Introduced marine organisms continue to threaten coastal resources around the world. Many agencies rely on lists of potentially harmful species for risk assessment and to prioritise management responses to an incursion. This study outlines a deductive hazard assessment technique to identify potential marine pests that may arrive via ballast water and/or hull fouling. This technique is then applied in an Australian context to identify potential "next pests" for this region. An extensive literature review identified 851 introduced marine species from around the world. The following selection criteria were then applied to develop a next pest list: (a) the species has been reported in a shipping vector or has a ship-mediated invasion history; (b) the vector still exists; (c) the species is responsible for economic or environmental harm; and, (d) it is exotic to Australia or present in Australia but subject to official control. The selection criteria are transparent and consistent with other international and national biosecurity initiatives. Thirty three of the species identified in the initial literature review satisfied all four selection criteria. These species are described here together with their associated vectors and impacts.  相似文献

The Gulf of Guinea is situated in the narrow protrusion of eastern Equatorial Atlantic between latitudes 2 degrees S and 5 degrees N and longitudes 8 degrees W to 12 degrees E, spanning a coastline length of approximately 130 nautical miles. The dominant feature of this shallow ocean off the coast of countries in Western Africa is the Guinea Current. The distinctive bathymetry, hydrography, productivity and trophodynamics of this shallow ocean qualify it as a large marine ecosystem (LME) and is indeed recognized as the number 28 of the 64 delineated LMEs globally. This area is one of the world's productive marine areas that is rich in fishery resources, oil and gas reserves, precious minerals and an important global reservoir of marine biological diversity. Unfortunately, pollution from residential and industrial sources has affected the waters of the Gulf of Guinea resulting in habitat degradation, loss of biological diversity and productivity, and degenerating human health. In reversing this trend of marine environmental degradation, the countries of the region adopted an integrated and holistic approach using the LME concept to sustainably manage the environmental and living resources of the region. The concept is predicated on the fact that marine environmental pollution and living resources respect no political or geographical boundaries and so require a holistic and regional approach for its management. The Gulf of Guinea countries through the Global Environment facility funded regional/communal project on water pollution control and biodiversity conservation achieved a paradigm shift in living resources and environmental management in the region using the LME concept.  相似文献

Countries need to know what species are present within their waters to effectively manage the issue of non-indigenous marine species. Five survey methods are currently employed to detect introduced marine species: the Hewitt and Martin protocols (66% of effort; 73 ports, 12 countries); Rapid Assessment Surveys (7% of effort; 8 regions, 4 countries); the Bishop Museum protocols (7% of effort; 8 ports, 3 countries); the Chilean aquaculture surveys (1% of effort; numerous regions; 1 country); and Passive Sampling protocols (18% of effort; 20 ports, 2 countries). These methods use either quantitative, qualitative, or a mixture of the two sampling techniques and tend to target locations that are potential inoculation sites (i.e., such as ports, marinas and aquaculture facilities). To date, introduced marine species surveys have been implemented in 19 countries and have detected more than 1185 non-indigenous, 735 cryptogenic and 15,315 native species.  相似文献

Fish discards and by-catch issues are highly topical subjects that are permanently under a social focus. Two main approaches are being considered to address this discard problem: reducing the by-catch and increasing by-catch utilization. Interest in increased by-catch valorization may arise from a greater demand for fish products, such as the development of new markets for previously discarded species, the use of low-value specimens for aquaculture or the creation of value-added fish products for the food, pharmaceutical or cosmetic industries. However, contaminants present in fish discards may be transferred to their valorized products, leading to possible long-term bioaccumulation and subsequent adverse health effects. In this valorization framework, the aim is to promote responsible and sustainable management of marine resources. The pollutant levels in catches from European fisheries and the best available decontamination techniques for marine valorized discards/by-products are compiled and analyzed in this work.  相似文献

Biosecurity management allows countries to meet a number of international obligations and provides some protection from potential degradation of environmental, economic, social and cultural values. Ocean governance relies on the precepts of ecologically sustainable development to manage the multiple uses in the coastal zone. The increasing reliance on aquaculture to provide food security and economic development has led to an increase in the use of non-native target species grown as food sources. Increased economic activity has led to shifting trade patterns and increased efficiencies in vessels with the resulting increase in the number of introduced marine species via ballast water and hull fouling. Herein we review the different marine biosecurity strategies and legislation that have been implemented internationally and locally that aid in preventing and managing introduced marine species, with some attention to Australia and New Zealand as examples. Typical tools being used include quarantine, Import Health Standards, voluntary cleaning guidelines, and risk assessment, all of which aim to prevent introductions.  相似文献

