This paper is concerned with the estimation of energy use in office buildings in Malaysia and with the energy use of major equipment. Energy intensity (EI) – a measure of a building's energy performance – is estimated for Malaysia and compared with a number of selected countries. Air conditioners are shown to be the major energy users (57%) in office buildings, followed by lighting (19%), lifts and pumps (18%) and other equipment (6%). It is estimated that 77,569 MWh of energy can be saved and a huge reduction of emissions achieved through the application of advance glazing, compact fluorescent lamps (CFL), insulation, housekeeping, and by raising thermostat set point temperature of air conditioners, and reducing EI.  相似文献

In the recent years, India has emerged as one of the fast growing economies of the world necessitating equally rapid increase in modern energy consumption. With an imminent global climate change threat, India will have difficulties in continuing with this rising energy use levels towards achieving high economic growth. It will have to follow an energy-efficient pathway in attaining this goal. In this context, an attempt is made to present India's achievements on the energy efficiency front by tracing the evolution of policies and their impacts. The results indicate that India has made substantial progress in improving energy efficiency which is evident from the reductions achieved in energy intensities of GDP to the tune of 88% during 1980–2007. Similar reductions have been observed both with respect to overall Indian economy and the major sectors of the economy. In terms of energy intensity of GDP, India occupies a relatively high position of nine among the top 30 energy consuming countries of the world.  相似文献

Although office market actors in the United Kingdom show a growing interest in energy efficiency, the pace of takeup of energy efficient office features is slow. Previous studies have highlighted the roles of limited direct financial costs and benefits (‘efficiency gaps’) and market barriers in limiting the rate of technology adoption. This study provides further evidence on the importance of these factors, but the primary contribution is focused on the role of corporate reputation and on the importance of individuals' values in shaping corporate behaviour. The paper presents a theoretical framework to explain environmental decision making in firms and we present qualitative evidence drawing from sixteen semi-structured individual and group interviews with office market stakeholders in London, Glasgow and Edinburgh. The research finds that companies, despite gradually becoming more energy conscious, still regard energy costs as a negligible part of their business costs. Nevertheless, an increasingly important driver is the reputational gain obtained by corporate businesses implementing sustainable practices. All the interviewees agreed that the pace of change in the office market is slow and that only further policy interventions will accelerate it.  相似文献

The present work describes the military impact of improved efficiency and then highlights existing technological, political, and financial barriers for improving overall energy efficiency. As the largest user of energy within the US government, the Department of Defense (DOD) is rightly concerned that any disruption to the nation's energy supply may have an extremely adverse impact on its military capabilities. The total solution to providing energy security will be multi-faceted with progress required on many fronts. Increasing the use of renewable energy sources and improving energy storage capabilities are gradually creating a positive impact, but investing in improving the overall efficiency of the military effort provides both immediate and long-lasting payback. One might suppose that a decrease in the energy used by the DOD should lead to a decrease in military capability, but historical data proves otherwise. It is shown that the military has additional impetus, compared to civilian consumers, to pursue energy-efficiency improvements. Many tools are available to help the DOD along this path, yet there remain obstacles which must first be identified and analyzed as discussed herein.  相似文献

Energy efficiency is a national priority for China as rapid energy consumption growth aggravates its greenhouse gas emissions, local air pollution and energy scarcity. In the 1990s, a large number of voluntary agreements emerged in industrialised countries in order to improve industrial energy efficiency. These experiences are now taken into account in China. This article analyses the drivers for voluntary agreements on industrial energy efficiency in China, based on a case study of three enterprises in Nanjing, Jiangsu Province. Furthermore, the article reviews the institutional set-up of energy policy and investigates the pertaining policy culture. From the findings, conclusions are drawn on the role of voluntary agreements within China's larger policy context. We conclude that opposed to avoiding stricter regulation, voluntary agreements in Nanjing are reinterpreted in view of more stringent national provisions on energy efficiency in the 11th Five Year Plan. Hence, agreements have evolved into an implementation tool of national policy at the local level. For industry, another major driver for participation was identified as improving its relations with local authorities. Voluntary agreements showed to have the potential to overcome traditional constraints of implementing top–down policies at the local level in China.  相似文献

Energy retrofit measures (ERMs) are applied to reduce the energy consumption of buildings. The effectiveness of any ERM depends on many building specific factors, such as location, size, operation, building envelope, electrical, heating, cooling and ventilation system properties. It is common for multiple ERMs to be applied to a building to reduce its energy consumption. However, the reduction in energy consumption when multiple ERMs are applied is not the sum of the impact of individual ERMs. Effectiveness of multiple ERMs depends upon their interactive effects. Using representative office buildings and an energy modelling computer program, the effectiveness of individual and multiple ERM was assessed providing a better understanding of their interactive effects.  相似文献

