| 摘 要： | 随着我国水利信息化命题的提出，提高水利工程建设管理信息化水平成为促进水利信息化进程中的重要一环。基于扎根理论的研究方法，通过对广西水利厅工程建设管理信息化实施的案例研究，识别了可用于评价省级水行政主管部门建设管理信息化实施效果的指标，结果发现业务水平、技术能力、保障程度、成效显著度等4 个主范畴对信息化成熟度的评价效果显著，基于分析得到的范畴，构建了信息化成熟度评价指标体系，以期引导省级水行政主管部门更好地开展信息化建设。

| Abstract: | With the development of the proposition of China’s water conservancy information，improving the level of hydraulic construction management information can be an important part of the process of promoting water information. Based on the grounded theory，through the case study of Water Resources Department in Guangxi Province，this paper identifies the indexes evaluating the implementation of construction management information on the provincial water administrative department. The results found that the four main categories of business level，technical capacity，protection level，significant degree significantly show the information maturity. Then the information maturity evaluation system is built to guide the provincial water administrative department to better implement the construction management information. |
