British political debate since the EU referendum has hinged on what type of Brexit to pursue: hard or soft. Yet, unlike in instances of treaty rejection, the EU made no counter offer to avoid a breakdown in relations that would follow the hardest of exits. This remarkable unity in not discounting the possibility of a hard Brexit demonstrates that UK withdrawal is very distinct from previous wrangles over EU reform. Drawing on the work of Kissinger, this article argues Brexit is a revolutionary act that denies the legitimacy of the EU order. Hence this process does not conform to other episodes of differentiation. When Westminster sought opt‐outs, it did not reject the core principles of integration. By not seeking to oppose a hard Brexit, Brussels has forced the UK government to find a new legitimising principle to govern EU–UK relations, transferring the burden of adjustment to London.  相似文献

The Brexit referendum of 2016 brought a new concept to British politics, namely the ‘people’s will’, one that is seemingly at odds with conventional notions of parliamentary sovereignty, even a threat to its very existence. This article argues that although the device of the referendum is relatively new, the kind of popular control over Parliament and the executive that it invokes has long been a part of British politics. Ranging over 200 years, examples are drawn from the recall and deselection of MPs, mass petitioning campaigns, the role of the Speaker, and the flourishing of independent parties.  相似文献

Has the presence of Spitzenkandidaten—“lead-candidates”—in the 2014 European parliamentary election mobilized citizens in support of the EU? A core goal of this innovation was to bring the EU closer to its citizens and to boost turnout. We therefore examine how the presence of leading candidates affects perceptions of the EU democracy. Contrary to what innovators had hoped for, we find that the presence of lead candidates has polarized the European public. Those who support the EU believe the EU has become more democratic as a result of the leading candidates. But those who generally view the EU skeptically oppose it even more when they are aware of the presence of pro-EU candidates.  相似文献

The issue of sovereignty has never been resolved in Scotland. The 1998 Scotland Act, creating the Scottish Parliament affirmed that the Westminster Parliament is sovereign, but this is disputed. In practice, the issue was left largely in abeyance as sovereignty was seen as an outdated concept. The Scottish independence referendum of 2014 and the UK Brexit referendum of 2016 both brought back the question of sovereignty in stark terms. Analysis of data from the British Election Study of 2019 with regard to (a) the right of Scottish self‐determination, and (b) the right of a UK‐wide majority to take Scotland out of the EU, allows us to identify ‘sovereigntists’ and ‘unionists’. Sovereigntists, on both dimensions, now constitute a majority. A smaller group of unionists reject both positions. There remains a group of ‘semi‐sovereigntists’ who accept Scottish self‐determination, but also that the UK as a whole should decide on Brexit. Controlling for the social and political factors, Scots are increasingly polarised around issues of sovereignty, which have become central to contemporary Scottish politics.  相似文献

The United Kingdom’s membership of the European Union does not have any impact on Scotch whisky itself: Brexit or not, Scotch whisky is Scotch whisky. However, it features more prominently in the Brexit negotiations than, for example, beer. This is because Scotch whisky is a highly export‐oriented product which brings large economic benefits to the UK—particularly Scotland—and its brand is protected by the international regime of intellectual property rights protection, especially, by the geographical indications regime championed by the EU. Moreover, the Brexit negotiations have led to the resurfacing of another political issue which affects Scotch whisky: Scottish independence. As a strong territorial brand, the constitutional status of Scotland is highly relevant to Scotch whisky and the investigation into the impact of the Brexit process on Scotch whisky has highlighted the inter‐connectedness of various political issues.  相似文献

This paper reports on a number of Eurobarometer surveys undertaken by the European Commission as a way of reflecting on Brexit and the challenges it poses to European identity. Our work with the surveys has been undertaken in the context of developing an educational game (RU EU?) which will explore European identity. European citizenship and identity have been strongly promoted by the EU but, while they appear to have been accepted at an elite level, the EU—and the UK in particular—have so far not constructed a narrative which has been supported by ‘ordinary’ citizens. Brexit has therefore exposed the failings of European elites in this regard. That said, there is some evidence that the complexities of Brexit have led to a strengthening of European identity in the other EU 27 countries.  相似文献

This article discusses citizen control in Norwegian parliamentary democracy, and specifically the changes that have recently taken place. Around 1960 Norway had reached a constitutional form that, apart from the consequences of proportional representation, looked much like a Westminster system. From that point on, however, Norwegian democracy has generally moved away from this model. A series of minority governments has given rise to parliamentary reassertion. The Norwegian party system has fragmented, and the individual parties have atrophied as mass membership organizations. A wave of corporatism and later a heightened assertiveness on the part of the judiciary have helped to contain parliamentary power. Two critical European Union membership referendums in 1972 and 1994 have firmly established the role of direct democracy in critical political decisions. And despite the results of these two popular consultations, international constraints have become ever more significant. Compared with most others in Europe, however, Norway is a relatively unconstrained polity. There are few important ways in which the citizenry is partitioned into multiple democratic principals, and the country is a reasonable fit to the parliamentary ideal type of an unfettered hierarchy controlled by the median voter. At the same time, the trend is unmistakably one towards greater policy‐making complexity and increasing constraints on policy makers. Norway's reluctant but seemingly inevitable incorporation into a larger Europe is the greatest and most decisive of these constraints, but it is not the only one. Judicial institutions are likely to play an increasingly important political role, and direct democracy perhaps likewise. And although central bank independence has met with greater scepticism than in most other European countries, it is not likely to be reversed. All in all, it seems that Norwegian parliamentary governance is becoming at least a little more Madisonian and a little less Westminsterian.  相似文献

