ABSTRACTThe contribution assesses the role of the media in respect to democratization and EU accession in the countries of the Western Balkans (WB) and the development of press freedom over the long run. The author closely analyses the legislative framework and its implementation in practice and focuses in particular on the economic and political pressure on the media in the region. The article offers three arguments to explain the bad shape of media freedom in the Balkans: structural factors (state advertisements as the main source of income, economic tycoons close to incumbents as media owners), proximate or external factors (the deteriorating level of media freedom in some EU countries and the whole WB region, with an accent on stability rather than democracy) and political-societal dynamics (defamation and libel as means to punish journalists, verbal and physical assaults on journalists). The media in the WB region do not serve as the watchdog of democracy but are instead used as a means to reinforce illiberal regimes. 相似文献

ABSTRACTThree decades since the beginning of democratization processes, the Western Balkan countries have built a democratic façade by holding elections, by promulgating legal acts guaranteeing freedom of expression, or by constitutionally declaring a strict system of checks and balances. In reality, however, political elites rely on informal structures, clientelism, and control of the media to undermine democracy. Given that formal democratic freedoms are effective only to the extent that political elites are bound by the effective rule of law, the core argument of this study is that the structural weaknesses of democratic institutions are purposefully exploited by domestic regimes, which are able to misuse these fragile institutions to their advantage. 相似文献

AbstractEuropean enlargement has often been viewed from an institutional perspective. The academic literature in the field has tended to focus primarily on how the Commission or the Council has addressed the issue of EU expansion. Relatively little attention has been paid to the role of individual member states. This article considers the way in which domestic political concerns and national politics affects the way in which EU members approach enlargement to the Western Balkans. It does this by examining studies conducted on seven countries: Germany, Britain, France, Italy, Hungary, Greece and Cyprus. It shows that there are in fact a wide variety of factors that shape individual member state attitudes towards enlargement. These factors include economic and commercial goals, ties to the region and to individual accession states, concerns over immigration, general foreign policy priorities and national ideological approaches towards the future shape and orientation of the European Union. 相似文献

ABSTRACT The Western Balkan region needs credible European development prospects to break the cycle of enlargement and accession fatigue and to speed up regional adjustment to the EU. Post-accession EU budget flows can provide the necessary funding for such prospects. This article assesses the expected changes in the size and composition of EU budget flows to the Western Balkan countries after their EU accession. Our results show a sudden and substantial increase in gross and net flows, which gradually intensifies over several years before levelling off. EU budget flows are economically important relative to the size of the Western Balkan economies, and their composition is strongly biased towards development policies. We also find that Western Balkan enlargement comes at a minimal budgetary cost for the remaining EU member states. Our findings can help reduce scepticism behind the Western Balkan countries’ accession fatigue and the EU’s enlargement fatigue. 相似文献

AbstractThe present article seeks to explore the main aspects of Hungary’s EU enlargement policy. It reveals a tension between the government’s committed support for EU enlargement and its critical stance towards the EU on several other fronts. However, on the basis of liberal intergovernmentalist theory, this article argues that this is not a real contradiction since enlargement to the Western Balkans serves Hungary’s national interests in spite of its government’s Euroscepticism. At the same time, Hungary’s questioning of the basic values of the EU as a community of liberal democracies has weakened the legitimacy of Hungarian interventions in favour of speeding up EU enlargement. While Hungary has become ever more isolated from the ‘old’ EU member states, more recently, its government managed to increase its leverage in the Western Balkans and central Europe in the context of the migration crisis. 相似文献

AbstractGermany has demonstrated an active commitment towards the accession perspective of the Western Balkans, which found its most vocal expression in the initiation of a Western Balkans summit in August 2014 and the ensuing “Berlin process”. However, German support reflexively goes hand in hand with a reference to rigid accession conditionality. This not only fosters stabilization and transformation in the Western Balkan states, but also – at the domestic level – counters widespread enlargement scepticism among decision makers and the German public. The far-reaching participation rights of the Federal Parliament, acquired by the 2009 amendments to the Act on EU Cooperation, involves the Bundestag inter alia in the opening of accession negotiations, thus also increasing domestic constraints for Germany’s position in the Council. Federal elections due in late 2017 and a political environment shaped by a discussion about migration, including from and through the Western Balkans, make enlargement policy a particularly hard-to-sell issue. 相似文献

AbstractCyprus’ commitment to the European perspective of the Western Balkans is shaped by a range of factors. As well as balancing its national interests, it also aims to stand by a ‘position of principles’ on conflict issues. It equally seeks to be a reliable partner to the EU and move closer to its Western allies, while accommodating its Eastern ones. Nevertheless, over the last 10 years, Nicosia has Europeanised its policies and thinking. This has seen it reach out to Kosovo to try and build de facto relations. However, since the ‘national problem’ remains at the core of its foreign policy, relations with ‘motherland’ Greece are also key. This has in turn complicated dealings with the former Yugoslav Republic of Macedonia. Overall, Cyprus remains more firmly focused on the Middle East, making it a rather peripheral actor in the Western Balkan countries’ EU integration process. 相似文献

