ventilations and air conditioning contractors. The research was completed in three phases: phase one gathered data on the current state of preconstruction planning, phase two developed a model sheet metal preconstruction planning process to be used by sheet metal contractors, and phase three validated the model preconstruction planning process. Based on project data collected for this research, projects that used a planning process similar to the model process performed more successfully—they achieved an average profit margin of 23% while projects that were poorly planned experienced an average profit margin of ?3%.  相似文献

China is a new market to many international architectural, engineering, and construction (AEC) firms and it is not known what would be the likely project outcomes, based on different project management (PM) practices adopted. This research developed and tested five models to predict the likely project success levels, based on PM practices adopted by foreign AEC firms in China. Based on data obtained from 33 projects, multiple linear regression (MLR) models for predicting the performance of foreign managed projects in China were constructed. The models were tested against 13 new cases, and the results show that they are able to predict project outcomes with some level of accuracy. The models show that certain scope management practices can be used to predict owner satisfaction, profit margin, and cost and quality performance of the project. Construction industry practitioners who are managing projects in China may benefit from the findings by focusing more on upstream management, like managing project scope, in order to ensure project success. It is recommended that construction industry practitioners use the MLR models to make preliminary assessment of the possibility of project success based on the type of PM practices they intend to adopt in China. From the results, they can then decide if they should change their practices or abort the project.  相似文献

Construction projects are achieved through a “project format” where the focus of management is on the planning and control of resources. While this aspect of the construction industry receives significant focus, less attention is paid to the broader concerns of construction organizations, or enterprise management. This lack of focus is resulting in few construction professionals' acquiring the breadth of knowledge required to sufficiently address enterprise management issues. In response to this issue, a taxonomy of knowledge requirements for construction executives has been developed to serve as a map of knowledge areas for construction industry executives. Based on a study of internationally recognized journals, a content analysis methodology was used to gauge the current state of management topics. Based on this content analysis, the paper presents the eight focal areas of knowledge for construction executives and the accompanying emerging topics from management researchers.  相似文献

This paper focuses on future research and the use of project management software in the construction industry. Data are drawn from an empirical study of project management professionals that yielded 240 replies (35% response rate), 42 of which were from the construction industry. Data were collected on: demographics and work environment, project management software usage patterns, analytical technique usage, data management, and suggestions for future research. The results indicate that construction professionals have different characteristics, needs and preferences, as compared to the overall sample. The study shows that construction professionals are more experienced and educated than the respondents in the overall study, they tend to work on fewer projects with larger numbers of activities, and they are more likely to use Primavera (Primavera, Inc., Bala Cynwyd, Pa.) than Microsoft Project (Microsoft Corp., Redmond, Wash.). Construction respondents are heavy users of critical path analysis for planning and control, resource scheduling for planning, and earned value analysis for control. The number of activities in a typical project and the use of software for all active projects were the key determinants of the usage of specific analytical techniques. These factors are also significant determinants of the types of information entered and updated, although the effect is weaker. Although construction professionals are generally satisfied with the quality of schedules produced by the software, they still expressed a clear interest in future research on resource scheduling∕leveling in general and a net present value option in particular. To maximize the impact on practice, development of new planning and control methods should include their integration into project management software.  相似文献

Today’s construction business relies on first-to-market product strategies to gain competitive advantages and increase profit margins. This has created an increased demand for a high performance capital project delivery system that can achieve a dramatic reduction in project cycle time. Very few decision tools and guidelines exist to assist owners in choosing appropriate delivery systems and project strategies to radically reduce the project cycle time from the preplanning stage through start up. The research presented in this paper surveyed the construction owners and architectural/engineering/construction firms to identify projects that have achieved greater than 25% reduction in overall project cycle time when compared to current industry standards. The data collected were analyzed to determine the techniques that facilitate radical reduction in project cycle time. These techniques include, best practices and schedule reduction techniques as well as the various management techniques employed on the projects identified by the Construction Industry Institute (CII). This research also identified the barriers to radical schedule reduction. The research concludes that radical schedule reduction well in excess of 25% can be achieved through the selective employment of management techniques, schedule reduction techniques and CII best practices. Almost every construction manager can utilize this research to improve project performance whether for radical reduction or simply more effective execution.  相似文献