When discussing Brexit and food, fisheries take a special place: first, because the fisheries sector punched far above its (economic) weight in the campaign leading up to the Brexit referendum; second, because of the promise of a bright future for the fishing industry—both by politicians promising to ‘take back control of our waters’ as well as by industry representatives auguring a ‘sea of opportunities’ for fishermen. As it is still far too soon to assess fully the effects of Brexit for the fishing industry and the market for fisheries products, this paper takes a step back and analyses the context within which the changes brought about by Brexit will be taking place. It analyses the complexity of the post‐Brexit fisheries context and its possible repercussions for food policy and the seafood sector. One of the central questions is whether Brexit could contribute to reviving the fisheries industry and enhancing food security in the UK. To explore this further, two other questions present themselves: when is fish UK fish? And what do UK consumers want? Finally, the paper looks at the structure of employment in the seafood industry and how that may present policy makers with difficult decisions. The paper concludes that the picture when it comes to the effect of Brexit on fisheries policy is expected to be mixed, and that both the potential benefits and costs of Brexit are likely to be unevenly distributed within the fisheries sector.  相似文献

With the looming reality of Brexit drawing closer, it is the intention of this article to explore Theresa May's post‐referendum communicative behaviour on Brexit—the very issue that came to define her premiership agenda—and uncover what legacy it has left behind. Building upon, extending and updating the emerging literature on May's discourse, the inquiry helps us understand how May acted through language in order to influence and change other people's attitudes towards and ways of looking at Brexit. The article argues that there are at least seven ways, closely interrelated and feeding into each other, in which her discursive construction of Brexit has left a somewhat bitter legacy, contributing to the Brexit political paralysis and inspiring substantial levels of confusion and exasperation, both within the UK and abroad.  相似文献

In this article we explore the implications of Brexit for the UK and the EU's development policies and strategic directions, focusing on the former. While it is likely that the operational process of disentangling the UK from the various development institutions of the EU will be relatively straightforward, the choices that lie ahead about whether and how to cooperate thereafter are more complex. Aid and development policy touches on a wide range of interests—security, trade, climate change, migration, gender rights, and so on. We argue that Brexit will accelerate existing trends within UK development policy, notably towards the growing priority of private sector‐led economic growth strategies and blended finance tools. There are strong signals that UK aid will be cut, as successive secretaries of state appear unable to persuade a substantial section of the public and media that UK aid and development policy serves UK interests in a variety of ways.  相似文献

The Internet will provide a way to force direct democracy to the fore, replacing many of the prerogatives now reserved for representative democracy. This is especially true in Europe where the continental integration of the economy has not been matched by integrated political democracy. Lobbying in the UK will become less relevant as the EU comes to predominate. Brexit is a high‐stakes political process, but there is still no clear understanding of the political factors that underpin the various affiliation modes that the UK is currently debating. These are treated as quite static constructs, with emphasis on legal detail not the political and societal conditions that make them operate. What does the inclusion of the UK in the European Economic Area (EEA) agreement—which is the core component of the Norway model—do to that arrangement, itself a domestic Norwegian compromise? Will the arrangement continue to function, or will the UK's presence fundamentally alter or even abrogate the arrangement? This article spells out the specific political presuppositions that the Norway model rests on, and notes that the UK cannot emulate these. In addition, it argues that the more closely attached to the EEA agreement the UK is, the more precarious the arrangement will be.  相似文献

Semi‐parliamentary government is a distinct executive‐legislative system that mirrors semi‐presidentialism. It exists when the legislature is divided into two equally legitimate parts, only one of which can dismiss the prime minister in a no‐confidence vote. This system has distinct advantages over pure parliamentary and presidential systems: it establishes a branch‐based separation of powers and can balance the ‘majoritarian’ and ‘proportional’ visions of democracy without concentrating executive power in a single individual. This article analyses bicameral versions of semi‐parliamentary government in Australia and Japan, and compares empirical patterns of democracy in the Australian Commonwealth as well as New South Wales to 20 advanced parliamentary and semi‐presidential systems. It discusses new semi‐parliamentary designs, some of which do not require formal bicameralism, and pays special attention to semi‐parliamentary options for democratising the European Union.  相似文献

It is often said that sovereignty is ever less meaningful in the modern world. Yet, sovereignty claims continue to proliferate. There are two elements: the subject of self-determination (sovereignty) claims and the object. Scottish independence and Brexit are two examples, yet they differ in important ways. Brexit postulates that the British people are the subject and complete sovereignty is the object. The Scottish independence movement claims the Scottish people is the subject but now places the object (independence) in a European context of shared sovereignty. Analysis of questions placed in the Scottish Social Attitudes Survey (2021) shows that, in spite of Scottish politics being polarised around the issue of independence vs. union, voters show flexibility about what each of these actually means.  相似文献

