Gender, although gaining attention, remains under-researched in disaster risk reduction protocols and response and recovery efforts. This study examines women's experiences of two disasters in small towns in the United States, utilising qualitative interviews with residents of Granbury and West, Texas, during the first year of disaster recovery. Granbury was struck by an EF-4 tornado on 15 May 2013, whereas an explosion occurred at a local fertiliser facility in West on 17 April 2013. The paper explores how women's experiences of inter-gender power dynamics in decision-making, the prioritisation of childcare, and women's participation in the community affect their post-disaster recovery. Previous research highlights different forms of human response and recovery vis-à-vis ‘natural’ and technological disasters, with less attention paid to gender differences. The results point to the persistent, and similar, effect of gender stratification on women's experiences across different types of disasters in the US and the continued importance of gender-sensitive disaster policies and programmes.  相似文献

How should one measure the recovery of a locale from a disaster? The measurement is crucial from a public policy and administration standpoint to determine which places should receive disaster assistance, and it affects the performance evaluation of disaster recovery programmes. This paper compares two approaches to measuring recovery: (i) bouncing back to pre‐disaster conditions; and (ii) attaining the counterfactual state. The former centres on returning to normalcy following disaster‐induced losses, whereas the latter focuses on attaining the state, using quasi‐experimental design, which would have existed if the disaster had not occurred. Both are employed here to assess two housing recovery indicators (total new units and their valuations) in Hurricane Katrina‐affected counties (rural and urban). The examination reveals significantly different outcomes for the two approaches: counties have not returned to their pre‐disaster housing conditions, but they do exhibit counterfactual recovery. Moreover, rural counties may not be as vulnerable as assumed in the disaster recovery literature.  相似文献

为实现对城市韧性的有效评价,本论文在系统研究国际城市韧性评价体系的基础之上,结合中国城市发展的现状,基于对城市灾后实际恢复过程的系统考察,建立了基于恢复过程的城市韧性评价体系。该评价体系通过解析城市灾后恢复过程的四个阶段:救援阶段(Rescue)、避难阶段(Refuge)、重建阶段(Rebuild)、复兴阶段(Revival),从社区与人口(Community and Population)、政府与管理(Official Organization and Management)、住房与设施(Valuable Housing and Facilities)、经济与发展(Economy and Development)、环境与文化(Renewable Environment and Culture)共五个维度,以62项指标对城市的韧性进行系统分析。这一体系可以简称为城市韧性评价的ReCOVER体系,其中“Re”代表了城市恢复的四个阶段,COVER则分别代表了城市韧性的五个维度。进而以该体系为基础,对我国大陆31个省级行政区域的城市韧性进行了五个维度、四个阶段的实证研究,并对城市韧性的提升策略,给出了分析建议。  相似文献

Home buyout programs facilitate the permanent relocation of residents away from areas considered to be at risk from future hazards, though few studies have examined the impacts of home buyout programs on affected households and communities beyond the program implementation period. In this paper, we examine between-neighborhood variation in key recovery indicators for three neighborhoods that followed different paths to recovery after Hurricane Sandy: one that rebuilt in situ, one that participated in a buyout and relocated, and one located immediately adjacent to the buyout zone. Three years post-disaster, buyout participants are faring worse in terms of place attachment and social capital compared to residents in the other two neighborhoods, while the neighborhood adjacent to the buyout zone is also showing signs of decline. These findings suggest that the social costs of buyouts extend well into the recovery period, and that the place-based ties and social networks that would typically help individuals cope with disaster impacts and persevere through adversity may be diminished for buyout participants, ultimately hindering their recovery. We conclude with a discussion of the implications of buyouts on participating and affected communities, as well as implications for research and policy.  相似文献

Sustainable redevelopment following disasters has been a main policy objective of post-disaster recovery efforts over the past few decades. Yet, nine years after the 1999 Marmara earthquake in Turkey, the redevelopment of risky housing areas is still a point of debate on the urban planning and disaster mitigation agenda. However, planning studies on mildly and moderately damaged areas located in the centre of Istanbul are ongoing. This article presents the evidence of a pilot project undertaken by Zeytinburnu Municipality, Istanbul, four years after the Marmara earthquake. 2 The aim is to generate a debate on the preconditions required for a sustainable urban regeneration approach in the post-disaster recovery phase. The results of the pilot project underline the importance of capacity building in sustaining social capital, strengthening the legal framework, restructuring planning regulations, and managing the housing redevelopment process by taking advantage of a window of opportunity afforded by the disaster recovery period.  相似文献

