The changes in the engineering-construction industry of the 21st century require organizations to take a more active role in developing knowledge management and learning organization initiatives. The need to both retain knowledge within the organization and focus on continuous human resource development throughout all levels of the organization is becoming a primary challenge throughout the industry. This paper addresses this challenge by focusing on the question of the link between knowledge management and learning organizations, and how to transform an organization from a focus on knowledge management to a focus on developing a learning culture. Based on a series of studies by the writers into the characteristics of both knowledge management and learning organizations, this paper outlines models of each of these concepts and introduces a bridge that details the level of knowledge management implementation that must be in place prior to an organization having the capacity to move to a learning focus. Additionally, the case studies conducted during the current study provide a basis for presenting potentially unsuccessful paths that may be selected by organizations during the implementation of a knowledge management to learning organization transition.  相似文献

This paper presents the project management process maturity (PM)2 model that determines and positions an organization’s relative project management level with other organizations. The comprehensive model follows a systematic approach to establish an organization’s current project management level. Each maturity level consists of major project management characteristics, factors, and processes. The model evolves from functionally driven organizational practices to project driven organization that incorporates continuous project learning. This paper discusses a component of the research study conducted to provide construction organizations with a generic benchmarking framework to assess their extent of information communication technology (ICT) adoption for building project management processes. It defines benchmarking and discusses objectives of the required benchmarking framework and development of the framework. The study focused on ICT adoption by small and medium enterprises (SMEs) in the construction industry and with respect to SMEs it is important to understand processes, their indicators, and measures in the local context. Structure of the suggested benchmarking framework has been derived after extensive literature survey and a questionnaire survey conducted in the Indian construction industry. The suggested benchmarking process is an iterative process divided into four stages. It can be implemented at organization and industry levels for rating the construction organizations for ICT adoption and performance measurement. The framework has a generic structure and can be generalized and applied for other countries with due considerations.  相似文献

Implementing risk management in construction projects and organizations may bring a number of benefits and therefore it is necessary to have risk management as an integral part of a construction organization’s management practice. The aim of this paper is to develop a risk management maturity assessment model for construction organizations. The paper describes the development process of a Web-based RM3 (risk management maturity model), including its contents, its validation and testing, as well as its applications. The RM3 developed has five attributes namely, management, risk culture, ability to identify risk, ability to analyze risk, and application of standardized risk management process/system. These attributes are measured against four levels: initial, repeated, managed, and optimized. It is found that the proposed RM3 was suitable and useful. Using the RM3, it is found that the Australian construction industry’s overall risk management maturity level was relatively low (where 32% rated at Level 2 and 52% rated at Level 3). Furthermore, it is found that the weakest attribute was “analyzing risks” followed by “application of standardized risk management process.” It is therefore necessary to provide more training on qualitative and quantitative risk analysis to construction personnel and to develop and apply standardized enterprise risk management. It is concluded that the proposed RM3 is suitable for construction organizations to assess their risk management maturity levels and find ways for improvement.  相似文献

This paper presents the development of a generic framework for asset maintenance management. The framework has been presented in the form of an IDEF0 process model. The process model served to illustrate the interaction and dependencies among a diverse set of knowledge areas. In this framework, outputs from one management process become inputs to another in a subsequent hierarchy. The structure of the framework model exhibited the characteristics of flexibility and robustness. Updates in knowledge can be accommodated within the framework through incorporating new management processes and/or activities, as well as establishing new sequencing logic for these processes and/or activities. In a supporting effort to the development of the framework model, the writers have objectively reviewed the general capabilities of three commercially available software applications that are known within the asset management (AM) industry. These three applications, while encompassing a wide selection of capabilities, represent a typical selection of information technology (IT) tools and techniques that are widely used in strategic AM practices. The objective of this review is to study the operational characteristics and functionalities, and to assess the capability of software interoperability, of a representative sample of IT tools known within the AM industry.  相似文献

