Participation in ethnic economies has been regarded as an alternative avenue of economic adaptation for immigrants and minorities in major immigrant‐receiving countries. This study examines one important dimension of ethnic economies: co‐ethnic concentration at the workplace. Using a large national representative sample from Statistics Canada’s 2002 Ethnic Diversity Survey, this study addresses four questions: (1) what is the level of co‐ethnic concentration at the workplace for Canada’s minority groups? (2) How do workers who share the same ethnicity with most of their co‐workers differ from other workers in socio‐demographic characteristics? (3) Is higher level of co‐ethnic concentration at the workplace associated with lower earnings? (4) Is higher level of co‐ethnic concentration at the workplace associated with higher levels of life satisfaction? The results show that only a small proportion of immigrants and the Canadian‐born work in ethnically homogeneous settings. In Canada’s eight largest metropolitan areas about 10 per cent of non‐British/French immigrants share a same ethnic origin with the majority of their co‐workers. The level is as high as 20 per cent among Chinese immigrants and 18 per cent among Portuguese immigrants. Among Canadian‐born minority groups, the level of co‐ethnic workplace concentration is about half the level for immigrants. Immigrant workers in ethnically concentrated settings have much lower educational levels and proficiency in English/French. Immigrant men who work mostly with co‐ethnics on average earn about 33 per cent less than workers with few or none co‐ethnic coworkers. About two thirds of this gap is attributable to differences in demographic and job characteristics. Meanwhile, immigrant workers in ethnically homogenous settings are less likely to report low levels of life satisfaction than other immigrant workers. Among the Canadian‐born, co‐ethnic concentration is not consistently associated with earnings and life satisfaction.  相似文献

This article advocates an institutional perspective in analysing labour mobility, since rules governing cross‐border labour markets are an embodiment of access and participation rights, and can determine the formalisation or informalisation of work and the protection and benefits accrued by migrant workers. It examines the East African Community's Common Market Protocol of July 2010, which seeks to promote the ‘free movement of workers’ within the Community. It argues that there are contradictions and inconsistencies in implementing the Protocol and provides recommendations for addressing them.  相似文献

In this article, I suggest that transnational labour markets are characterized by their multi‐layered embeddedness, not only in national but also in transnational institutional settings. Hence, the national institutional factors formerly at the centre of sociological labour market theories insufficiently explain the newly emerging transnational labour markets. To account for the full complexity and institutional context of the latter, I propose an inductive theoretical approach to transnational labour markets and develop a research heuristic to instruct empirical studies about particular transnational labour markets and inductive theory building. This heuristic draws on analytical categories as developed by the new economic sociology of markets. The empirical example of the transnational labour market that matches eastern European workers to jobs in the German meat industry serves to illustrate how one can use this heuristic, which reveals some preliminary features of transnational labour markets compared with national ones, as well as some research gaps to be addressed by future studies.  相似文献

Schematically one can distinguish two traditions related to ethnic statistics in Europe. In France, Germany and most southern European countries, the dominant statistical categorisations merely distinguish individuals on the basis of their nationality. In contrast, most northern European countries have been producing data on the ethnic and/or foreign origin of their populations. Belgium is caught somewhere in between these two traditions. The French speaking part of Belgium tends to follow the French tradition of refusing ethnic categorisation, while the Flemish try to copy the Dutch model in distinguishing “allochthones” and “autochthones.” This contribution offers an analysis of the construction of ethnic categories as it has been undertaken in the Dutch context and (partially) imported in Belgium.  相似文献