韧性理论引入灾害风险管理领域,为世界防灾减灾实践提供了新理念,并在国内外韧性城市社区建设中得到广泛应用,但针对乡村地区,尤其是高脆弱性的贫困村韧性社区建设的研究还较为鲜见。该文以韧性理论为基础,结合乡村振兴战略规划,通过对贫困村社会生态系统特征的分析,探讨了新时期我国贫困村灾后恢复重建与灾害风险管理发展方向及特点。研究发现:贫困村不仅产业经济落后,而且还具有自然环境复杂、基础设建设滞后、社会公益设施匮乏、教育水平较低、自然灾害频发等特点。这类灾害多发区与贫困人口聚集区在空间上的叠加,成为我国社会生态系统高脆弱性地区,面临着严峻的防灾减灾与扶贫开发的双重挑战;基于韧性理论视角,通过构建贫困村适灾韧性系统,开展贫困村社区韧性综合评价,调整贫困村灾后恢复重建规划编制理念等,以推动贫困村灾后恢复重建的转型;在此基础上,结合贫困村社会生态系统特点,以建立健全贫困村灾害风险管理机制、探究提升贫困村适灾韧性社区建设的新途径、协同灾害管理与乡村振兴发展目标、开展灾区恢复重建动态监测与后效评价等政策举措为抓手,深化贫困村灾害风险管理实践,提升贫困地区可持续发展能力。  相似文献

Despite global policies advocating risk reduction and community level recovery, post-disaster implementations usually focus on households, but fail to focus on businesses in spatial terms. Due to the lack of appropriate policy and tools, businesses often make their own location choices as part of their recovery strategy. In view of this, this study aims to establish the factors affecting the location choices of businesses challenged by disasters in the absence of any specific spatial strategies designed for them. In order to determine these factors, empirical research was conducted in Adapazari, Turkey on 232 firms selected as a result of a stratified random sampling procedure. According to the analysis of the results, the most notable impacts on business location choices after a disaster shock are associated with occupancy status, education level, and extent of damage. In line with these findings, the impacts of business location choices are discussed to highlight the role of businesses in spatial decisions.  相似文献

The Indian Ocean tsunami of 2004 galvanized world attention like no other natural disaster before. Unprecedented amounts of aid were given and a record number of international aid agencies were involved in relief and recovery operations. Major reviews of the response to the disaster have suggested that the immediate relief effort was better than expected. However, weaknesses in the longer term recovery work were identified within months of the disaster and yet the same weaknesses were being confirmed four and five years later. Even though many studies have been published on the tsunami disaster there are still many lessons to be learnt, particularly in relation to social recovery as distinct from the restoration of destroyed or damaged infrastructure. This paper presents an overview of the findings of a study that was conducted over a period of four years across five different tsunami-affected local areas of Sri Lanka and southern India. The study focused on lessons to be learnt in relation to rebuilding community, restoring livelihoods, recreating an appropriate tourism industry and providing relevant housing and planned settlements for disaster survivors. The paper argues that ‘build back better’ is possible, but only if ‘asset replacement’ strategies are replaced by integrated physical and social planning to address local needs in culturally appropriate ways. Much of what the authors advocate may seem to be little more than ‘common sense’ and many of our findings echo those of many other post-tsunami evaluations. Yet patient and well-integrated approaches to disaster recovery are all too rare in a world that is experiencing so many natural disasters. Because the 2004 tsunami evoked an unprecedented global response it is important to ensure that the lessons of the recovery effort are clearly learnt and this paper aims to convert research findings into a clear strategy for long-term social recovery.  相似文献

Tourism is highly vulnerable to external, non-controllable events. A natural disaster can affect the local tourism industry in numerous ways, and such events are particularly devastating for small communities whose local economy is heavily dependent on the sector. Loss of infrastructure plus negative media stories can have long-term ramifications for the destination. In spite of the economic importance of tourism, post-disaster recovery efforts in this sector are often overlooked by non-governmental organisations (NGOs), which focus on more traditional livelihoods such as agriculture or fishing. This paper describes Mercy Corps' support of tourism recovery activities in Arugam Bay, a remote village on the east coast of Sri Lanka, following the 2004 tsunami. The local economic base is built largely on two sectors: community tourism and fishing. As many other actors were supporting recovery in the local fishing industry, Mercy Corps concentrated on revitalising the tourism sector.  相似文献