There are increasing concerns regarding the delivery, movement and presence of non-indigenous or invasive species into marine and estuarine areas. Such introductions can be on a large scale such as the movement to higher latitudes of species as the result of global warming. Alternatively, such species can be introduced into a marine or estuarine area as the result of small-scale events, such as the liberation from waste-water discharges, aquaculture or ballast-water discharge. However, if such introductions lead to a successful colonisation then they can become a wide-scale problem. This paper considers the introduction of such non-indigenous and invasive species as biological pollution and biological pollutants and it discusses the definitions and concepts used in assessing and managing marine pollution in relation to these terms.  相似文献

Bycatch mortality in net fisheries was the major reason for the decline of the endangered smalltooth sawfish, Pristis pectinata, in the United States. These fisheries have been reduced or eliminated in some states including Florida--where most smalltooth sawfish are currently found in the United States. To determine whether other factors are still affecting this species, we obtained non-net fishery entanglement, injury, and mortality data by soliciting information from anyone who may have encountered this species. Smalltooth sawfish were damaged by marine pollution (e.g., polyvinyl chloride pipe, monofilament line, non-monofilament line) and injured by humans. Examples of injuries caused directly by humans include removal of rostra, shooting an individual with a powerhead, and shooting another with arrows. Many people are aware that the smalltooth sawfish is protected by state and federal laws, but some are still not aware of (or willing to accept) this status. The impacts of marine pollution and injuries directly caused by humans on this endangered species can be ameliorated by incorporating fisher education into the conservation and management processes.  相似文献

Marine legislation world-wide has, as a recent final objective, the maintenance of a good environmental or ecological status for marine waters, habitats and resources. The concept of environmental status takes into account the structure, function and processes of marine ecosystems, bringing together physical, chemical, physiographic, geographic and climatic factors: subsequently, integrating such conditions, with anthropogenic impacts and activities undertaken in the area concerned. Such an approach is intended to permit an assessment of the environmental status at the ecosystem level, i.e. ‘ecosystem-based approach’, or ‘ecosystem-based management’.Such legislation emphasises the need for the development of methodologies, to assess environmental status. As such the knowledge acquired within Regional Seas, discussed at International Symposia and, finally, published as Special Issues, can serve as the basis for a regional ecosystem-based approach to management and the integrative assessment of marine systems. Hence, the Bay of Biscay is used in this contribution, as an example, to show past and present research, together with perspectives for the future. It is concluded that collaboration between institutions (marine research institutes, universities) and countries (France, Spain, Portugal, the United Kingdom and Ireland) could result in an interesting ‘case-study’, for the further implementation of the European Marine Strategy Framework Directive, at the level of this particular Regional Sea. In this way, the experience gained in the implementation of the Water Framework Directive within the ecoregion, together with the information collated in the eleven International Symposia of Oceanography of the Bay of Biscay, celebrated until now, can be very useful, for an ecosystem-based management approach for this Regional Sea.  相似文献

In the coastal waters of European countries and in the offshore waters of the north-east Atlantic, there is an increasing need for scientists to meet challenging objectives, such as to identify meaningful measures of 'quality', and to recommend 'indicators' to underpin implementation of directives, conventions, statutes and other more informal national and international initiatives. Those indicators may relate to particular species or habitats, to changes in physical and chemical characteristics, and even to the use to which the system is put. The problems to be overcome are difficult, but new and developing approaches will make a significant contribution. The approaches include: criteria to identify 'sensitivity' and 'importance', structures to organise information and electronic information resources to access data.The real challenge is to make the results of the various scientific initiatives relevant to and understandable by a wide range of customers with similar overlapping requirements, and thus make a genuine contribution to protecting the marine environment. Above and beyond that is the need for scientists to drive the agenda to enable real and lasting progress to be made towards ecosystem-based management of our seas and a proper consideration of what 'sustainability' may mean in the marine environment and how we utilise its resources.  相似文献