This article examines the social and historical conditions of negotiations for expanding migrant domestic workers partial citizenship under neoliberal policies. It uses a case study of Filipino domestic workers struggling for regularization in the Parisian region, 2008–2012. Under Sarkozy's neoliberal immigration policy called chosen immigration, Hortefeux, the then Minister of Immigration, Integration, National Identity and Cooperative Development, authorized case-by-case “regularization based on work” in his circular of 7 January 2008. Consequently, led by a coalition of trade unions, sans papiers (undocumented) collectives and migrant support groups, large-scale mobilizations occurred demanding rights-based regularization. Although undocumented Filipino domestic workers remained socially invisible during this campaign, a quiet, small-scale but unprecedented mobilization took place among Filipino sans papières. Based on 10 months of fieldwork, this article shows how the neoliberal tendency in the two policy areas of immigration and personal services opened up the opportunity for Filipino migrant women to have access to the institutional resources of the Private Household Workers (PHW) trade union and to break the deadlock of “double irregularity”, that is, the dispossession of both their residential permit and labor contract. This case depended on the activism of a trade unionist of Filipino origin, a trailblazer who filled the structural hole between Filipino ethnic networks and the local domestic workers’ movement. Among the outcomes are the rising consciousness among Filipinos of the usefulness of learning French, as well as a new narrative that incorporates the struggles of Filipino domestic workers in the PHW trade union history.  相似文献

Scholarship on civil society in Singapore has tended to emphasize the structural and institutional constraints on civil society space. Conversely, little attention is paid to the broader cultural and discursive realms in which civil society and state actors operate. This article seeks to address this gap by analysing the day‐off campaign for migrant domestic workers in Singapore. We demonstrate that by employing the cultural mediation strategy of vernacularization, civil society was able to frame migrant rights claims in a manner that resonated with the institutional logics and cultural repertoire of Singapore society. Civil society actors gained headway by adapting the discourse on migrant rights to Singapore's socio‐cultural and political context in three ways: by reframing rights claims into a moral appeal; by appealing to the cost‐benefit logics of Singaporean employers of migrant domestic workers; and by situating the provision of migrant labour protections as a relative market position.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

This paper traces the labour processes and working conditions of wood engravers in France and England during the 19th century as the process of production of the illustrated periodicals became increasingly industrialized. It argues that the bulk of 19th century wood engravers should be considered as one of the first classes of proletarians in the mass media industry. The paper first looks at the general socio‐economic conditions from which 19th century wood engravers emerged as proletarians. Second, it examines wood engraving workshops, wood engravers' working conditions, their training and type of production. Lastly, it discusses the hierarchical relations between editors‐publishers and wood engravers, the wood engravers economic conditions, their socio‐cultural attitudes towards their work and the control exercised on them in the labour process. With the industrialization of the production of illustrated periodicals, wood engravers formed a class of waged workers who owned no means of production, had little autonomy or creativity in their work and sold their labour power to fabricate illustrations. Workshops operated as factories, training apprentices to mechanically reproduce fragmented segments of illustrations in an assembly‐line type of labour and based on a rigid hierarchy in which engraver‐apprentices were at the bottom.  相似文献

Next to discussing aspects of the political and social situation of migrant ethnic communities in two Belgian cities, this article provides interesting insight into identity politics in contemporary Belgium divided between the Flemish emphasis on cultural and linguistic homogenization and hegemonization and the Walloon focus on citizenship. This fundamental ideological split influences also how multiculturalism is discussed and practiced in the two parts of Belgium in general and in Antwerp and Liege in particular.  相似文献

This paper considers the allocation of labour on the French and British markets, using objective wage and subjective satisfaction data. We show that, in some sectors, workers enjoy both higher wages and higher job satisfaction. We argue that this reflects labour market wage rents. Perhaps surprisingly, wage rents are typical of the British public sector and permanent contracts, but not of their French counterparts. In France, such rents are found in full-time, rather than part-time jobs. Hence, the data provide little support for the usual a priori that the French labour market is structured along insider–outsider model lines, whereby wage rents are captured by the insiders of the public sector to the detriment of the private sector. However, they do suggest that part-time employment is involuntary to a far greater extent in France than in Great Britain.  相似文献