ABSTRACT

This article draws from the author’s four-year study of five school communities hit by the 2010–2011 earthquake sequence in the Canterbury region of New Zealand to highlight the roles that schools played in supporting their communities in the aftermath of the disaster. The article begins by synthesising the relevant literature on disasters, schools in earthquake disasters, and the importance of schools to their communities, pre- and post-disaster. The following themes from the data are discussed: (a) the role of schools in their communities prior to the earthquakes; (b) the role of schools in immediate rescue and response; (c) the role of schools in short-term relief; and (d) the role of schools in long-term recovery. The author then argues that as more evidence shows that schools play such crucial roles in post-disaster response and recovery, we need to better prepare and support them to undertake these functions. Further, we need to recognise the wider roles schools play supporting local communities to build and sustain resilience as part of on-going community cohesion and connectedness, so that society is better prepared when major disasters occur.  相似文献

Temporary housing programmes suffer from excessively high cost, late delivery, poor location, improper unit designs and other inherent issues. These issues can be attributed in part to a prevalence of ad hoc tactical planning, rather than pre-disaster strategic planning, for reconstruction undertaken by governments and non-governmental organisations (NGOs) in the chaotic post-disaster environment. An analysis of the process and outcomes from six case studies of temporary housing programmes after disasters in Turkey and Colombia in 1999, Japan in 1995, Greece in 1986, Mexico in 1985, and Italy in 1976 yields information about the extent to which strategic planning is employed in temporary housing programmes, as well as common issues in temporary housing. Based on an understanding of these common issues, this paper proposes a framework for strategic planning for temporary housing that identifies organisational designs and available resources for temporary housing before the disaster, but allows modifications to fit the specific post-disaster situation.  相似文献

In the aftermath of Hurricane Katrina, a rapid succession of plans put forward a host of recovery options for the Upper and Lower Ninth Ward in New Orleans. Much of the debate focused on catastrophic damage to residential structures and discussions of the capacity of low-income residents to repair their neighbourhoods. This article examines impediments to the current recovery process of the Upper and Lower Ninth Ward, reporting results of an October 2006 survey of 3,211 plots for structural damage, flood damage and post-storm recovery. By examining recovery one year after Hurricane Katrina, and by doing so in the light of flood and structural damage, it is possible to identify impediments to recovery that may disproportionately affect these neighbourhoods. This paper concludes with a discussion of how pre- and post-disaster inequalities have slowed recovery in the Lower Ninth Ward and of the implications this has for post-disaster recovery planning there and elsewhere.  相似文献

The 1994 Northridge, California earthquake has proven to be one of the most costly disasters in United States history. Federal and state assistance programmes received some 681,000 applications from victims for various forms of relief. In spite of the flow of US$11 billion in federal assistance into Los Angeles and Ventura counties, many victims have failed to obtain adequate relief. These unmet needs relate to the vulnerability of particular class and ethnic groups. In response to unmet needs, a number of non-governmental organisations (NGOs) have become involved in the recovery process. This paper, based on evidence collected from hundreds of in-depth interviews with the people involved, examines the activities of several community-based organisations (CBOs) and other NGOs as they have attempted to assist vulnerable people with unmet post-disaster needs. We discuss two small ethnically diverse communities in Ventura County, on the periphery of the Los Angeles metropolitan region. The earthquake and resultant disaster declaration provided an opportunity for local government and NGOs to acquire federal resources not normally available for economic development. At the same time the earthquake created political openings in which longer-term issues of community development could be addressed by various local stakeholders. A key issue in recovery has been the availability of affordable housing for those on low incomes, particularly Latinos, the elderly and farm workers. We discuss the successes and limitations of CBOs and NGOs as mechanisms for dealing with vulnerable populations, unmet needs and recovery issues in the two communities.  相似文献

Post-disaster recovery requires co-production; that is, the inputs of citizens are essential for successful community recovery to occur. Citizens contribute to post-disaster recovery by volunteering, taking on consultative and decision-making roles within their communities, and directly participating in post-disaster reconstruction efforts. Without meaning ful contributions from citizens—the intended beneficiaries—unilateral efforts by public officials and authorities will inevitably fail. This study shows that social entrepreneurs can thus play a critical role in spurring post-disaster recovery by facilitating co-production. It focuses on the role of social entrepreneurs after disasters and centres on one rural village, Giranchaur Namuna Basti in the Sindhupalchowk District of Nepal. Specifically, the study uses the case of the Dhurmus Suntali Foundation's Namuna village project in Giranchaur following the 7.8-magnitude earthquake that struck on 25 April 2015 to examine the pivotal role that social entrepreneurs assume in promoting voluntary activities, community engagement, and participation in post-disaster recovery efforts.  相似文献