ABSTRACTThis paper provides a comparative analysis of social movements’ characteristics and capacities to struggle against illiberal tendencies and incite political change in Serbia and North Macedonia. First, we discuss the illiberal elements of political regimes in the countries in question, Serbia and North Macedonia. Then, we provide a comprehensive overview of progressive social movements in the two countries, formed and organized as a response to different authoritarian and non-democratic tendencies. Finally, we point to some differences in their organizing, coalition-forging and issue-defining principles, which, we believe, may help to explain the relative success of social movements in North Macedonia in producing relevant political outcomes, compared to the weak political impact of social movements in Serbia. ABSTRACTThe paper discusses the underlying characteristics of Macedonian illiberal politics during the 11-year rule of the centre-right party VMRO-DPMNE (2006–2017) focusing on two aspects: institutional and symbolic. We argue that the unfair political competition was enabled by the weakness of pre-existing institutions and the population’s clientelist preferences, which were systematically exploited and expanded by VMRO-DPMNE. We also argue that the multi-ethnic character of the country, the disputed Macedonian national identity and the lack of viable international prospects allowed VMRO-DPMNE to construct a strong nationalist narrative that appealed to voters and further isolated the opposition. 相似文献

ABSTRACTAfter 1999, democratization, normalization and Europeanization were the key processes through which Kosovo’s final political status was expected to take shape. All three processes, however, were guided by the stability paradigm. Though Kosovo cannot be categorized as a typical authoritarian state, its political leaders have openly displayed illiberal tendencies, governing in an unaccountable manner and utilizing public assets for their private gain. In the period from 1999 to 2008, while UNMIK’s approach was based on maintaining stability instead of democratization, a soft competitive authoritarianism began to emerge incrementally. In its first decade of independence, Kosovo’s statehood remained internationally disputed, whereas its governance culture was characterized by a lack of internal accountability, which is a key component of the soft competitive authoritarianism in the country. Thus, the negative trajectory of political developments did not change even after the deployment of EULEX and the 2008 declaration of independence. This article analyses the development of authoritarian and illiberal tendencies in Kosovo and suggests that the democratization and Europeanization discourses served to conceal soft competitive authoritarian practices in Kosovo. 相似文献

ABSTRACTThis paper aims to accomplish two goals. First, to present recent empirical evidence supporting the claim that Serbia is on the path towards embracing a more radical version of electoral authoritarianism. This is accomplished by examining most recent illiberal politics aimed at controlling electoral processes and the media sphere, and extracting public funds for partisan purposes. I claim that the incomplete design of democratic institutions in Serbia set up between 2001 and 2012 is primarily responsible for the democratic decline. The second goal is more general and aims to emphasize the importance of extracting public funds for hybrid regimes. Extractive institutions matter because they directly impact other critical segments of electoral authoritarianism (notably, elections and media freedom), but also because they explain the type of leadership they promote in politics. If public resources remain without proper institutional oversight and are simply ‘up for grabs,’ this will attract leaders more willing to dismantle democratic institutions and violate democratic procedures. ABSTRACTThe present article is part of a broader effort to understand and analyse the relationship between formal and informal norms and institutions in the Balkans. Free and fair elections are a central component of any functioning democracy and, in the case of Albania, an essential element of its EU accession process. Elections can also be affected by political clientelism, which puts their outcomes’ credibility into question. Political clientelism is a principal sector of informal relations and practices and informal and/or illegal funding of electoral campaigns are identified as its key mechanisms. This article addresses a number of issues related to clientelist practices and private funding of electoral campaigns, focusing on the general parliamentary elections of June 2017. The main research question investigates the ways in which private funding of electoral campaigns works in practice. Based on data gathered through ethnographic fieldwork, interviews, reports on the electoral process, and other secondary sources, we argue that informal clientelist practices permeating private funding of electoral campaigns enable political parties to further and strengthen clientelist relations and to influence the electoral result. 相似文献

AbstractThis article examines the United Kingdom’s approach to the question of European Union enlargement in the Western Balkans. It shows that while Britain had no traditional attachment to the region, it championed expansion as part of its long-standing aim to widen EU membership to prevent deeper political union. However, as immigration from the EU increased after the 2004 enlargement and a Eurosceptic Conservative-led government took charge in 2010, official support for enlargement began to decline. Britain ceded its place to Germany as the strongest supporter of EU expansion. Meanwhile, during the referendum campaign on EU membership, the prospect that future enlargement could further increase the number of migrants emerged as a central point of debate. Although this discussion was primarily focused on Turkey, the Western Balkans also played a part. Therefore, even had the United Kingdom decided to remain in the EU, there is an argument to be made that Britain could well have become more opposed towards future expansion. As it is, the decision to leave the EU (Brexit), has ensured that Britain has now all but lost its say over enlargement. 相似文献