The proportion of immigrants from countries in the Middle East living in Sweden has increased since the 1970s, and it is a well‐known fact that immigrants from the Middle East suffer from low earnings and high rates of unemployment on the Swedish labour market. There are often great hopes that self‐employment will enable immigrants to improve their labour market situation. Further, in Sweden as in many other countries, the question of whether the existence of ethnic enclaves are good or bad for immigrants’ earnings and employment opportunities has also been widely debated. This paper presents a study of the extent to which Middle Eastern ethnic enclaves and networks in Sweden enhance or hinder immigrants’ self‐employment. The results show that the presence of ethnic enclaves increases the propensity for self‐employment. Thus, immigrants in ethnic enclaves provide their co‐ethnics with goods and services that Swedish natives are not able to provide. The results also show that ethnic networks seem to be an obstacle to immigrant self‐employment. One explanation is that an increase in network size implies increased competition for customers among self‐employed immigrants. The question of whether ethnic enclaves are good or bad for the integration of immigrants into the labour market has been widely debated. The results of this paper provide us with information about the integration puzzle. Ethnic enclaves seem to enhance self‐employment propensities among Middle Eastern immigrants in Sweden.  相似文献

The purpose of this article is to remedy the lack of explanatory endeavours concerning the positive performance of female migrant workers during the recent economic crisis in Western Europe. This phenomenon both interrogates the established association between economic downturns and their negative impact on migrant labour in low‐skilled jobs and enriches the theory of the reserve army of labour, which has been applied to understanding the fragile status of migrant workers in Western economies. Secondary analysis of Labor Force Survey (LFS) and OECD data concerning the impact of the crisis on migrant labour shows that women employed in the care‐domestic sector have been affected significantly less than men employed in manufacture and constructions. To explain this evidence, the article proposes a theoretical framework that draws on key concepts and debates in different strands of sociology: the increasing demand for paid care‐domestic work due to the ageing population and the growth of native‐born women's rates of activity; the commodification of care and the state management of migration; the affectivity and spatial fixity of care‐domestic labour. All these factors contribute to configure female migrant labour, mostly employed in the reproductive sector, as a ‘regular’ rather than a reserve army of labour.  相似文献

The rapid spread of information and communication technologies (ICT) may increase firms’ productivity with important consequences for job creation and for economic growth. This article contributes to this discussion by analysing the impact of internet adoption on labour productivity and the mechanisms shaping this relationship in Peruvian micro and small manufacturing firms over the period 2011–2013. The article estimates a reduced form where labour productivity is a function of internet adoption and other explanatory factors. Internet adoption is instrumented using a measure of the availability of financial opportunities for micro and small firms in Peru. Findings indicate that internet adoption: (a) increases firms’ labour productivity; (b) reallocates employment away from temporary administrative workers and non‐remunerated workers and expands employment of permanent production workers; (c) leads to the formalization of labour relationships, to the implementation of new organizational practices and to the improvement of training measures. While changes in employment and formalization of workers are linked to labour productivity gains, increases in training measures and organizational changes do not generate any additional productivity increase. Policies oriented to promote the adoption of ICT in micro and small firms can be beneficial to close the productivity gap with larger firms in Peru. Moreover, policies directed to the formalization of the workforce can provide an extra benefit, i.e. additional labour productivity gains in firms adopting the internet. Finally, policies oriented to the development of digital skills are also important to ease the re‐employment of those workers losing their jobs and the achievement of additional productivity gains that new organizational practices can provide.  相似文献

In this study, we analyse the consequences of the conditions of the labour‐market contracts for working on board merchant ships. More specifically, we examine how seafarers hired on different contracts work together. Seafarers’ conditions of work differ considerably: some, mainly workers in the West, have permanent contracts with a shipping company, are paid a relatively high monthly wage and can go ashore every second month, whereas others performing the same tasks may have to stay at sea for more than six months at a time, and work for less money on temporary contracts. Drawing on the economic sociology of markets and institutional theory, in this article we present the institutional conditions of globalized labour markets for seafarers and analyse unique data derived from observations and interviews on board merchant ships. We argue that the notion of market is a key explanatory factor for how the work is conducted on board. Theoretically, our elaboration on markets allows us to conceptualize and address global and transnational markets.  相似文献