NGOs appear to be well placed to play a significant role in natural disaster mitigation and preparedness (DMP), working, as they do, with poorer and marginalised groups in society. However, there is little information on the scale or nature of NGO DMP activities. This paper reports the findings of a study seeking to address that gap. It confirms that NGOs are involved in a diverse range of DMP activities but that a number of them are not labelled as such. Moreover, evidence of the demonstrable quality and benefits of DMP involvement is poor. The paper concludes that a number of problems need to be overcome before DMP can be satisfactorily mainstreamed into NGO development and post-disaster rehabilitation programmes. However, there are some early indications of momentum for change.  相似文献

A lack of resources for post-disaster housing reconstruction significantly limits the prospects for successful recovery. Following the earthquake in Wenchuan, China, in May 2008, housing reconstruction was not immune to resource shortages and price inflation. Difficulties in sourcing materials and labour considerably impeded recovery. This paper provides evidence of the resourcing bottlenecks inherent in the post-Wenchuan earthquake reconstruction process. Its aim is to present an integrated planning framework for managing resources for post-disaster housing rebuilding. The results are drawn from in-field surveys that highlight the areas where stakeholders need to concentrate effort, including revising legislation and policy, enhancing capacity for rebuilding in the construction industry, strengthening the transportation network, restructuring market mechanisms, and incorporating environmental considerations into overall planning. Although the case study presented here is country-specific, it is hoped that the findings provide a basis for future research to identify resourcing constraints and solutions in other disaster contexts.  相似文献

The ‘build back better’ (BBB) concept signals an opportunity to decrease the vulnerability of communities to future disasters during post‐disaster reconstruction and recovery. The 2009 Victorian bushfires in Australia serve as a case study for this assessment of the application of core BBB principles and their outcomes. The results show that several BBB measures were successfully implemented in Victoria and are relevant for any post‐disaster reconstruction effort. The BBB initiatives taken in Victoria include: land‐use planning determined by hazard risk‐based zoning; enforcement of structural design improvements; facilitated permit procedures; regular consultations with stakeholders; and programmes conducted for social and economic recovery. Lessons from the Victorian recovery urge the avoidance of construction in high‐risk zones; fairness and representativeness in community consultations; adequate support for economic recovery; the advance establishment of recovery frameworks; and empowerment of local councils.  相似文献

This paper examines how and if the post-disaster distribution of housing assistance in two cities of Bam, in Iran, and Bhuj, in India, fulfilled the broad aim of enabling the stricken population to achieve housing recovery. Drawing on interviews with stricken households and officials as well as document review, the paper provides an account of the housing assistance distribution policies in these cities as they were formed, evolved, interpreted, and implemented as well as the ways they were experienced by disaster-stricken people. The paper investigates who did not receive assistance, who did not recover (yet) despite receiving assistance, and – in contrast to these groups – who recovered/accumulated new assets during the recovery process. While in both cities public policies of assistance distribution expanded the capacity of the majority of the stricken people to recover, they failed to provide a timely and appropriate support for the recovery of lower income groups, tenants, and squatters, in line with their needs and priorities.  相似文献

This paper describes demographic changes resulting from devastating natural disasters in which at least half of the community's structures suffered major damage or total destruction. Considering 92 US communities that suffered disasters (mainly from hurricanes, river flooding, and tornadoes) between 1992 and 2008, locations that were already experiencing declining populations before their disaster were most likely to experience large post-disaster population losses. Communities suffering severe flooding were most likely to lose over a third of their population. Population movement typically occurred regardless of whether the community formally relocated. Small communities were particularly at risk of losing population following destruction, particularly when they lacked schools. Communities with higher home vacancy rates before their devastation were significantly more likely to experience large population declines. Wealthier communities and those located nearer metropolitan cities were most likely to retain their populations following major destruction, yet overall pre-disaster home values and median incomes in the communities were well below national averages. Race and Hispanic population were not significantly related to post-disaster population change in the overall study.  相似文献
