This study used a quadratic programming sector model to assess the integrated impacts of climate change on the agricultural economy of Egypt. Results from a dynamic global food trade model were used to update the Egyptian sector model and included socio-economic trends and world market prices of agricultural goods. In addition, the impacts of climate change from three bio-physical sectors – water resources, crop yields, and land resources – were used as inputs to the economic model. The climate change scenarios generally had minor impacts on aggregated economic welfare (sum of Consumer and Producer Surplus or CPS), with the largest reduction of approximately 6 percent. In some climate change scenarios, CPS slightly improved or remained unchanged. These scenarios generally benefited consumers more than producers, as world market conditions reduced the revenue generating capacity of Egyptian agricultural exporters but decreased the costs of imports. Despite increased water availability and only moderate yield declines, several climate change scenarios showed producers being negatively affected by climate change. The analysis supported the hypothesis that smaller food importing countries are at a greater risk to climate change, and impacts could have as much to do with changes in world markets as with changes in local and regional biophysical systems and shifts in the national agricultural economy.  相似文献

Land use change is a complex response to changing environmental and socioeconomic systems. Historical drivers of land use change include changes in the natural resource availability of a region, changes in economic conditions for production of certain products and changing policies. Most recently, introduction of policy incentives for biofuel production have influenced land use change in the US Midwest, leading to concerns that bioenergy production systems may compete with food production and land conservation. Here we explore how land use may be impacted by future climate mitigation measures by nesting a high resolution agricultural model (EPIC – Environmental Policy Indicator Climate) for the US Midwest within a global integrated assessment model (GCAM – Global Change Assessment Model). This approach is designed to provide greater spatial resolution and detailed agricultural practice information by focusing on the climate mitigation potential of agriculture and land use in a specific region, while retaining the global economic context necessary to understand the far ranging effects of climate mitigation targets. We find that until the simulated carbon prices are very high, the US Midwest has a comparative advantage in producing traditional food and feed crops over bioenergy crops. Overall, the model responds to multiple pressures by adopting a mix of future responses. We also find that the GCAM model is capable of simulations at multiple spatial scales and agricultural technology resolution, which provides the capability to examine regional response to global policy and economic conditions in the context of climate mitigation.  相似文献

In the future, the land system will be facing new intersecting challenges. While food demand, especially for resource-intensive livestock based commodities, is expected to increase, the terrestrial system has large potentials for climate change mitigation through improved agricultural management, providing biomass for bioenergy, and conserving or even enhancing carbon stocks of ecosystems. However, uncertainties in future socio-economic land use drivers may result in very different land-use dynamics and consequences for land-based ecosystem services. This is the first study with a systematic interpretation of the Shared Socio-Economic Pathways (SSPs) in terms of possible land-use changes and their consequences for the agricultural system, food provision and prices as well as greenhouse gas emissions. Therefore, five alternative Integrated Assessment Models with distinctive land-use modules have been used for the translation of the SSP narratives into quantitative projections. The model results reflect the general storylines of the SSPs and indicate a broad range of potential land-use futures with global agricultural land of 4900 mio ha in 2005 decreasing by 743 mio ha until 2100 at the lower (SSP1) and increasing by 1080 mio ha (SSP3) at the upper end. Greenhouse gas emissions from land use and land use change, as a direct outcome of these diverse land-use dynamics, and agricultural production systems differ strongly across SSPs (e.g. cumulative land use change emissions between 2005 and 2100 range from −54 to 402 Gt CO2). The inclusion of land-based mitigation efforts, particularly those in the most ambitious mitigation scenarios, further broadens the range of potential land futures and can strongly affect greenhouse gas dynamics and food prices. In general, it can be concluded that low demand for agricultural commodities, rapid growth in agricultural productivity and globalized trade, all most pronounced in a SSP1 world, have the potential to enhance the extent of natural ecosystems, lead to lowest greenhouse gas emissions from the land system and decrease food prices over time. The SSP-based land use pathways presented in this paper aim at supporting future climate research and provide the basis for further regional integrated assessments, biodiversity research and climate impact analysis.  相似文献