This paper analyses the causes, consequences, and policy implications of Lithuanian emigration following the country’s European Union (EU) accession in May 2004. After placing Lithuanian emigration in its historical context, the study assesses the recent dynamics, including the driving forces and characteristics of Lithuanian emigration at both the international and domestic level. The study finds that the primary determinants of this movement are both demand‐ and supply‐side factors. On the demand side, the labour shortages, decline in the working age population, and desire for cheaper labour in Western European countries function to attract Lithuanian labour. Concurrently, lower wages, higher unemployment, and the generally less developed economic conditions in Lithuania are encouraging Lithuanians to take advantage of the greater mobility that came with EU accession. The expanding networks linking migrants and potential migrants are facilitating this out‐migration, as well as the social mind‐set by which emigration is a perceived solution to socio‐economic difficulties. This study concludes that the consequences of this new emigration reality are mixed. The free movement of workers has helped to relieve pressure on the domestic labour market, drive down unemployment, place upward pressure on wages, and increase the remittances rate to Lithuania. However, concern is not ill‐founded; recent emigration has introduced labour market shortages, placed greater demographic pressure on the country, and increased the likelihood of brain drain. This study argues, therefore, that while Lithuanian emigration cannot and should not be stopped, Lithuania does have policy alternatives as a sending‐country that will help to mitigate the costs of emigration and maximize the benefits for the country’s long‐term development.  相似文献

International labour migration is a main livelihood strategy for many people in Nepal. This article analyses the migration process from the perspective of migrants and their non‐migrating household members, exploring the institutional regulations that structure the organization of migration and the cash flows involved. The results are based on a case study conducted in Sainik Basti, Western Nepal, in 2002. The article shows that for different destinations there are specific ways of organizing migration. These country specific ways of organizing migration demand specific assets from prospective migrants and their household members and, therefore, influence their choice of destination. Savings are remitted back home mainly by carrying them personally or by using the hundi system. In spite of the risks and difficulties involved, international labour migration often contributes to sustainable livelihoods. The main outcomes of migration are increased financial capital, education of the children, migration‐specific knowledge, and increased social capital. This enlarged asset endowment lowers both investment costs and risks involved in migration, and thereby increases its potential net return. Each act of migration, therefore, facilitates and stimulates subsequent migration.1  相似文献

The paper applies a theory of institutional change enriched with mezzorules, fluidity and agency to India's informal sector institutional evolution using two illustrative examples. The concrete examples are rooted in unfree labour and rural casual labouring in India, a country which has a high degree of informality. Section 1 introduces some concepts, and section 2 examines processes of institutional change in the informal sector. In section 3, two illustrations are explored: (1) the norms for girl child bonded labour; (2) the individualisation of women labourers. Section 4 concludes. The fluidity of institutional rules demands a recognition of the supra-economic nature of the context within which economic-institutional change occurs. We propose the analysis of mezzorules in a dialogic research context, i.e. interactions among workers and collective agents – as a helpful and transformative approach for sociologists specialising in the informal economy.  相似文献

Africa is a region of diverse migration circuits relating to origin, destination and transit for labour migrants, undocumented migrants, refugees and brain circulation of professionals.
This article outlines major migration configurations in the region, and the role of two vibrant subregional organizations — Economic Community of West African States and South African Development Community — in facilitating, containing or curtailing intra-regional migration which takes place within diverse political, economic, social and ethnic contexts; the transformation of brain drain into brain circulation; and commercial migration in place of labour migration within the region.
Despite overlapping membership, wavering political support, a poor transportation network, border disputes and expulsions, these subregional organizations are crucial for the region's collective integration into the global economy, and to enhance economic growth and facilitate labour intraregional migration.
Free movement of persons without visa, adoption of ECOWAS travellers' cheques and passports, the creation of a borderless Community; and the granting of voting rights and later citizenship and residence permits by South Africa to migrant workers from SADC countries are positive developments.
These organizations need to foster cooperation between labour-exporting and recipient countries, implement the protocols on the right of residence and establishment; promote dialogue and cooperation in order to harmonize, coordinate and integrate their migration policies as envisioned by the 1991 Abuja Treaty establishing the African Economic Community.  相似文献