The climate change agreements (CCAs) in the UK were negotiated with a number of energy-intensive industrial sectors, and offered a reduction in the rate of the climate change levy (CCL), provided that negotiated energy efficiency targets were met. Through modelling and by analysis of the results of the first target period, this paper analyses the stringency of the targets, and the economic and environmental implications of the CCAs. It concludes that, while the targets in themselves were not stringent, and were in the main met well before the due date, the CCAs appear to have had an ‘awareness effect’ in stimulating energy savings. This has resulted in overall environmental benefits above those which would have derived from the imposition of a flat-rate tax with no rebate and no CCAs, and economic benefits for the sectors and companies with which CCAs were negotiated.  相似文献

As government and industry plan to reduce energy consumption in building stock, there is a need to forecast the uptake of retrofit packages across building stock over time. To address this challenge a diffusion model was set up and applied to office building stock across New South Wales (NSW) in Australia, accommodating a high spatial resolution and temporal capability for projecting uptake of technology packages characterised by multiple variables. Six retrofit packages were set up for the diffusion model, which ranged from inexpensive services and manuals through to mid-priced packages involving energy efficient T5 lighting and solar hot water through to expensive packages such as chilled beams and Solar PV. We evaluated the model using a base case and two policy programs, representing the Green Building Fund and Environmental Upgrade Agreements. These were recent incentive programs funded by the Australian government to accelerate the uptake of retrofit packages, by providing financial support to upfront expenditures and removing barriers to retrofit. By forecasting uptake of each retrofit package to 2032 under each program, we demonstrate how the model can be a valuable resource in tailoring expensive government programs and increasing their effectiveness.  相似文献

It is well established that the presence of a monopolist producer removes efficiency from the world oil market. Efficiency in energy resource utilization can nevertheless be the proclaimed objective of an energy policy by an oil-importing nation if imported oil is considered a non-produced resource available at a given price. This article presents an example of such a policy which consists of the institution of price guarantees for energy alternatives and of government subsidies for the development of new energy technologies. We illustrate how this policy will attain efficiency, and the ratio of benefits to the costs associated with its adoption are calculated.  相似文献

Power engineers are expected to play a pivotal role in transforming buildings into smart and energy-efficient structures, which is necessary since buildings are responsible for a considerable amount of the total energy consumption. To fulfil this role, a holistic approach in education is required, tackling subjects traditionally related to other engineering disciplines. In this context, USE Efficiency is an inter-institutional and interdisciplinary educational programme implemented in nine European Universities targeting energy efficiency in buildings. The educational programme effectively links professors, students, engineers and industry experts, creating a unique learning environment. The scope of the paper is to present the methodology and the general framework followed in the USE Efficiency programme. The proposed methodology can be adopted for the design and implementation of educational programmes on energy efficiency and sustainable development in higher education. End-of-course survey results showed positive feedback from the participating students, indicating the success of the programme.  相似文献

The objective of this study is to perform an economic analysis of the daylight-linked automatic on/off lighting control system installed for the purpose of energy savings in office buildings. For this, a building was chosen as a typical example, and the energy cost was calculated by using the daylight and building energy analysis simulation. When the lighting control was utilized, an economic analysis was performed using a payback period that was calculated by comparing the initial cost of installing the lighting control system with the annual energy cost which was reduced thanks to the application of the lighting control.The results showed that the lighting energy consumption, when the lighting control was applied, was reduced by an average of 30.5% compared with the case that there was not lighting control applied. Also, the result for total energy consumption showed that, when lighting control was applied, this was reduced by 8.5% when the glazing ratio was 100%, 8.2% for 80%, and 7.6% for 60% when compared to non-application. The payback period was analyzed in terms of the number of floors in a building; 10 floors, 20 floors, 30 floors, and 40 floors. Hence, the building with 40 floors and glazing ratio 100% resulted in the shortest payback period of 8.8 years, the building with 10 floors and glazing ratio 60% resulted in the longest period of 12.7 years. In other words, the larger the glazing ratio and the number of building floors are, the shorter the payback period is.  相似文献

The façade design is and should be considered a central issue in the design of energy-efficient buildings. That is why dynamic façade components are increasingly used to adapt to both internal and external impacts, and to cope with a reduction in energy consumption and an increase in occupant comfort. To gain a complete picture of any façade’s performance and subsequently carry out a reasonable benchmarking of various façade alternatives, the total energy consumption and indoor environment need to be considered simultaneously. We quantified the potential of dynamic solar shading façade components by using integrated simulations that took energy demand, the indoor air quality, the amount of daylight available, and visual comfort into consideration. Three types of façades were investigated (without solar shading, with fixed solar shading, and with dynamic solar shading), and we simulated them with various window heights and orientations. Their performance was evaluated on the basis of the building’s total energy demand, its energy demand for heating, cooling and lighting, and also its daylight factors. Simulation results comparing the three façade alternatives show potential for significant energy reduction, but greater differences and conflicting tendencies were revealed when the energy needed for heating, cooling and artificial lighting were considered separately. Moreover, the use of dynamic solar shading dramatically improved the amount of daylight available compared to fixed solar shading, which emphasises the need for dynamic and integrated simulations early in the design process to facilitate informed design decisions about the façade.  相似文献

