| 摘 要： | 森林采伐限额是采伐消耗森林、林木蓄积的最大限量。实行林木采伐限额管理是《中华人民共和国森林法》确立的一项重要法律制度,是控制森林资源过量消耗的核心措施和加强森林可持续经营的关键手段。针对林木采伐许可证申办流程繁杂、林农办证积极性不高的问题,湖北省长阳土家族自治县2019年推出"微采证"政策。基于该政策,林农借助微信公众平台就可对接林木采伐办证窗口,简化了申办流程,提高了办证速度,实践效果良好。文中介绍"微采证"政策的背景和架构,分析该政策的功能和创新点,并提出推广和改进建议,以期在更大范围内推广使用。

| Abstract: | Forest harvesting quota is the maximum limit of forest consumption and forest stock. The implementation of forest harvesting quota management is an important legal system established by the Forest Law of the People's Republic of China. It is the core measure to control the excessive consumption of forest resources and the key means to strengthen the sustainable management of forests. In order to solve the problem of complicated procedure of applying for forest cutting license and low enthusiasm of forest farmers in applying for forest cutting license, the policy of "micro-harvest license" was put forward by the Changyang Tujia Autonomous County in Changyang, Hubei Province in 2019. Through this policy, the forest farmers can use the wechat public platform to connect with the forest cutting certification window, simplify the application process, improve the speed of certification, good results in practice. This paper introduces the background and policy framework of micro-forensics, analyzes the functions and innovations of the policy, and puts forward some suggestions for popularization and improvement. |