An approach to considering changes in flooding probability in the integrated assessment of climate change is introduced. A reduced-form hydrological model for flood prediction and a downscaling approach suitable for integrated assessment modeling are presented. Based on these components, the fraction of world population living in river basins affected by changes in flooding probability in the course of climate change is determined. This is then used as a climate impact response function in order to derive emission corridors limiting the population affected. This approach illustrates the consideration of probabilistic impacts within the framework of the tolerable windows approach. Based on the change in global mean temperature, as calculated by the simple climate models used in integrated assessment, spatially resolved changes in climatic variables are determined using pattern scaling, while natural variability in these variables is considered using twentieth century deviations from the climatology. Driven by the spatially resolved climate change, the hydrological model then aggregates these changes to river basin scale. The hydrological model is subjected to a sensitivity analysis with regard to the water balance, and the uncertainty arising through the different projections of changes in mean climate by differing climate models is considered by presenting results based on different models. The results suggest that up to 20% of world population live in river basins that might inevitably be affected by increased flood events in the course of global warming, depending on the climate model used to estimate the regional distribution of changes in climate. This paper analyzes the regional distribution of climate change mitigation costs in a global cap-and-trade regime. Four stylized burden-sharing rules are considered, ranging from GDP-based permit allocations to schemes that foresee a long-term convergence of per-capita emission permits. The comparison of results from three structurally different hybrid, integrated energy-economy models allows us to derive robust insights as well as identify sources of uncertainty with respect to the regional distribution of the costs of climate change mitigation. We find that regional costs of climate change mitigation may deviate substantially from the global mean. For all models, the mitigation cost average of the four scenarios is higher for China than for the other macro-regions considered. Furthermore, China suffers above-world-average mitigation costs for most burden-sharing rules in the long-term. A decomposition of mitigation costs into (a) primary (domestic) abatement costs and (b) permit trade effects, reveals that the large uncertainty about the future development of carbon prices results in substantial uncertainties about the financial transfers associated with carbon trade for a given allocation scheme. This variation also implies large uncertainty about the regional distribution of climate policy costs.  相似文献

We investigate the interactions between anthropogenic climate change, socioeconomic developments and tuna fishery management strategies. For this purpose, we use the APECOSM-E model to map the effects of climate change and commercial fishing on the distribution of skipjack tuna biomass in the three oceans, combined with a new bioeconomic module representing the rent or profit of skipjack fisheries. For forcing, we use Representative Concentration Pathway (RCP) 8.5, the highest emission scenario for greenhouse gas concentrations presented in the IPCC’s Fifth Assessment Report (AR5), and the IPCC Socioeconomic Shared Pathway (SSP) 3, which is characterized by low economic development and a strong increase in the world population. We first investigate the impact of climate change on regional skipjack abundance, catches and profits in three oceans (Atlantic, Indian and Pacific) in 2010, 2050 and 2095. We then study the effects of three management strategies (maximum sustainable yield or MSY, maximum economic yield or MEY, and zero rent or ZR) on the future distribution of fishing fleets between oceans and on global economic rent.Our model projections for 2050 and 2095 show an increase in global skipjack biomass compared to 2010 and major changes in its distribution, impacting local and regional fishing efforts. The Pacific Ocean will continue to dominate the skipjack market.In our modeling of management strategies, the currently predominant MSY strategy would have been unprofitable in 2010, due to a decreased catch per unit effort (CPUE). In the future, however, technological developments should increase fishing efficiency and make MSY profitable.In all the scenarios, a MEY strategy is more profitable than MSY but leads to the lowest catches and the highest prices. This raises ethical questions in a world where food security may become a top priority.In the scenarios where MSY generates an economic loss (e.g. 2010), a ZR strategy allows global stocks to be exploited at high but still profitable levels. Conversely, in the scenarios where MSY is profitable, (e.g. 2095) ZR leads to overfishing and smaller global catches.We conclude that the most appropriate management strategy at any time is likely to change as environmental and socioeconomic conditions evolve. The decision to follow one or other strategy is a complex one that must be regularly reviewed and updated.  相似文献

