This article seeks to examine the foreign policy behaviour of weak states in regions marked by politically turbulent geostrategic environments. An analysis of Afghanistan's foreign policy behaviour vis-à-vis Pakistan and India lends focus to this aim. India–Pakistan rivalry has gained traction as a key factor in determining Afghanistan's stability in the wake of the drawdown of Coalition forces. Missing from this debate, however, is consideration of Afghanistan's agency as a weak state with an independent set of policy preferences. Based on primary interviews with a diverse set of Afghan political actors the article outlines two competing policy advocacies: Pakistan friendly and Pakistan averse. The article argues that these advocacies are key to understanding Afghanistan's India–Pakistan dilemma. Departing from the ethnic lens used to explain Afghan politics and its regional linkages, this article shows that Kabul's relations with Islamabad determine its approach towards New Delhi regardless of ethnic rivalries. Understanding domestic Afghan narratives in this regional context is therefore imperative to adequately assess South Asia's prospective security calculus.  相似文献

ABSTRACT

Most studies looking at India’s external policies continue to “black-box” the actual process of how Indian foreign policy is made. More specifically, most studies generally overlook how India’s complex domestic polity and bureaucratic apparatus shape India’s foreign policy outlook. Unlike works on India’s security policy which have built from and contributed to broader academic debates, studies on India’s foreign policy have failed to directly engage with concepts and theories developed by the sub-discipline of Foreign Policy Analysis (FPA). Why have these concepts and approaches not been consistently applied to the Indian context? There are various reasons for this, ranging from these disciplines’ excessive reliance on Western case studies, or the lack of interest in mainstream International Relations scholarship by South Asianists (in contrast to disciplines such as economics, political theory, and developmental studies, all of which have benefited from the Indian experience). This special issue is a step towards bridging this gap and to encourage a greater dialogue between FPA and the systematic study of Indian foreign policy. Through the careful analysis of specific case studies, the different papers offer a conceptually grounded and empirically innovative reading of India’s foreign policy across time, space, and themes.  相似文献

In this article, the authors conduct a comparative review of the strategic imperatives driving Sino-Indian policy on Afghanistan in the post-2014 scenario. The article argues that divergent strategic imperatives make cooperation difficult and/or unlikely. This analysis is based on a broader consideration of both contemporary history and geopolitical dynamics shaping the foreign policy considerations of these two countries, and an assessment of the impact of ongoing bi-lateral and regional aspirations. The authors begin by highlighting the salient dynamics that have historically characterized and driven Indian and Chinese foreign policy in general and on Afghanistan. They find that Afghanistan, although not a primary focus of either state’s foreign or security policy, historically, is increasing in importance for both; India and China compete on a range of economic and security issues.  相似文献

First proposed in 1964 by the Sri Lankan prime minister, the Indian Ocean Zone of Peace [IOZP] entailed eradication of foreign military bases from the Indian Ocean region as well its denuclearisation. During the Cold War, India was one of the most vehement supporters of IOZP. If some saw India’s interests in the IOZP as another manifestation of Nehruvian idealism, others viewed it as a part of its non-aligned foreign policy. This analysis argues otherwise. India’s record on IOZP reveals a policy of selective alignment with Great Powers and its adaptation to the principles of power politics in international relations. India’s support for the presence of one or the other Great Powers in the Indian Ocean region found premise on balancing those it considered hostile to its national security interests. In public, India supported the call for IOZP as dictated by its non-aligned foreign policy; privately, New Delhi remained highly sceptical and often worked to IZOP’s detriment. Under the cloak of IOZP, India not only pursued diplomatic alignment with Great Powers but also ensured that its own regional ambitions remain unchecked. In this picture, India’s role was not only supportive of the Cold War but to the extent it could use the opportunities provided by superpower rivalry in the region to further its own ends, even determinative of the process.  相似文献

This paper examines the value of an alternative approach to SSR policy, namely a multi-layered one in post-conflict and fragile state environments. It begins by arguing that there is a state-centric bias in current SSR policy and practice. This contradicts development principles of a ‘people-centred, locally owned’ approach in post-conflict and fragile state contexts. The SSR's state-centric approach rests upon two fallacies: that the post-conflict and fragile state is capable of delivering justice and security; and that it is the main actor in security and justice. The paper goes on to present the outline of a multi-layered strategy. This addresses the issue of who is actually providing justice and security in post-conflict and fragile states. The paper continues by describing the accountability mechanisms that could be pursued by SSR programmes in support of this approach. The conclusion is that the advantage of the multi-layered approach is that it is based not on the state's capacity, but on the quality and efficacy of the services received by the end user, regardless of who delivers that service.  相似文献

This had important foreign policy implications. This called for an integrated strategy to bring economic and foreign policies closer. The implementation of a vigorous foreign economic policy could not be undertaken without sharpening the commercial diplomatic tool. Indian foreign policy over the last decade has been grappling with this challenge. This article analyses the reorientation in Indian foreign policy, assesses the efforts undertaken so far to make commercial diplomacy viable and highlights the challenges that multi-layered diplomacy poses for a country like India.  相似文献

The simultaneous rise of China and India is one of the most important developments in contemporary world politics. Given their steadily growing power and aspirations and China’s more assertive posture in Asia, the management of China’s rise is one of the major challenges for India’s foreign policy. However, India is often said to have no guiding strategic framework for its China policy, which is seen as incoherent and reactive. This article, by contrast, shows that India has an evolving China strategy and that the alleged inconsistencies in India’s China policy are rather the result of an ambivalent image of China. Drawing on constructivism and discourse analysis, the article identifies the dominant perception of China in India’s foreign policy discourse and the resulting foreign policy strategy. In a next step, the article analyzes the China policy of the Congress-led UPA Government and investigates whether it conforms to the strategic policy frame of the dominant China discourse.  相似文献