ABSTRACTCroatia is regarded as a success story of the EU’s enlargement policy. However, this narrative conflicts with the situation on the ground and with expert surveys, which depict incremental, yet persistent democratic backsliding in recent years. A shift towards illiberal practices, primarily focused on the liberal part of the liberal-democratic nexus, is taking place. This research aims to explore the prevalence and causes for the re-emergence of illiberal practices in Croatia by employing an interpretive method to evidence gathered from media articles and research reports published 2013–2019. The use of illiberal policies by the governing Croatian Democratic Union (HDZ) in three areas of the political system – the capture of independent agencies, control of the judiciary, and the weakening of independent media – is found to be the driver of democratic backsliding. Causes are found in structural reasons linked to the dominant party. Without either internal power-sharing constraints or external EU conditionality pressure, the HDZ has been able to take advantage of structural weaknesses of the system it built and shaped during the 1990s. 相似文献

AbstractGreece’s position towards the EU’s enlargement to the Western Balkans remains ambivalent: on the one hand, Greece remains declaratively one of the most ardent supporters of integrating the whole Balkan region into the EU; on the other hand, Greece is also a persistent obstructing factor whenever its multiple interests in the Balkans produce friction. We investigate this ambivalent position to understand its origins. We argue that Greece’s position can be understood with reference to three key factors: (a) the particularities of Greece’s foreign policy-making and its persistent traits, (b) the background of Greece’s relationship with the region and the legacy of multiple disputes that were created or exacerbated in the early post-Communist period and (c) the legacy of turning EU enlargement policy into a Greek foreign policy tool during the 1990s. These factors not only explicate the existence and persistence of Greece’s ambivalent policies, but also are likely to continue to shape Greece’s enlargement policy in the future. In that context, we expect that Greece will engage in a delicate balance of, on the one hand, strategically placing conditionality to ensure favourable compromises with neighbours, and, on the other, not jeopardizing the continuation of the enlargement process per se. 相似文献

AbstractFrance’s hesitant stance on EU enlargement towards the Balkans is illustrative of a broader ambivalence among both French elites and citizens towards the European project. Despite principled support for the Balkans’ EU membership, achieving this step is no strategic priority for France. The official approach emphasizes strict conditionality and a rigorous monitoring of reform progress in aspirant countries. A hostile public opinion and superficial media coverage further strengthen the country’s reluctance to admit new, possibly unprepared candidates into the Union. Analysing the historical evolution of the French position on EU enlargement as well as its current political, institutional and societal expressions, this article construes France’s disinvestment from the Balkans’ EU perspective as the result of failed expectations and a growing disillusionment with the EU’s international role and its political future more broadly. 相似文献

ABSTRACT Based on a combination of national representative surveys and semi-structured interviews conducted in six Western Balkan countries, the study represents a pioneering attempt at a systematic, comparative analysis of Euroscepticism in the Western Balkans. By employing a theoretical framework that tests the effects of utilitarian, political and cultural factors, the study identifies and interprets the strongest socio-demographical and attitudinal predictors of Euroscepticism. The study demonstrates that all three theoretical models have some explanatory power regarding Eurosceptical attitudes in the Western Balkans, albeit to different degrees. While utilitarian predictors have limited effects, domestic proxies and especially cultural factors such as traditional values, authoritarian orientations and particularly religious affiliation appear as the strongest predictors of Euroscepticism. 相似文献

AbstractItaly is a vocal supporter of EU enlargement to the Western Balkans. Relying on primary and secondary sources and semi-structured interviews, this article analyses Italy’s position, including the ‘what?’ (the traditional views of the country on EU enlargement), the ‘how?’ (formal processes and actual practices of decision-making) and the ‘why?’ (the main factors influencing its position). The expected economic and security benefits for Rome largely compensate for the perceived costs of EU enlargement towards the region. Nevertheless, Italy’s influence capacity is hampered by lack of resources and a traditional focus on mere diplomatic presence, as it emerges from the recent examples of the Berlin Process, the refugee crisis, and the EUSAIR. 相似文献

The Principality of Liechtenstein challenges the prevailing view in political science that ‘small is democratic.’ Located in the heart of Western Europe, the Principality is ruled by a monarch with extensive political powers. The present article examines how the smallness of the Principality contributes to the maintenance of powerful traditional leadership, and which strategies are used to legitimize the Liechtensteiner system vis‐à‐vis its population. On the basis of interviews with Liechtensteiner respondents, it is found that the smallness of Liechtenstein contributes to the position of the monarchy due to (1) the lack of alternative sources of identification, (2) the perception of the Prince as a neutral arbiter standing above the quarreling political factions, and (3) the dominant cultural code that limits citizens' opportunities to criticize the monarchy. The article highlights several ways in which the Prince has sought to legitimize his own position, and to undercut the criticism against him. 相似文献
