| 摘 要： | 随着新型城镇化的快速发展，PPP 模式作为一种新兴的项目投融资和运作模式，在我国基础设施和公共服务领域得到了广泛应用。为推动“以人为本”的PPP3.0 在国内的贯彻落实，基于平衡计分卡管理原理，构建PPP 项目可持续性后评价指标体系。通过问卷调查，利用层次分析法对所构建的指标体系进行分析，从而为客观公正地对PPP 项目可持续性进行后评价提供了新的思路与依据。

| Abstract: | With the rapid development of new urbanization，the PPP model，as a new project investment，financing and operationmode，has been widely applied in the field of infrastructure and public services in China. Based on the principle of balancedscorecard management, this paper constructs a post-evaluation index system for the sustainability of PPP project, aiming to promotethe implementation of "people-oriented" PPP3.0 in China. Through the questionnaire survey，the Analytic Hierarchy Process（AHP）is used to analyze the constructed index system, which provides a new idea and basis for the objective and impartial assessment forthe sustainability of PPP project. |