As India seeks to become a major player on the international political stage, it will face two major internal constraints. First, India will have to recognize the need to exploit the extant structure of international system to its advantage more effectively. Structural constraints are the most formidable ones a state encounters in its drive towards the status of a major power. Yet, Indian foreign policy continues to be reactive to the strategic environment rather than attempting to shape the strategic realities. While such an ad hoc response to the structural imperatives carried little costs when India was on the periphery of global politics, it holds grave risks now that India seems poised to play a significant role in global politics. Second, India must come to grips with its discomfort with the very notion of power and in particular its wariness of the use of “hard power.” Throughout history, all major powers have been required to employ the military instrument skillfully. India's reluctance to accept a more sophisticated understanding of power, in general, and military power, in particular, will continue to undermine Indian foreign and security policy.  相似文献

The paper examines if the business sector in India has had a tangible influence on India’s foreign policy. It suggests several factors for which private business failed to have any influence on India’s foreign policy during the first three decades after Independence. It suggests a conceptual typology of the principal drivers of India’s foreign policy, which, according to the author, provides an effective framework for understanding the role of the private sector since it began to wield some influence in the mid-1980s. The paper uses this threefold classification to argue that, in the period from the 1980s to today, contrary to the general perception, the role of the Indian business sector (and especially of industry associations) on India’s foreign policy has been marginal and restricted to some specific sectors.  相似文献

ABSTRACT

Do Indian regional parties influence foreign policy and under which conditions? Some foreign policy studies have shown that certain coalition-building configurations have facilitated the inclusion of the concerns of small parties in the foreign policy debate. Other works have looked at the role of decentralization and federal power-arrangement in providing more control to political sub-units over the external affairs of a state. Those separate scholarships provide interesting insights to account for the multi-level nature of coalition-building in a federal and pluralistic polity like India. Bridging these two literatures, I argue that the interdependence of regional and national coalition building processes (visible in federal settings) create locked-in alliances between national parties and regional parties which affect foreign policymaking. In these contexts, India’s national parties have to, under certain conditions, take into account the preferences of regional parties when designing foreign policies. This article looks at the hypothesized causal mechanisms and expectations through two illustrative case studies of India’s foreign policy.  相似文献

In the past 60 years, India-China relations have oscillated between friendship, hostility and indifference. In recent times, both countries have started competing for global economic gains and political status. In light of these events, the objective of this article is to analyze various strategies used by China against India, and India's policy response to these strategies. The article evaluates the process of foreign policy decision making in India, and traces the historical evolution of India's foreign policy towards China. It then deconstructs China's foreign policy towards India, and provides the rationale behind its strategies. The article suggests that after initial engagement with India on the question of boundary disputes, Chinese foreign policy has undergone a dramatic shift since 2007. It specifically evaluates the twin Chinese tactics of military incursions and denial of legitimacy to the Indian territories of Arunachal Pradesh and Ladakh. Based on an analysis of China's previous boundary disputes resolution record with neighbors, these tactics are identified as an extension of China's new strategy for resolving such disputes. The article concludes by suggesting various policy options available to India to counter China's new strategy on the Sino-Indian border.  相似文献

Incoherent, or even nonexistent, is the common criticism leveled at India’s public opinion. Given this criticism, scholars of Indian foreign policy often do not consider public attitudes in their research. Contrary to this, I trace the evolution of India’s public opinion and foreign policy connections since the early 1990s to demonstrate that the Indian public has opinions on foreign policy and that those opinions have limited but growing impact on the country’s foreign policy.  相似文献

President Bush and Prime Minister Manmohan Singh of India signed a statement of intent in 2005 to allow India access to civilian nuclear technology, despite its not being a signatory to the Nonproliferation Treaty. This deal would reverse decades of U.S. nonproliferation policy, since India was the source for much of U.S. law on this count. It would require Congress to amend that law to create special exceptions for India. Rationales and critiques of the proposed deal have focused on its impact on the future exercise of U.S. authority on nonproliferation policy worldwide. But the broader impact may be felt internally, since nonproliferation decisions have been inextricably linked to national security imperatives. In acknowledging an economic justification for allowing India access to nuclear energy, the deal has also created a new dependency between U.S. national security policy and the energy profile of emerging powers.  相似文献

ABSTRACT

The challenges of 9/11 required a wide ranging response across all three of the broad divisions of EU policymaking competence: the economic and monetary union, common foreign and security policy and internal security. These policy divisions make up the ‘three pillars’ of the EU's political architecture. This article reviews general issues of accountability and human rights protection in the EU's policymaking and implementation process, the evolution of the EU's response to terrorism, and the general response to 9/11. It then considers, in detail, the implications of the various response measures adopted under each ‘pillar’. The article demonstrates the emphasis that the Member States have placed on security measures and the wider concerns that their content and speed of adoption left little scope for other views to be heard. The article lays stress upon the fact that the effectiveness of the response measures are crucially dependent on the variable implementation capacity of the Member States. The article concludes by noting how the 2004 EU Constitution [Article I-42] requires Member States to ‘…?act jointly in a spirit of solidarity if a Member State is a victim of a terrorist attack….’  相似文献