Most studies on the impact of climate change on regional water resources focus on long-term average flows or mean water availability, and they rarely take the effects of altered human water use into account. When analyzing extreme events such as floods and droughts, the assessments are typically confined to smaller areas and case studies. At the same time it is acknowledged that climate change may severely alter the risk of hydrological extremes over large regional scales, and that human water use will put additional pressure on future water resources. In an attempt to bridge these various aspects, this paper presents a first-time continental, integrated analysis of possible impacts of global change (here defined as climate and water use change) on future flood and drought frequencies for the selected study area of Europe. The global integrated water model WaterGAP is evaluated regarding its capability to simulate high and low-flow regimes and is then applied to calculate relative changes in flood and drought frequencies. The results indicate large ‘critical regions’ for which significant changes in flood or drought risks are expected under the proposed global change scenarios. The regions most prone to a rise in flood frequencies are northern to northeastern Europe, while southern and southeastern Europe show significant increases in drought frequencies. In the critical regions, events with an intensity of today's 100-year floods and droughts may recur every 10–50 years by the 2070s. Though interim and preliminary, and despite the inherent uncertainties in the presented approach, the results underpin the importance of developing mitigation and adaptation strategies for global change impacts on a continental scale.  相似文献

Based on predicted changes in the magnitude and distribution of global precipitation, temperature and river flow under the IPCC SRES A1B and A2 scenarios, this study assesses the potential impacts of climate change and CO2 fertilization on global agriculture. The analysis uses the new version of the GTAP-W model, which distinguishes between rainfed and irrigated agriculture and implements water as an explicit factor of production for irrigated agriculture. Future climate change is likely to modify regional water endowments and soil moisture. As a consequence, the distribution of harvested land will change, modifying production and international trade patterns. The results suggest that a partial analysis of the main factors through which climate change will affect agricultural productivity provide a false appreciation of the nature of changes likely to occur. Our results show that global food production, welfare and GDP fall in the two time periods and SRES scenarios. Higher food prices are expected. No matter which SRES scenario is preferred, we find that the expected losses in welfare are significant. These losses are slightly larger under the SRES A2 scenario for the 2020s and under the SRES A1B scenario for the 2050s. The results show that national welfare is influenced both by regional climate change and climate-induced changes in competitiveness.  相似文献

Climate change impacts food production systems, particularly in locations with large, vulnerable populations. Elevated greenhouse gases (GHG), as well as land cover/land use change (LCLUC), can influence regional climate dynamics. Biophysical factors such as topography, soil type, and seasonal rainfall can strongly affect crop yields. We used a regional climate model derived from the Regional Atmospheric Modeling System (RAMS) to compare the effects of projected future GHG and future LCLUC on spatial variability of crop yields in East Africa. Crop yields were estimated with a process-based simulation model. The results suggest that: (1) GHG-influenced and LCLUC-influenced yield changes are highly heterogeneous across this region; (2) LCLUC effects are significant drivers of yield change; and (3) high spatial variability in yield is indicated for several key agricultural sub-regions of East Africa. Food production risk when considered at the household scale is largely dependent on the occurrence of extremes, so mean yield in some cases may be an incomplete predictor of risk. The broad range of projected crop yields reflects enormous variability in key parameters that underlie regional food security; hence, donor institutions’ strategies and investments might benefit from considering the spatial distribution around mean impacts for a given region. Ultimately, global assessments of food security risk would benefit from including regional and local assessments of climate impacts on food production. This may be less of a consideration in other regions. This study supports the concept that LCLUC is a first-order factor in assessing food production risk.  相似文献