Marine biodiversity in almost all oceans is being threatened at the genetic, species, and ecosystem levels. The marine ecosystem is being degraded and the extinction rate of marine organisms has accelerated. In this paper, the potential causes of fishery resource exhaustion in the East China Sea are analyzed, including the change in the stoichiometric composition of seawater with regard to the concentrations of N and P, toxic effects of marine pollution, marine habitat destruction, increased seawater temperatures caused by climate warming, ocean acidification, pressure from overfishing, and the spread of marine pathogenic bacteria. It is believed that the factors mentioned above have significant impact on the exhaustion of fishery resources in the East China Sea. However, considering the cumulative, synergistic, and superimposed effects as well as the amplification effects resulting from their interactions, the actual risk of ecological extinction of marine organisms might be even more severe than that previously estimated. Hence, ecosystem management and research focused on a single risk factor or influencing factor is not enough to prevent marine ecosystem degradation and fishery resource exhaustion. A comprehensive, systematic, effective, and ecosystem-based management policy is imperative for healthy and sustainable fishery development in the East China Sea.  相似文献

Introduced marine species (IMS) can have significant impacts on economic, ecological, social and cultural aspects of coastal marine environments. There is, therefore, a need to minimise these impacts through the implementation of comprehensive and consistent management strategies and monitoring processes that work towards preventing introductions, detecting introductions if they were to occur and managing incursions should they be detected. There is also the need to ensure that approaches taken are comparable to provide consistency of IMS management effort, particularly across areas that are multi-jurisdictional (e.g. spanning State or Territory borders).  相似文献

The deleterious effects of plastic debris on the marine environment were reviewed by bringing together most of the literature published so far on the topic. A large number of marine species is known to be harmed and/or killed by plastic debris, which could jeopardize their survival, especially since many are already endangered by other forms of anthropogenic activities. Marine animals are mostly affected through entanglement in and ingestion of plastic litter. Other less known threats include the use of plastic debris by "invader" species and the absorption of polychlorinated biphenyls from ingested plastics. Less conspicuous forms, such as plastic pellets and "scrubbers" are also hazardous. To address the problem of plastic debris in the oceans is a difficult task, and a variety of approaches are urgently required. Some of the ways to mitigate the problem are discussed.  相似文献

Shipping is almost certainly the most prevalent human-mediated transport vector for non-indigenous species (NIS) within the marine environment. The Royal Australian Navy (RAN) has long acknowledged the importance of sound environmental management and in recent years has taken a proactive approach to addressing risks associated with marine biosecurity. primarily as a result of biofouling on Navy vessel returning from overseas operations. This paper describes two case studies that highlight the effectiveness of the RAN marine biosecurity management framework in identifying an unwanted marine species on Navy vessels, and the successful biosecurity management program that ensued. In particular, the early detection and identification of a suspect NIS, the quick response to the discovery and the collaborative approach adopted between the RAN and the Government regulatory agency (Western Australian Department of Fisheries) charged with coordinating the incursion response serves as a model for how future incursion responses should be reported and managed.  相似文献

On 1st April 2010, the British Government announced designation of the British Indian Ocean Territory - or Chagos Archipelago - as the world’s largest marine protected area (MPA). This near pristine ocean ecosystem now represents 16% of the worlds fully protected coral reef, 60% of the world’s no-take protected areas and an uncontaminated reference site for ecological studies. In addition these gains for biodiversity conservation, the Chagos/BIOT MPA also offers subsidiary opportunities to act as a fisheries management tool for the western Indian Ocean, considering its size and location. While the benefits of MPAs for coral-reef dwelling species are established, there is uncertainty about their effects on pelagic migratory species. This paper reviews the increasing body of evidence to demonstrate that positive, measurable reserve effects exist for pelagic populations and that migratory species can benefit from no-take marine reserves.  相似文献

Tributyltin oxide (TBTO) has been used worldwide in marine antifouling paints as a biocide for some time. However, it produced toxic effects, especially in marine water/sediment ecosystems. Consequently, its use in antifouling paints has been prohibited in many countries. In this study, the toxicity of alternative and/or new antifouling biocides compared with TBTO is assessed by a biological method. The effects of these chemicals on marine species have not been well studied. This paper assesses, comparatively, the effects of eight biocides on sea urchin eggs and embryos. The chemicals assessed were TBTO, Irgarol 1051, M1 (the persistent degradation product of Irgarol), Diuron, zinc pyrithione, 'KH101', 'Sea-Nine 211', and copper pyrithione. For these chemicals, toxicity appears to be in the order zinc pyrithione > Sea-Nine 211 > KH101 > copper pyrithione > TBTO > Diuron approximately = Irgarol 1051 > M1. Here, we show that zinc pyrithione, Sea-Nine 211, KH101, and copper pyrithione are much more toxic to sea urchins than TBTO or the other chemicals.  相似文献

