This article argues that there might be important efficiency gains for countries to provide generous unemployment insurance benefits. Firstly, generous unemployment benefits might reduce the risks, real or perceived, associated with labour market transitions such as changing employer and/or career. Secondly, such benefits might increase workers' skills levels, both by functioning as a form of insurance for workers' investments in skills that are not easily transferable between employers and by facilitating the accumulation of skills that are developed through experience with different employers. These arguments are supported by empirical data, covering 14 countries, from the Eurobarometer survey.  相似文献

The literature on the Ghent system has focused on the link between voluntary unemployment insurance and union membership in terms of industrial relations. Less attention has been paid to unemployment benefits and employees' decision‐making concerning unemployment insurance, even though the core function of the Ghent system is to provide unemployment insurance. This paper examines both of the options that precarious workers (i.e., part‐timers, temporary employees, and low‐skilled service employees) choose regarding unemployment insurance membership and the change in union density after the Ghent system reform in Finland. First, the results show that the growth of the independent unemployment insurance fund was the main reason for declining union density in the 2000s and early 2010s. Second, in terms of precarious workers, we find that the emergence of the independent fund has affected their choices about unemployment insurance membership and that their choices depend on the type of precarious employment they have. Moreover, part‐timers and temporary employees younger than 35 years of age are much less likely to enroll in unemployment insurance than older employees who have the same types of employment contracts.  相似文献

A private health insurance system has existed in Chile since 1981 and has covered over a quarter of the population of that country since 1995. This article examines that system in economic terms. The analysis focuses on the incentive effects of state regulations governing the formulation of private health insurance policies and the relationship with the state health service. The imbalance in policy termination rights and the unrestricted possibility to return to the state system emerge as central functional elements. The article postulates that the private system represents, for many, not a full coverage scheme but an additional policy for outpatient benefits, regardless of its officially stated aims.  相似文献

This paper examines the process of developing social health insurance in Mongolia, and its successes, challenges and lessons. The government of Mongolia introduced social health insurance in 1994, which is compulsory for all public and private sector employees and low-income and vulnerable population groups. The scheme also provided voluntary insurance for unemployed people of working age. About 95 per cent of the population was covered by health insurance within the first two years thanks to a high level of government subsidy for vulnerable population groups. The insurance benefit initially covered nearly all inpatient services except the treatment of some specified chronic and infectious diseases, which were directly funded by the government. The scheme not only had many successes but also faced challenges in maintaining universal coverage. The new financing arrangement has provided little financial incentive for healthcare providers to contain health expenditure, contributing to rapid health cost inflation. In addition to reforming the payment system for providers, there has been an increasing need to expand benefits into ambulatory care. The development of compulsory health insurance in Mongolia shows that a prepaid health insurance mechanism based on risk sharing and fund pooling is feasible in low-income countries given political commitment and government financial support for vulnerable population groups.  相似文献

China has adopted an array of special social security measures in response to the spread of the COVID-19 virus, to mitigate the downside social and economic impacts caused by the pandemic. Measures include the reduction, exemption and deferral of social security contributions by employers, the extension of benefits coverage for employees, and the provision of more accessible e-services by social insurance agencies. The article points out that a preliminary assessment of those measures would suggest that they have played a key role in supporting social cohesion and in stabilizing the economy. In a critical manner, the article compares the measures adopted in China with those of other countries, and identifies how China could learn from international practice and experience. Finally, and based on recent Chinese experience, the article presents proposals that seek to improve the longer-term contribution made by the Chinese social security system to realize the goals of social cohesion and inclusive economic development. As set out in China’s Social Insurance Law of 2010, the social security system should not only support a fair sharing of benefits of development, but also promote social harmony and stability.  相似文献

The transition to motherhood is a time of tremendous change, during which maternal subjects experience important shifts in their relationships with family, friends, employers, and state. Parental leave policies have potential to mitigate some of these changes, contributing positively to health and economic outcomes. Indeed, such policies have been identified as essential for achieving gender equality, serving to address both recognition and redistributive claims. In this paper, we explore parental leave policy through the lens of first time mothers in Canada, where two distinct policy regimes coexist. Using narrative analysis, we examine the ways in which the transition to motherhood is embodied and enacted through policy experiences. The stories we uncover, stories of helplessness, of control and resistance, and of stymied progress, illuminate how leave policies differently position maternal subjects in complex social settings.  相似文献

Employers can be regarded as gatekeepers of jobs. They decide how to post vacancies, whom to recruit and whom to dismiss. In recent years, a growing body of research has highlighted the crucial role of employers in relation to labour market participation of disadvantaged groups. This article contributes to this research by exploring which types of employers have refugee employees—and which do not. We develop the typologies through hierarchical cluster analyses using a nationally representative survey of Danish workplaces. We find that the employers who have experiences with having refugee employees can be grouped into three based on their attitudes and preconceptions; knights, knaves and squires. Likewise, employers who have never had refugee employees can also be divided into three groups; aspiring knights, knights of fortune, and commoners. The groups differ in their attitudes and motivations for (not) having refugee employees. Our main contribution to the literature is the development of new nuanced employer typologies, and the finding that employers differ in their motivations for having, or not having, refugee employees.  相似文献