This paper presents three baseline scenarios of no policy action computed by the IMAGE 2 model. These scenarios cover a wide range of coupled global change Indicators, including: energy demand and consumption; food demand, consumption, and production; changes in land cover including changes in extent of agricultural land and forest; emissions of greenhouse gases and ozone precursors; and climate change and its impacts on sea level rise, crop productivity and natural vegetation. Scenario information is available for the entire world with regional and grid scale detail, and covers from 1970 to 2100. The scenarios indicate that the coming decades could be a period of relatively rapid global environmental change as compared to the period before and after. The natural vegetation in industrialized regions could be threatened by climate change, but abandonment of agricultural lands could also make new lands available for reforestation and revegetation. The opposite is true for most of Asia and Africa. Here the impacts of climate change on vegetation may not be as significant as in temperate climates, but the demand for food will lead to a significant expansion of agricultural lands at the expense of remaining forests and other natural areas.  相似文献

Here we investigate simulated changes in the precipitation climate over the Baltic Sea and surrounding land areas for the period 2071–2100 as compared to 1961–1990. We analyze precipitation in 10 regional climate models taking part in the European PRUDENCE project. Forced by the same global driving climate model, the mean of the regional climate model simulations captures the observed climatological precipitation over the Baltic Sea runoff land area to within 15% in each month, while single regional models have errors up to 25%. In the future climate, the precipitation is projected to increase in the Baltic Sea area, especially during winter. During summer increased precipitation in the north is contrasted with a decrease in the south of this region. Over the Baltic Sea itself the future change in the seasonal cycle of precipitation is markedly different in the regional climate model simulations. We show that the sea surface temperatures have a profound impact on the simulated hydrological cycle over the Baltic Sea. The driving global climate model used in the common experiment projects a very strong regional increase in summertime sea surface temperature, leading to a significant increase in precipitation. In addition to the common experiment some regional models have been forced by either a different set of Baltic Sea surface temperatures, lateral boundary conditions from another global climate model, a different emission scenario, or different initial conditions. We make use of the large number of experiments in the PRUDENCE project, providing an ensemble consisting of more than 25 realizations of climate change, to illustrate sources of uncertainties in climate change projections.  相似文献

Building on previous work quantitative estimates of climate change impacts on global food production have been made for the UK Hadley Centre's HadCM2 greenhouse gas only ensemble experiment and the more recent HadCM3 experiment (Hulme et al., 1999). The consequences for world food prices and the number of people at risk of hunger as defined by the Food and Agriculture Organisation (FAO, 1988) have also been assessed. Climate change is expected to increase yields at high and mid-latitudes, and lead to decreases at lower latitudes. This pattern becomes more pronounced as time progresses. The food system may be expected to accommodate such regional variations at the global level, with production, prices and the risk of hunger being relatively unaffected by the additional stress of climate change. By the 2080s the additional number of people at risk of hunger due to climate change is about 80 million people (±10 million depending on which of the four HadCM2 ensemble members is selected). However, some regions (particularly the arid and sub-humid tropics) will be adversely affected. A particular example is Africa, which is expected to experience marked reductions in yield, decreases in production, and increases in the risk of hunger as a result of climate change. The continent can expect to have between 55 and 65 million extra people at risk of hunger by the 2080s under the HadCM2 climate scenario. Under the HadCM3 climate scenario the effect is even more severe, producing an estimated additional 70+ million people at risk of hunger in Africa.  相似文献