The importance of preproject planning in the capital facility delivery process and its potential impact on project success has long been recognized by industry practitioners. Nevertheless, the preproject planning process varies significantly throughout the construction industry from one organization to another, and from one business sector to another. This paper will summarize lessons learned from five research projects conducted during the past 14?years regarding the preproject planning process. These research projects were based on data from more than 200 capital projects, representing approximately 8.7 billion U.S. dollars; input from more than 500 industry practitioners; and reviews of the project planning processes used by more than 100 organizations. The positive relationship between thorough preproject planning and enhanced project performance is demonstrated. Findings are presented, including key requirements, processes, and scope definition elements that comprise thorough preproject planning. Similarities and differences in the scope definition of building and industrial projects are outlined. Conclusions of the research effort and recommendations to industry practitioners are provided.  相似文献

A lack of skilled workers has become a global problem that is impacting the construction industry. To address the issue, the industry—working in partnership with government agencies—has developed programs to attract new workers for high-skill positions in construction. These workers include women and minorities. However, attracting women into a career field that is dominated by conflict and aggression is problematic. Consequently, the industry is making a significant effort to change their image and culture, and these efforts are being supported by professional associations, labor unions, and universities. This paper highlights the current status of women in construction trades, management, education, and research positions. The paper also identifies many of the challenges women face in the construction industry and the many opportunities and support networks that are available to help them succeed.  相似文献

This paper describes the early organizational diagnostic stage that a facility owner may perform as part of the quality improvement decision. The diagnostics stage represents one step of a pilot research effort performed in a collaborative consortium of industry and academic organizations. The paper starts by describing the research goals and methodology. It then describes the typical customers for project management functions. The paper then illustrates an example organization to describe the basic conflicts of authority and responsibility that was found as an important factor behind ineffectiveness. Safety Climate in Construction Industry: A Case Study in Hong Kong   总被引:1,自引:0,他引:1  
Because of the characteristics of decentralization and mobility in the construction industry, safety culture is crucially important. A comprehensive safety climate questionnaire survey was conducted with all sites and employees of a leading construction company and its subcontractors in Hong Kong. In total, 4,719 records were returned from 54 sites. By means of factor analysis, a 15-factor structure that defines the dimensions of the safety climate has been extracted. Compared with previous research studies, the roles and influences of fellow workers, and safety resources on the safety climate are emphasized. The results also confirm the feasibility of exploring common factors of the safety climate in the construction industry. Through further analysis, logistic regression was used to explore the relationship between the safety climate and personal characteristics. Statistically significant relationships were found between safety climate and personal characteristics, including gender, marital status, education level, number of family members to support, safety knowledge, drinking habits, direct employer, and individual safety behavior. This research is a case study and the results are derived from the data of one company, but the methodology of this research may be useful as a model for further research, and the findings may provide useful information for construction managers and safety practitioners in the construction industry to improve their safety culture.  相似文献

Now tools will help managers design organization structures for large engineering and construction projects. An improved understanding of how managers decide in structuring project organizations is necessary to develop these tools and to assist managers in the systematic design of organizations tailored to meet project goals under unique situations. This paper reports a portion of results from research conducted to determine current practices in project organization design. The conclusion that adaptation dominates this process leads to several implications for industry professionals and researchers wishing to improve project performance. Recognizing the role of adaptation in current practices of organizational structuring will allow managers to avoid inertia and systematically design organizations. Researchers can assist by expanding variables in organization theory to better capture project situation and structure and by developing new tools to assist in systematic organization design.  相似文献

The ability of organizations to learn is critical for success. Implementing organizational learning in engineering cultures can be difficult due to a focus on technology instead of people and imbalances among cultures within an organization. A project to transform a medium-sized engineering organization into a learning organization is reported, and the degree, nature, and causes of its success are evaluated. An implementation team developed skills in five disciplines of a learning organization. However the underlying organizational learning concepts were not embraced by the organization at large or incorporated into regular operations. Success was constrained by the organization's ability to share and utilize the knowledge acquired by the implementation team to generate organizationwide commitment to organizational learning. The dominance of the engineering culture and the lack of organizational learning infrastructures and development process experimentation suggest that organizations with a balance among cultures may be more likely to succeed than those dominated by a single culture.  相似文献