The objective of the study was to investigate whether intensified rehabilitation efforts in primary health care may produce any short-term or long-term reduction of sick leave. The resources at the health care center were fortified with a coordinator from the local insurance office and a specialist group from the hospital. In one primary health care district, a prospective study was performed among 100 patients with a musculoskeletal disorder, having caused at least 21 consecutive days of full-time sick leave (patients). Serving as a control group were individually matched patients from any other health care center in the surrounding municipality of Kristianstad (controls). The number of sick leave days was assessed during year one (short-term) and year three (long-term) after rehabilitation was initiated. The median number of days with sickness benefits for men in the short-term was lower for patients than for controls (34.5 vs 48.5). No difference was found among women. No differences were found in the long-term between patients and controls, either for men or women. We conclude that rehabilitation in primary health care was made more efficient through collaboration with the local insurance office and the specialists, but the effects were not maintained after the collaboration ended.  相似文献

Based on individual level data from Germany, we analyze the effect of changes in the compulsory benefit package of the social health insurance on the demand for supplementary private insurance, employing a difference-in-differences approach. The focus is on the exclusion of dental prostheses from the benefit package in 1997 and its re-inclusion in 1999. Individuals born prior to 1979 serve as control group because only the young were affected by the reform. No significant effect on the demand for supplementary health insurance is found. Thus, the notion of clients making informed choices about their health insurances’ coverage is not supported.  相似文献

Whereas the introduction of new technologies previously has raised the ethical question of who ought to have access to a new procedure or device, genetic testing technology raises the new ethical question of to whom access to a new technology ought to be limited. In this article we discuss the implications of employers and private health insurance companies having access to genetic testing technology. Although there may be legitimate business interests in allowing employers and insurers to conduct genetic screening, there are other valid societal interests in regulating or limiting the use of this technology by third parties. Public policy developed in the area of new genetic technology must reflect such interests.  相似文献

In the Netherlands, a situation has developed in which there is one permanently disabled person for every seven to eight people active in the workforce. This is an economic emergency, for which countermeasures have been taken. The employer is made in large part financially responsible for employees' sickness absence and work disability and, at the same time, is obliged to use the professional support of a Health and Safety Service (HSS). It stands to reason that in this situation, making use of the HSS, the employer is motivated to prevent sickness absence and disablement of employees as effectively as possible. Preventing work disability critically depends on being able to predict disability through early identification of the future disabled. In order to develop a prediction procedure at the individual level, the present prospective study was conducted. Some 3,500 employees were followed for up to five years. Predictors of disability were sought among employees'opinions on their health, work, and working conditions as measured by the Questionnaire on Work and Health (QWH), and sick leave data. The QWH items are concerned with health, work and job circumstances. As expected, most (two thirds) cases of disability occur in male employees aged 50 and over. Disability in this group is strongly predicted by complaints about work strain, health, and illness behaviour, with the odds being in the 4 to 6 range. The odds can be raised to over 10 by including sick leave data. These predictions warrant individual preventive interventions. The results, taken together, speak for the predictive validity of the questionnaire and its usefulness to occupational health services in combating disability.  相似文献

Despite the critical role that paid maternity leave can assume in the economic lives of low-income families, research to date has paid insufficient attention to whether paid maternity leave reduces welfare use for low-income families. Using the Current Population Survey (CPS) March Supplement 2007–2014 with the difference-in-difference (DiD) technique, this study finds a significant policy effect of paid maternity leave on reducing the probability of using Temporary Assistance for Needy Families (TANF), TANF benefit amounts and TANF participation length. This study confirms that paid maternity leave is likely to prevent low-income families from using welfare during job interruptions stemming from the birth of a child. Given that TANF is often associated with negative political and social connotations, paid maternity leave can be used as an important social policy to improve economic security as well as offer empowerment in overall social standing for low-income mothers. The discussion focuses on the implications of the findings in a broader context of American welfare states.  相似文献

This article constructs measures of job fatality rates for black and white workers using information on job-related fatalities from 1992–1997. The fatality rates for black employees are somewhat greater than those for whites. Each of these groups receives significant compensating wage differentials for fatality risks, controlling for nonfatal risks and expected workers' compensation benefits. The implicit value of a statistical life is lower for black workers than for whites. These results in conjunction with evidence that blacks receive less annual compensation for fatality risks than do whites imply that black and white workers face different market offer curves that are flatter for blacks than for whites.  相似文献

In 2001, Canada extended the length of time parents could claim benefits. When combined with maternity benefits, a total of 50 weeks of benefits is available for qualifying parents. This places Canada at the forefront of liberal welfare regimes in benefits for new mothers and parents. However, an examination of the nature and impact of these changes suggests that they further exacerbate gender and class divisions in access to, and take-up of, these benefits. A discussion of major trends in parental leave policies in Europe identifies the types of changes that are most likely to reduce the gender and class inequalities apparent in current policies.  相似文献