To understand public preferences for energy sources, 2701 US residents were surveyed; 2101 of the respondents lived within 50 miles of a major nuclear facility. Over 90% wanted greater reliance on solar and wind, and over 70% wanted more reliance upon hydroelectric sources. Less than one-third wanted more use of oil and coal. Nuclear and natural gas sources were closer to an even split. Notably, those who lived near nuclear facilities favored the same sources, although a larger proportion of these respondents favored increasing use of nuclear power than in the national sample. These results are consistent with other United States surveys. The study found striking differences in preferences by age, ethnicity/race and other demographic characteristics that need in-depth investigation in order to help decision-makers and everyone else better understand public preferences about energy policy choices.  相似文献

Corporate voluntary climate programs have had limited evaluation. The self-selection of participants—an essential element of such initiatives—poses challenges to researchers because the decision to participate may not be random and may be correlated with outcomes. This study aims to gage the environmental effectiveness of the industrial sector elements of two early voluntary climate change programs with established track records, the U.S. Environmental Protection Agency's Climate Wise and the U.S. Department of Energy's Voluntary Reporting of Greenhouse Gases Program (1605(b)). Particular attention is paid to the participation decision and how various assumptions affect estimates of program outcomes using propensity score matching methods applied to plant-level Census data. Overall, the effects are modest: reductions in fuel and electricity expenditures are no more than 10 percent and probably less than 5 percent. Virtually no evidence suggests either program has a statistically significant effect on fuel costs. Some evidence indicates that participation in Climate Wise led to a 3–5 percent increase in electricity costs that vanished after two years. Stronger evidence suggests that participation in 1605(b) led to a 4–8 percent decrease in electricity costs that persisted for at least three years. These results suggest that while voluntary programs can play some role in addressing climate change, they are unlikely to bring about the kinds of steep reductions called for in the current debate.  相似文献

The Energy Star labeling program contributes to reducing economic and environmental impacts. Although product-specific criteria for the label are developed by taking into account potential energy savings, more robust criteria need to be developed to minimize energy consumption (and consequential global warming potential (GWP)). The objectives of this study are: (i) to measure what we refer to as the technical and cost efficiencies of products with respect to the relative Energy Star criteria achievement rate and GWP, respectively; and (ii) to analyze the relationship between these efficiencies and product design features, using stochastic frontier analysis (SFA) and data envelopment analysis (DEA). As an example, these analyses are applied to data for desktop computers. The results indicate that desktop computer manufacturers currently achieve energy savings that exceed those required by the Energy Star label. The principal product design features affecting the efficiencies are primarily the efficiency and power capacity of the power supply and the number of cores in the central processing unit. This study can help the program develop more robust criteria that ultimately reduce GWP and can provide guidance to manufacturers to strategically improve energy efficiency.  相似文献

This study addresses the possible impacts of energy and climate policies, namely corporate average fleet efficiency (CAFE) standard, renewable fuel standard (RFS) and clean energy standard (CES), and an economy wide equivalent carbon tax on GHG emissions in the US to the year 2045. Bottom–up and top–down modeling approaches find widespread use in energy economic modeling and policy analysis, in which they differ mainly with respect to the emphasis placed on technology of the energy system and/or the comprehensiveness of endogenous market adjustments. For this study, we use a hybrid energy modeling approach, MARKAL–Macro, that combines the characteristics of two divergent approaches, in order to investigate and quantify the cost of climate policies for the US and an equivalent carbon tax. The approach incorporates Macro-economic feedbacks through a single sector neoclassical growth model while maintaining sectoral and technological detail of the bottom–up optimization framework with endogenous aggregated energy demand. Our analysis is done for two important objectives of the US energy policy: GHG reduction and increased energy security. Our results suggest that the emission tax achieves results quite similar to the CES policy but very different results in the transportation sector. The CAFE standard and RFS are more expensive than a carbon tax for emission reductions. However, the CAFE standard and RFS are much more efficient at achieving crude oil import reductions. The GDP losses are 2.0% and 1.2% relative to the base case for the policy case and carbon tax. That difference may be perceived as being small given the increased energy security gained from the CAFE and RFS policy measures and the uncertainty inherent in this type of analysis.  相似文献

In view of having a still unexploited potential of natural resources available for clean energy and the possibility of using the regional electricity market in Central America, Honduras has several potential energy sources. The growing dependence on oil and the imminent increase in international prices of fossil fuels, coupled with the necessity of changing the energy sector arrangement, the State of Honduras has taken the lead for the development of a long-term sustainable energy policy. This energy policy must be able to develop various energy sources and guide both, the government and the private sector, to the planning and development of alternative energy sources and sustainable growth of the Honduran economy. In this paper, the various energy diagnoses and the potential for changing the Honduran energy mix are presented, as well as the investment required for sustainable management of the energy sector. Furthermore, the objectives of the energy policy and plan up to the year 2030 are presented, outlining the investment possibilities for the energy sector development, showing their costs and timeframes.  相似文献