During the past few years two new methods, each based on the analogous region concept, have been developed to account for farmer adaptation in response to global climatic change. The first, called 'Ricardian' by Mendelsohn, Nordhaus, and Shaw (1994), econometrically estimates the impact of climatic and other variables on the value of farm real estate. Under some conditions, estimates of climate-induced changes in farm real estate capture first-round adaptations by farmers and represent the economic value of climatic change on agriculture. The second method, promulgated by Darwin et al. (1994) in the Future Agricultural Resources Model (FARM), uses a geographic information system to empirically link climatically derived land classes with other inputs and agricultural outputs in an economic model of the world. FARM provides estimates of economic impacts that fully account for all responses by economic agents under global climate change as well as estimates of Ricardian rents. The primary objective of this analysis is to evaluate how well changes in Ricardian rents measure agricultural or other effects of climatic change after all economic agents around the world have responded. Results indicate that changes in Ricardian rents on agricultural land are poor quantitative, but good qualitative, measures of how global climatic change is likely to affect the welfare of agricultural landowners, if one recognizes that increases in Ricardian rents actually indicate losses in landowner welfare and vice versa. Results also indicate that regional changes in Ricardian rents on all land are good qualitative measures of changes in regional welfare. They are poor quantitative welfare measures because they systematically overestimate both benefits and losses and are on average upwardly biased because inflated benefits are larger than exaggerated losses. Results also indicate that, when based on existing land-use patterns, changes in Ricardian rents on all the world's land are poor quantitative and qualitative measures of changes in world welfare. Despite these shortcomings, changes in Ricardian rents can provide useful information when other measures are not available. In this analysis, for example, estimated changes in Ricardian rents on all land indicate that climatic change would likely have detrimental effects in Latin America and Africa, beneficial effects in the former Soviet Union, and either detrimental or beneficial impacts in eastern and northern Europe and western and southern Asia. This is consistent with previous studies showing that climatic change would likely have detrimental, beneficial, and mixed effects on economic welfare in, respectively, equatorial, high latitude, and temperate areas. Estimated changes in Ricardian rents also indicate that aggregating Africa, Latin America, the former Soviet Union, eastern and northern Europe, and western and southern Asia into one region causes FARM's economic model to generate upwardly biased changes in world welfare. Modified results from scenarios with moderately flexible land-use change and which account for current land-use patterns indicate that world welfare may increase if the average surface land temperature does not increase by more than 1.0 or 2.0°C. If the average surface land temperature increases by 3.0°C or more, however, then world welfare may decline.  相似文献

Global agroecosystems can contribute to both climate change mitigation and biodiversity conservation, and market mechanisms provide a highly prospective means of achieving these outcomes. However, the ability of markets to motivate the supply of carbon sequestration and biodiversity services from agricultural land is uncertain, especially given the future changes in environmental, economic, and social drivers. We quantified the potential supply of these services from the intensive agricultural land of Australia from 2013 to 2050 under four global outlooks in response to a carbon price and biodiversity payment scheme. Each global outlook specified emissions pathways, climate, food demand, energy price, and carbon price modeled using the Global Integrated Assessment Model (GIAM). Using a simplified version of the Land Use Trade-Offs (LUTO) model, economic returns to agriculture, carbon plantings, and environmental plantings were calculated each year. The supply of carbon sequestration and biodiversity services was then quantified given potential land use change under each global outlook, and the sensitivity of the results to key parameters was assessed. We found that carbon supply curves were similar across global outlooks. Sharp increases in carbon sequestration supply occurred at carbon prices exceeding 50 $ tCO2−1 in 2015 and exceeding 65 $ tCO2−1 in 2050. Based on GIAM-modeled carbon prices, little carbon sequestration was expected at 2015 under any global outlook. However, at 2050 expected carbon supply under each outlook differed markedly, ranging from 0 to 189 MtCO2 yr−1. Biodiversity services of 3.32% of the maximum may be achieved in 2050 for a 1 $B investment under median scenario settings. We conclude that a carbon market can motivate supply of substantial carbon sequestration but only modest amounts of biodiversity services from agricultural land. A complementary biodiversity payment can synergistically increase the supply of biodiversity services but will not provide much additional carbon sequestration. The results were sensitive to global drivers, especially the carbon price, and the domestic drivers of adoption hurdle rate and agricultural productivity. The results can inform the design of an effective national policy and institutional portfolio addressing the dual objectives of climate change and biodiversity conservation that is robust to future uncertainty in both national and global drivers.  相似文献