Voluntary social insurance (VSI), a type of social insurance organized by the Government, allows participants, who work in the informal sector with unstable jobs and income, to choose the premium and payment methods in accordance with their income for their retirement plan. The rate of Vietnamese laborers participating in VSI is low. This study aims to examine the current situation of VSI participation of laborers, as well as their perception of VSI visibility and assessment of VSI policies and utilization. Results from survey with 293 laborers, including 144 VSI participants and 149 VSI non‐participants, and semi‐structured interviews with 60 stakeholders in two districts in Northern Vietnam show the lack of awareness of VSI existence among non‐VSI participants, and limited knowledge of VSI policies among VSI participants. Although participants endorsed beneficiaries and premium in the retirement plan, they were concerned about the long 20‐year premium payment duration in the situation of unstable jobs and income, and the lack of other benefits, for example, maternity leave and unemployment benefit. Results recommend better propagandas, distributed documents, and educational sessions on VSI policies on mass and social media, as well as at VSI conferences and their workplace.  相似文献

In Sweden, absence from work because of illness or injury has fluctuated considerably over time. This study aimed to identify potentially important factors behind variations in long‐term sickness absence. Aggregated data were used to assess factors correlated with the number of ongoing cases of sickness absence lasting more than 59 days. Trends were analysed using statistics from national social insurance records, labour force surveys and other official statistics. Although specific changes in the degree of generosity in the sickness insurance scheme were important in some cases, the results showed no consistent associations for the study period 1992–2008. Men were generally more sensitive to macroeconomic factors than women. Furthermore, compared with earlier findings, workforce composition had less impact on variations in long‐term sickness absence. Notably, public health indicators such as alcohol sales and working conditions were clearly related to long‐term sick leave during the period under investigation.  相似文献

Since the implementation of family planning in the 1960s, Taiwan's fertility rate has rapidly decreased. This was praised as a family planning achievement. However, in the 21st century Taiwan has become one of the lowest of low fertility countries like European countries [ Kohler, H. P., Billari, F. C., & Ortega, J. A. (2002) . Population and Development Review , 28 (4), 641–80]. The government has begun to worry that these extremely low birthrates will result in rapid population aging and bring about other negative socio-economic effects. Thus, in its Mega Warmth Social Welfare Program (MWSWP) of 2006, the Taiwanese government targeted the issue of low birthrates. Based on secondary data analysis, we found that the reasons for rapid decrease in Taiwanese birthrates are: (i) a declining marriage rate; (ii) later marriage; (iii) changing attitudes towards child bearing; (iv) the burdens of child care; and (v) an increase in female labour participation rates. The MWSWP includes maternity leave benefits, parental leave benefits, a childcare subsidy system and early children education and care (ECEC). First, this article presents a chronological understanding of the demography in Taiwan. Second, we attempt to evaluate the reasons contributing to the low birthrates. The policy response to this is discussed next. Finally, the article provides a careful conclusion: that the extent to which these policies can significantly stop the population from declining requires further observation.  相似文献

In the absence of a bilateral agreement for the portability and totalization of social security contributions between the United States and Mexico, this article examines the access to pension and health insurance benefits and employment status of older Mexican return migrants. We find that return migrants who have spent less than a year in the United States have a similar level of access to social security benefits as non‐migrants. Return migrants who have spent at least a year in the United States are less likely to have public health insurance or social security benefits, and could be more vulnerable to poverty in old age. These results inform the debate on a bilateral social security agreement between the United States and Mexico to improve return migrants' social security.  相似文献

Unemployment places those it affects in a situation of dependency on unemployment benefits. The regulation of that dependency and the measures necessary to avert it, in Bulgaria (and also in other East European countries) during the period of transition to a market economy, forms the subject of labour and social insurance legislation relating to unemployment and introduced on a temporary basis. Unemployment insurance benefits (unemployment benefits in cash, unemployment assistance, social assistance) are provided for limited periods fixed in the light of the nature of the benefit, the causes of unemployment, the number of years of service, age, gender and other factors. The degree of dependency of unemployed persons on such benefits is also determined by the level of those benefits. The principal categories of legal instruments by which that dependency can be averted or reduced are (1) contributions by the State to the establishment of labour law relationships by providing information to unemployed persons on job vacancies, vocational training and retraining measures, job creation measures and placement; (2) incentives to employers to maintain existing jobs and to create new ones (credits, exemption from interest payments, etc.).  相似文献

This paper examines what determines mothers' work and family reconciliation in the Republic of Korea. We conducted a survey to examine the influence of use of institutional options such as childcare leave and services, and cultural orientation towards gender roles on the probability of being employed, paid and unpaid care work time, and monthly wages. Our findings show that mothers' with high education tend to be in paid work and to have more traditional attitudes towards gender role. The use of maternity leave increases but the use of parental leave tends to decrease mothers' labor market participation. Maternity leave also is found to influence positively on working mothers' monthly wages. However, no factor is found to be relevant to reduce working mothers' time spent on unpaid care work. Issues have been put forwarded for policy considerations. Firstly, the use of maternity leave should be encouraged and job protection needs to be secured with the use of parental leave. Secondly, mothers with relatively higher education tend to prefer familial care to institutional care. Last but not least, the availability of institutional care services do not effectively reduce mothers' time spent on unpaid care work.  相似文献