In October 2018, a coalition of UK trade unions and civil society organisations called a strike across the UK’s fast food sector in support of a living wage, union recognition and the end to zero‐hour contracts in the sector. This paper takes the day of action—labelled the McStrike—as a starting point for an account of the place of the EU and Brexit in the campaign for fast food rights, as well as the contrasting political standpoints adopted by the different trade unions involved in the action. Brexit is used as a prism through which to analyse aspects of Britain’s contemporary food politics, especially those pertaining to freedom of movement, workplace organisation, and the role of EU legislation in protecting workers’ rights. In exploring the international dimensions of union organisation among the UK’s fast food workers, other, more conceptual considerations regarding the changing nature of public and private food consumption and the incorporation of food‐to‐go into the gig economy are also broached.  相似文献

This paper evaluates whether direct democracy supplements or undermines traditional representative democracy. While a first approach assumes that a culture of active direct democracy stimulates citizens’ political interest and ultimately bolsters participation in parliamentary elections, a competing hypothesis proposes a negative relationship between the frequency of ballot measures and electoral participation due to voter fatigue and decreased significance of elections. Our multilevel analysis of the 26 Swiss cantons challenges recent studies conducted for the U.S. states: In the Swiss context, where direct democracy is more important in the political process than the less salient parliamentary elections, greater use of direct democratic procedures is associated with a lower individual probability to participate in elections. Furthermore, by distinguishing between short and long-term effects of direct democracy, we show that the relationship observed is of a long-term nature and can therefore be seen as a result of adaptive learning processes rather than of instantaneous voter fatigue.  相似文献

The political discourse is characterised by two opposing ideals of hard and soft Brexit. In this article, we present evidence of attitudinal types that map neatly onto these archetypal views. The hard Brexit view is defined by issues that eurosceptics prioritise, most prominently sovereignty. By contrast, europhiles prioritise cooperation with Europe in terms of scientific collaboration and market access. However, attitudinal types are not either/or in the minds of the British public, and many prioritise all or none of the issues. Further, the two opposing positions together account for 37 per cent of the public's view. That is, just over one‐third differentiate between the salient issues in ways congruent with political ideals. National identity plays a particular role in the sociodemographic profiles of these attitude types. Older people have a strong stance in any direction (sovereignty, cooperation, or both), but national identity is linked to differentiated positions (sovereignty only or cooperation only).  相似文献

This paper situates food safety concerns raised in the Brexit debate since the referendum and suggests that, although the issue of chlorinated chicken entered public discourse, it represents wider concerns about food safety standards. Food safety has had high resonance in the UK since the 1980s, but Brexit shows how it connects to wider concerns also raised about Brexit, such as impacts on healthcare, the effects of austerity on food poverty, the limitations of low waged employment, concerns about migration and labour markets, and regional economic disparities. Brexit’s impact on the UK food system is immense because food has been highly integrated into EU governance. While food standards can be portrayed as a single narrow issue, the paper suggests it provides a useful lens with which to examine, interrogate and comprehend these wider Brexit politics. The complex realities of food politics and wider food system dynamics undermine any simplistic political narrative of ‘taking back control’.  相似文献

Scotland’s future within the European Union (EU) played a prominent role in the 2014 independence referendum. The story goes that latent supporters of independence voted to stay within the UK to maintain EU access. Defeated, Scottish leaders declared the referendum a once-in-a-life-time event only repeated if conditions substantially changed. With the UK now facing a chaotic exit from the EU, proponents of Scottish independence have suggested that a second referendum may occur after Brexit negotiations are completed. Faced with a consensus among Scottish party leaders in supporting EU membership, those hoping for a second independence referendum, we argue, looked to alternate sources of information that saw Brexit as an opportunity to create the conditions that would spur a second referendum. Using panel data from the British Election Study, we examine whether Scottish voters voted tactically to leave the EU. We argue that Scottish National Party voters were likely to interpret statements on the conditions for a second independence referendum as an implicit signal to vote “Leave.” The results have important implications for the role of referendums in representative democracy, strategic voting, and the importance of intra-party division on individual vote choices.  相似文献

The outcome of the 2019 general election—a resounding Conservative majority and an unprecedented defeat for Labour—delivered a decisive electoral verdict for the first time in recent years following a period where British politics has been characterised by instability and indecision. In this article, we draw on aggregate-level data to conduct an initial exploration of the vote. What was the impact of Brexit on the 2019 general election result? How far has Brexit reshaped electoral politics? Was 2019 a ‘realignment election’? And, if so, what are the implications? With a focus on England and Wales we show that, although the Conservatives made gains deep into Labour’s working class heartlands, these gains have been a long time coming, reflected in Labour’s weakening relationship with working class Britain. As such, 2019 is not a critical election but a continuation of longer-term trends of dealignment and realignment in British politics.  相似文献