Entanglement in and ingestion of synthetic marine debris is increasingly recognized worldwide as an important stressor for marine wildlife, including marine mammals. Studying its impact on wildlife populations is complicated by the inherently cryptic nature of the problem. The coastal waters of British Columbia (BC), Canada provide important habitat for marine mammal species, many of which have unfavorable conservation status in the US and Canada. As a priority-setting exercise, we used data from systematic line-transect surveys and spatial modeling methods to map at-sea distribution of debris and 11 marine mammal species in BC waters, and to identify areas of overlap. We estimated abundance of 36,000 (CIs: 23,000-56,600) pieces of marine debris in the region. Areas of overlap were often far removed from urban centers, suggesting that the extent of marine mammal-debris interactions would be underestimated from opportunistic sightings and stranding records, and that high-overlap areas should be prioritized by stranding response networks.  相似文献

The drivers (social) and pressures (physical) of marine debris have typically been examined separately. We redress this by using social and beach surveys at nine Tasmanian beaches, across three coastlines and within three categories of urbanisation, to examine whether people acknowledge that their actions contribute to the issue of marine debris, and whether these social drivers are reflected in the amount of marine debris detected on beaches. A large proportion (75%) of survey participants do not litter at beaches; with age, gender, income and residency influencing littering behaviour. Thus, participants recognise that littering at beaches is a problem. This social trend was reflected in the small amounts of debris that were detected. Furthermore, the amount of debris was not statistically influenced by the degree of beach urbanisation, the coastline sampled, or the proximity to beach access points. By linking social and physical aspects of this issue, management outcomes can be improved.  相似文献

Over 1.3 billion people live on tropical coasts, primarily in developing countries. Many depend on adjacent coastal seas for food, and livelihoods. We show how trends in demography and in several local and global anthropogenic stressors are progressively degrading capacity of coastal waters to sustain these people. Far more effective approaches to environmental management are needed if the loss in provision of ecosystem goods and services is to be stemmed. We propose expanded use of marine spatial planning as a framework for more effective, pragmatic management based on ocean zones to accommodate conflicting uses. This would force the holistic, regional-scale reconciliation of food security, livelihoods, and conservation that is needed. Transforming how countries manage coastal resources will require major change in policy and politics, implemented with sufficient flexibility to accommodate societal variations. Achieving this change is a major challenge – one that affects the lives of one fifth of humanity.  相似文献

Bovine Tuberculosis (TB) is a major problem for the agricultural industry in several countries. TB can be contracted and spread by species other than cattle and this can cause a problem for disease control. In the UK and Ireland, badgers are a recognised reservoir of infection and there has been substantial discussion about potential control strategies. We present a coupling of individual based models of bovine TB in badgers and cattle, which aims to capture the key details of the natural history of the disease and of both species at approximately county scale. The model is spatially explicit it follows a very large number of cattle and badgers on a different grid size for each species and includes also winter housing. We show that the model can replicate the reported dynamics of both cattle and badger populations as well as the increasing prevalence of the disease in cattle. Parameter space used as input in simulations was swept out using Latin hypercube sampling and sensitivity analysis to model outputs was conducted using mixed effect models. By exploring a large and computationally intensive parameter space we show that of the available control strategies it is the frequency of TB testing and whether or not winter housing is practised that have the most significant effects on the number of infected cattle, with the effect of winter housing becoming stronger as farm size increases. Whether badgers were culled or not explained about 5 %, while the accuracy of the test employed to detect infected cattle explained less than 3 % of the variance in the number of infected cattle.  相似文献

The Gulf of Thailand has been a major marine resource for Thai people for a long time. However, recent industrialization and community development have exerted considerable stress on the marine environments and provoked habitat degradation. The following pollution problems in the Gulf have been prioritized and are discussed in details: (1) Untreated municipal and industrial waste water are considered to be the most serious problems of the country due to limited waste water treatment facilities in the area. (2) Eutrophication is an emerging problem in the gulf of Thailand. Fortunately, the major species of phytoplankton that have been reported as the cause of red tide phenomena were non-toxic species such as Noctiluca sp. and Trichodesmium sp. (3) Few problems have been documented from trace metals contamination in the Gulf of Thailand and public health threat from seafood contamination does not appear to be significant yet. (4) Petroleum hydrocarbon residue contamination is not a problem, although a few spills from small oil tankers have been recorded. A rapid decrease in mangrove forest, coral reefs, and fisheries resources due to mismanagement is also discussed.  相似文献