This study assesses the sensitivity of the fully coupled NCAR-DOE PCM to three different representations of present-day land cover, based on IPCC SRES land cover information. We conclude that there is significant model sensitivity to current land cover characterization, with an observed average global temperature range of 0.21 K between the simulations. Much larger contrasts (up to 5 K) are found on the regional scale; however, these changes are largely offsetting on the global scale. These results show that significant biases can be introduced when outside data sources are used to conduct anthropogenic land cover change experiments in GCMs that have been calibrated to their own representation of present-day land cover. We conclude that hybrid systems that combine the natural vegetation from the native GCM datasets combined with human land cover information from other sources are best for simulating such impacts. We also performed a prehuman simulation, which had a 0.39 K ~higher average global temperature and, perhaps of greater importance, temperature changes regionally of about 2 K. In this study, the larger regional changes coincide with large-scale agricultural areas. The initial cooling from energy balance changes appear to create feedbacks that intensify mid-latitude circulation features and weaken the summer monsoon circulation over Asia, leading to further cooling. From these results, we conclude that land cover change plays a significant role in anthropogenically forced climate change. Because these changes coincide with regions of the highest human population this climate impact could have a disproportionate impact on human systems. Therefore, it is important that land cover change be included in past and future climate change simulations.  相似文献

With global concern on climate change impacts, developing countries are given special attention due their susceptibility. In this paper, change and variability in climate, land use and farmers' perception, adaptation and response to change are examined in Danangou watershed in the Chinese Loess Plateau. The first focus is to look at how climate data recorded at meteorological stations recently have evolved, and how farmers perceived these changes. Further, we want to see how the farmers respond and adapt to climate variability and what the resulting impact on land use is. Finally, other factors causing change in land use are considered. Local precipitation and temperature instrumental data and interview data from farmers were used. The instrumental data shows that the climate is getting warmer and drier, the latter despite large interannual variability. The trend is seen on the local and regional level. Farmers' perception of climatic variability corresponds well with the data record. During the last 20 years, the farmers have become less dependent on agriculture by adopting a more diversified livelihood. This adaptation makes them less vulnerable to climate variability. It was found that government policies and reforms had a stronger influence on land use than climate variability. Small-scale farmers should therefore be considered as adaptive to changing situations, planned and non-consciously planned.  相似文献

The future forests of eastern North America will be shaped by at least three broad drivers: (i) vegetation change and natural disturbance patterns associated with the protracted recovery following colonial era land use, (ii) a changing climate, and (iii) a land-use regime that consists of geographically variable rates and intensities of forest harvesting, clearing for development, and land protection. We evaluated the aggregate and relative importance of these factors for the future forests of New England, USA by simulating a continuation of the recent trends in these drivers for fifty-years, nominally spanning 2010 to 2060. The models explicitly incorporate the modern distribution of tree species and the geographical variation in climate and land-use change. Using a cellular land-cover change model in combination with a physiologically-based forest landscape model, we conducted a factorial simulation experiment to assess changes in aboveground carbon (AGC) and forest composition. In the control scenario that simulates a hypothetical absence of any future land use or future climate change, the simulated landscape experienced large increases in average AGC—an increase of 53% from 2010 to 2060 (from 4.2 to 6.3 kg m−2). By 2060, climate change increased AGC stores by 8% relative to the control while the land-use regime reduced AGC by 16%. Among land uses, timber harvesting had a larger effect on AGC storage and changes in tree composition than did forest conversion to non-forest uses, with the most pronounced impacts observed on private corporate-owned land in northern New England. Our results demonstrate a large difference between the landscape’s potential to store carbon and the landscape’s current trajectory, assuming a continuation of the modern land-use regime. They also reveal aspects of the land-use regime that will have a disproportionate impact on the ability of the landscape to store carbon in the future, such as harvest regimes on corporate-owned lands. This information will help policy-makers and land managers evaluate trade-offs between commodity production and mitigating climate change through forest carbon storage.  相似文献