Briefing is the process by which client requirements are identified, clarified, and articulated in the early design stage of construction projects. It is crucial to the successful delivery of construction projects. Considerable research has been conducted in briefing during the past two decades. However, researchers consider many current briefing practices to be inadequate, and little research has been done in sufficient depth to explore briefing variables in the construction industry. This paper introduces a comprehensive framework of the variables that have an impact on construction project briefing. A questionnaire survey was conducted to validate these variables among project managers and architects in Hong Kong, the United Kingdom, and the United States. The results indicate that although no significant differences existed between the samples in the United Kingdom and the United States on the variables for construction project briefing, the views of the samples in Hong Kong deviated from the two Western countries. The Western professionals have more positive answers to most statements in the questionnaire. The findings have significant implications for industry practitioners in producing their guidelines for the briefing process and for writers in drafting how-to briefing guide for construction projects.  相似文献

Conceptual frameworks dominate organizational learning literature with limited empirical assessments. This raises several questions about the validity and applicability of the various conceptual frameworks for how managers can build organizational learning capabilities. As such, lessons from the conceptual frameworks of organizational learning for addressing performance improvement that might have been used by construction contractors have been limited. This paper presents a quantitative analysis of organizational learning by construction contractors. The principles that underlie organizational learning and the factors that promote double-loop learning as a strategy for improving construction contractors’ business processes are presented. The paper has also established the learning orientations and focus of the surveyed construction contractors to determine their organizational learning dimensions as well as the factors that induced their double-loop learning, as rich lessons for organizations in the construction industry.  相似文献

This paper promotes adopting the balanced scorecard tool to benchmark organizational safety culture in construction. It argues that this tool has the potential to provide a medium to translate the organization’s safety policy into a clear set of goals across four perspectives: management, operational, customer, and learning. These goals are then further translated into a system of performance measures that could effectively communicate a powerful strategic focus on safety to the entire organization. Four perspectives have been developed to represent all stakeholders, thereby ensuring that a holistic view of safety is used for strategic reflection and implementation. The paper argues that by selecting and evaluating the appropriate measures, in each perspective, requirements can be identified, and actions to the identified goals can be aligned and facilitated. The proposed balanced scorecard approach should therefore enable construction organizations to pursue incremental safety performance improvements. Work-in-progress is briefly reported to give insight into the potential applicability of this approach.  相似文献

Integrated project delivery (IPD) seeks to improve project outcomes through a collaborative approach of aligning the incentives and goals of the project team through shared risk and reward, early involvement of all parties, and a multiparty agreement. Although there has been a huge interest in IPD in principle, the current adoption status by the construction industry is unknown. Several professional organizations are supporting the advancement of IPD, and several projects have demonstrated its benefits; however, the amount of projects using IPD remains relatively small. This research is based on the results of a web-based survey that was designed to target a wide range of construction professionals in an effort to shed light on current status of IPD use and its future widespread adoption by the construction industry. The paper attempts to provide hard data concerning the knowledge and experience levels of construction professionals regarding IPD as well as their opinions concerning its benefits and problems as a project delivery method.  相似文献

Organizations in the construction industry cannot afford to make repetitive mistakes on major projects. Conversely, there are great benefits to repeating positive experiences from past projects. This need for institutional memory is amplified by the reality that in the course of normal turnover and retirement, people with years of experience leave their organizations. An effective lessons learned program is a critical element in the management of institutional knowledge; it will facilitate the continuous improvement of processes and procedures and provide a direct advantage in an even more competitive industry. This paper describes a research study that aimed to identify effective management practices and technologies for lessons learned programs in the construction industry. Data from 70 organizations that participated in this study are presented. Research found that even though more lessons learned programs are being initiated, the potential for savings and improvement has not been fully met. The study has also identified seven crucial characteristics of a successful program and verified that most organizations are stronger in some categories and weaker in others. The key to an effective program is to address all seven areas and guidance is provided for those wishing to implement lessons learned programs.  相似文献

The traditional philosophy of management in construction, both in academia and in industry, places great emphasis on the ability to plan and execute projects. In contrast, a similar emphasis on strategic management has received less attention in the construction industry. Although the pressures of project performance can often obscure the broader social, economic, and professional context in which strategic management is undertaken, it is these broad contextual areas that make strategic management an essential issue for construction organizations. Rapidly changing social and technological issues are creating a professional environment that will look very different in the coming decades from that experienced in today's organizations. This paper introduces a study of the current strategic management practices of construction organizations. This paper also introduces the concept of strategic management and the areas that organizations must address to compete in the global marketplace. A summary of an industry survey is documented together with the background research that prompted the investigation of these topics.  相似文献
